Abstract The effectiveness of a traffic sign is collectively influenced by the sign’s understandability, legibility distance, glance legibility, and learnability; however, understandability has been repeatedly identified as a one of the most important measures of effectiveness. This study contributes to best practices for evaluating traffic sign understandability by using a variety of online survey questions and driving simulation tasks to assess the understandability of alternative Tourist Information signs in Oregon. To achieve this goal, the understandability of five alternative Tourist Information signs were first tested in an online survey with 142 participants, resulting in the identification of the four best-performing alternatives. The understandability of these alternatives was then tested in the OSU Driving Simulator with 42 participants. The “INFO” Sign was found to be correctly understood by 95.7% of the driving simulator subjects. The two “i” Sign alternatives had the second and third highest comprehension rates for driving simulator subjects with 72.8% for signs without a circular border and 75.4% for signs with a circular border. There was a statistical difference, at the 95% level, between the comprehension results of the online survey and the driving simulator test of the “?” Sign. However, it is likely that comprehension rates for the “i" Sign will continue to increase in the future due to its prolific usage in a wide variety of contexts. 17. Key Words 18. It is triggered by the increasing concerns about the importance of providing the same information for foreigners as locals. However, while some countries have set their regulations and standards, there is still no general standard produced in the market about the adequate design for the bilingual roadway directional signs. This study explores available standards and discusses some issues concerned by comparing various bilingual directional signs practices in different countries and analyzing them based on related theories and past studies. Several similarities and consistencies were found in many countries, and thus particular guidance in the design approach for bilingual road directional sign is concluded. The design approach should pay attention to text volume, order, physical distinction, and also familiarity. Keywords: bilingual directional signs, urban road sign, friendly city 1. Introduction Roadway signs are one of the most important components on the urban roadway because it provides information and guidance for drivers. Roadway signs are not only used for traffic control, but also for directional guide purpose. A relatively straightforward and cost-effective speed management measure, involves reducing speed limits. The relationship between vehicle speed, accident risk and accident outcome severity is well established in traffic safety literature. Research shows that reduced speed is likely to bring about a reduction in average travel speed and have a positive impact on both the number of accidents and accident outcome severity. Other secondary benefits are also derived including: reduced fuel and vehicle operating costs, and significant reductions in vehicle emissions and noise. A key issue surrounding the effects of lowering speed limits in urban and metropolitan areas concerns the impact on mobility and the environment. A hypothesis that is investigated in this literature review is that a reduction in average travel speed brought about by reducing urban speed limits, is only likely to have a marginal impact on travel time.
