Zarković* Institute for Serbian Culture – Prishtina / Leposavić FANDAS AND OPERATION OF THE AUSTRIA–HUNGARY IN PRIZREN AND PEĆ SANJAK (1900–1905)** Abstract: The author points out the Austro–Hungarian influence on the Catholic Albanians– fandas in Prizren and Peć sanjak in the early 20th century. Austro–Hun- garian activity in this field intensified after the Serbo–Turkish wars and the Congress of Berlin. Violence against the Serbian population had since become more frequent, aided by the fandas that have the support and protection of Roman Catholic priests and Austro-Hungarian diplomats. The Catholic Albanian people commit various forms of zulum over Serbian people, who powerless before them abandoned their properties. A large number of Serbian properties were getting new owners –fandas, that were set- tled with the permission of the beys. The Austria–Hungary, wishing to cause as much disorder as possible, incited the fandas and Mohammedan Albanian people against the Serbian people, in whom they saw the main obstacle to the achievement of their aims and the occupation of these regions. The situation demanded greater involvement of Serbian and Russian diplomacy in protecting the thinned-out Serbian population in Peć and Prizren sanjak. Strategy for export of Kosovo’s cultural assets Olta Andoni* I. Introduction Kosovo, the NEWBORN state, is enjoying its independence. The long dreamed aspirations are more than real for Kosovo right now. Looking forward to the future and being recognized by more countries is another “war” for Kosovo. Seeking new avenues in this direction is the key to the newest state in the world. However, the next “war” of Kosovo has to be a muted and psychological one. Whether it will be successful or not depends on a series of factors. Kosovo, as a new independent state, is more focused on working toward the accession by new states, neglecting the relevance of the arts and culture in the process. But no development is expected without the interplay of the culture. If culture is defined as the entire system of beliefs, practices and customs that exist in a society, it is the foundation that supports every development.1 Economic development without cultural roots will never be sustainable.2 Relying on the power of art and culture is crucial for Kosovo’s future. This is an application for review of a decision made by a delegate of the Minister for Immigration and Citizenship to refuse to grant the applicant a Protection (Class XA) visa under s.65 of the Migration Act 1958 (the Act). 2. The applicant, who claims to be a dual citizen of Romania and Moldova, arrived in Australia on [date deleted under s.431(2) of the Migration Act 1958 as this information may identify the applicant] August 2010 and applied to the Department of Immigration and Citizenship for a Protection (Class XA) visa [in] September 2010. The delegate decided to refuse to grant the visa [in] December 2010 and notified the applicant of the decision and his review rights by letter [on the same date]. 3. The delegate refused the visa application on the basis that the applicant is not a person to whom Australia has protection obligations under the Refugees Convention 4. The applicant applied to the Tribunal [in] February 2011 for review of the delegate’s decision. 5. The Tribunal finds that the delegate’s decision is an RRT-reviewable decision under s.411(1)(c) of the Act. Introduzione, pp. 14-16). Quella qui pubblicata è l’edizione del 1904 la quale differisce dalla precedente (di cui si è occupato con un esaustivo intervento Salvatore Lardino, cfr. Introduzione, p.83, nota n. 5) in relazione a due importanti aspetti: aveva in meno alcuni passi e il capito- lo La deputazione Parlamentare Lucana mentre aveva in più alcuni paragrafi, la biblio- grafia e il corredo statistico inserito in questo volume da pagina 248 a pagina 273. Per consentire una comparazione tra i due testi i paragrafi presenti nell’edizio- ne del 1904 ed assenti in quella del 1903 (cfr. pp. 101, 102, 233, 236, 242-243) sono stati riportati tra parentesi quadra, mentre tra parentesi graffa i passi presenti nel 1903 ed assenti nel 1904 (cfr. pp. 104-105, 228-229). Il capitolo La deputazione parlamentare lucana posto nell’edizione del 1903 prima delle conclusioni è stato integralmente riportato alla fine del testo del 1904 (cfr. pp 276-284). Non sono state invece prese in considerazione le differenze tra le due edizioni quando queste non presentavano discostamenti sostanziali ed erano relative a poche parole. -

A measure of the presence of the mafia across Italian provinces Introduction1 The presence of the mafias in Italy is an irrefutable fact. 2 Surprisingly, however, a relatively small number of studies and publications have attempted to measure the presence of mafias on the Italian territory. This is remarkable, because measurements are fundamental in the perspective of supporting the law enforcement activity against the mafias. Probably, better data and information sharing, and therefore better measurements, could effectively contribute to Italy’s efforts to prevent mafias or to enforce the law against them. The aim of this article is to partially fill this gap and present the Mafia Index (MI hereinafter), a composite index measuring the presence of mafias at the provincial level in Italy. The following section (Section 1) discusses the shortcomings of the existing measurements of mafias in Italy, reviewing the most recent attempts to create indexes of the presence of mafias and/or organised crime. The article then presents the methodology used to create the Mafia Index (Section 2). The MI is analysed and discussed in Section 3. Section 4 concludes. 1. Problems relating to the existing attempts to measure the presence of mafias in Italy Based on the foregoing brief review of existing attempts to measure the presence of mafia in Italy, this subsection analyses the current state of the art and identifies the problems with such research. -
