And like the many animals in danger of extinction, languages can be threatened when they lack the room to stretch and grow. In fact, of the six thousand languages in the world today, only six hundred may survive the next century. In Spoken Here, journalist Mark Abley takes us on a world tour — from the Arctic Circle to the outback of Australia — to track obscure languages and reveal their beauty and the devotion of those who work to save them. Abley is passionate about two things: traveling to remote places and seeking out rarities in danger of being lost. He combines his two passions in Spoken Here. At the age of forty-five, he left the security of home and job to embark on a quixotic quest to track language gems before they disappear completely. On his travels, Abley gives us glimpses of fascinating people and their languages: • one of the last two speakers of an Australian language, whose tribal taboos forbid him to talk to the other • people who believe that violence is the only way to save a tongue • a Yiddish novelist who writes for an audience that may not exist • the Amazonian language last spoken by a parrot • the Caucasian language with no vowels • a South Asian language whose innumerable verbs include gobray (to fall into a well unknowingly) and onsra (to love for the last time). One of these topics is American Sign Language, the other is linguistic relativity. Although both topics have been a part of the literature for some time, neither has been studied extensively until the recent past. Both present exciting new horizons for understanding culture, particularly language and culture. The first of these two topics is the study of American Sign Language. The reason for its previous absence from the literature has to do with unfortunate prejudice which, for a long time, kept ASL from being recognized as a legitimate language. -

Language development and language revitalization in Asia1 Suwilai Premsrirat Institute of Language and Culture for Rural Development, Mahidol University—Salaya (Thailand Dennis Malone SIL International—Asia Abstract Language revitalization and minority language education programs face serious obstacles when the minority language has not yet been developed beyond its traditional oral state. Language development activities, therefore, must precede and contribute to the literacy and mother tongue education components of a language revitalization program. The minority community faces a serious challenge when, for example, no writing system exists for the ethnic language, or when, for whatever reasons, an existing writing system is no longer appropriate for the language. However, practitioners in applied linguistics and minority language education are developing participatory ways of assisting such communities in the process of language development. These include collaborations in designing or revising appropriate writing systems for the languages and for promoting mother tongue literature. This paper presents, in two parts, (I) an overview of language development efforts around the world, emphasizing the interactive aspects of language development and the facilitation of minority language literature development; and (II) a description of the Chong language development and language revitalization project in Thailand. Part I. Language development and language revitalization around the world The world’s linguistic diversity is under siege. That is certain. Whether the numbers are linguist Michael Krauss’s vision of catastrophic loss at 90 percent or some of the more optimistic projections that see “only” half of the world’s language dead or dying by the end of the century, no one is suggesting that the danger is a hoax. -

Kanien’keha / Mohawk Indigenous Language Revitalisation Efforts KANIEN’KEHA / MOHAWK INDIGENOUS LANGUAGE REVITALISATION EFFORTS IN CANADA GRACE A. GOMASHIE University of Western Ontario ABSTRACT. This paper gives an overview of ongoing revitalisation efforts for Kanien’keha / Mohawk, one of the endangered Indigenous languages in Canada. For the Mohawk people, their language represents a significant part of the culture, identity and well-being of individuals, families, and communities. The endanger- ment of Kanien’keha and other Indigenous languages in Canada was greatly accelerated by the residential school system. This paper describes the challenges surrounding language revitalisation in Mohawk communities within Canada as well as progress made, specifically for the Kanien’keha / Mohawk language. EFFORTS DE REVITALISATION LINGUISTIQUE DE LA LANGUE MOHAWK / KANIEN’KEHA AU CANADA RÉSUMÉ. Cet article offre une vue d’ensemble des efforts de revitalisation linguis- tique réalisés pour préserver la langue mohawk / kanien’keha, une des langues autochtones les plus menacées au Canada. Pour la communauté mohawk, cette langue constitue une part fondamentale de la culture, de l’identité et du bien-être des individus, des familles et des communautés. La mise en péril de la langue mohawk / kanien’keha et des autres langues autochtones au Canada a été grandement accentuée par le système de pensionnats autochtones. Cet article explore les défis inhérents à la revitalisation de la langue en cours dans les communautés mohawks au Canada et les progrès réalisés, particulièrement en ce qui a trait à la langue mohawk / kanien’keha. Figure 1. The Logograph 1078 in its manifestations 1078vc, 1078va and 1078vs. Drawings by Christian Prager. The sign (Fig. 1) has been identified by Eric Thompson (1962) as T1078, and by Martha Macri and Mathew Looper (2003) as PE3. A closer look at the sign shows that its full form includes a small attached prefix with “darkness” markings (Fig. 2a-c). The example on a shell from Piedras Negras Burial 13 (Houston et al. 1998: Fig. 3) (Fig. 2c) shows that the prefixed sign has a small hook and that it most likely represents an obsidian tool, perhaps a knife, such as the personified obsidian eccentric knife on Piedras Negras Stela 8 (Fig. 2f). This affix has not received previous attention in any of the existing sign catalogues, although it does occurs independently in other contexts, such as within the stela names on the back sides of Copan Stelae F and M (Fig. 2d, e). The Language of Humor: Navajo Ruth E. Cisneros, Joey Alexanian, Jalon Begay, Megan Goldberg University of New Mexico 1. Introduction We all laugh at jokes, exchange humorous stories for entertainment and information, tease one another, and trade clever insults for amusement on a daily basis. Scientists have told us that laughing is good for our health. But what makes something funny? Prior definitions of humor, like this one by Victor Raskin (1985), have categorized humor as a universal human trait: "responding to humor is part of human behavior, ability or competence, other parts of which comprise such important social and psychological manifestations of homo sapiens as language, morality, logic, faith, etc. Just as all of those, humor may be described as partly natural and partly acquired" (Raskin 1985: 2). The purpose and end result of humor, much like that of language, is the externalization of human thought and conceptualization. This externalization carries multiple meanings, partly as an outlet to express certain emotions, partly as a social device, and partly as an exercise of the intellect. The active engagement of this human ability allows some to earn their livelihood from a career in making jokes. Thus, there is the possibility in a culture to broadcast one’s own personal opinion and world view in a series of jokes. Chafe explains that this is an intrinsic attribute of Homo sapiens; it is "The essence of human understanding: the ability to interpret particular experiences as manifestations of lager encompassing systems" (1994: 9). Humor acts to level the field, allowing people who identify with each other to create social groups. -

Machine translation for language preservation Steven BIRD1,2 David CHIANG3 (1) Department of Computing and Information Systems, University of Melbourne (2) Linguistic Data Consortium, University of Pennsylvania (3) Information Sciences Institute, University of Southern California [email protected], [email protected] ABSTRACT Statistical machine translation has been remarkably successful for the world’s well-resourced languages, and much effort is focussed on creating and exploiting rich resources such as treebanks and wordnets. Machine translation can also support the urgent task of document- ing the world’s endangered languages. The primary object of statistical translation models, bilingual aligned text, closely coincides with interlinear text, the primary artefact collected in documentary linguistics. It ought to be possible to exploit this similarity in order to improve the quantity and quality of documentation for a language. Yet there are many technical and logistical problems to be addressed, starting with the problem that – for most of the languages in question – no texts or lexicons exist. In this position paper, we examine these challenges, and report on a data collection effort involving 15 endangered languages spoken in the highlands of Papua New Guinea. Sustaining Indigenous Languages Looking Back, Looking Forward Inge Genee and Conor Snoek In the past decade or so, the endangerment of many of the world’s Indigenous and other minority languages has begun to percolate into the public consciousness, becoming part of the wider debate about cultural, environmental, and economic sustainability. The United Nations declaration of 2019 as the International Year of Indigenous Languages (en.iyil2019.org) can be considered emblematic of the rise in global awareness of the threat of language extinction. Popular press articles about language endangerment are becoming more common, and local papers often comment on initiatives to revitalize or maintain Indigenous languages of a specific group or territory. In addition, social media groups promote and support individual language communities and provide a means of connecting speakers living outside their communities of origin. It is becoming clearer all the time that language maintenance has many benefits in addition to the preservation of unique ways of seeing the world, including mental and physical health benefits (Biddle and Swee 2012; Hallett et al. 2007; Whalen et al. 2016), community benefits (Romero-Little et al. 2011) and educational benefits (Huffmann 2018; Luning and Yamaguchi 2010; Reyhner 2017). Indigenous language communities and linguists working in Indigenous language documentation and related fields have been aware of the threat to In- digenous languages for several decades. Passionate writings calling the linguistic community to action emerged as early as the 1990s (Crawford 1998; Grenoble and Whaley 1998; Hinton 1997; Krauss 1992), but, like the climate scientists who long warned of a looming crisis, linguists and language activists have struggled to be heard. -
Considerations for Non-Dominant Language Education in the Global South

In Canada, Indigenous language medium schools and early childhood programs remain independent and marginalized. Despite government commitments, there is little support for Indigenous language-in-education policy and initiatives. This article describes an inaugural, country- wide, federally-funded, Indigenous-led language revitalization research project, entitled NE OL EW̱ (one mind-one people). The project brings together nine Indigenous partners to build a country-wide network and momentum to pressure multi-levels of government to honourȾ agreementsṈ enshrining the right of children to learn their Indigenous language. The project is documenting approaches to create new Indigenous language speakers, focusing on adult language learners able to keep the language vibrant and teach their language to children. The article reflects upon how this Northern emphasis on Indigenous language revitalization and country-wide networking initiative is relevant to mother tongue-based education and policy examples in the Global South. The article underscores the need for both community level initiatives (top-down) and government level policy and funding (bottom up) to support child and adult Indigenous language learning.
