Profile summary: A Ugandan medical doctor and public health specialist; has since 1988 served in health care and management, health research and training, and integrated health and development consulting; with experience across Sub-Saharan Africa and in Asia. He has experience in clinical care and district health services management; technical leadership to operations of government and private-not-for-profit primary health care facilities; community-based health care and research leadership; academic training and research; and technical leadership to government and non-government integrated health and development programs.

He worked for 10 years in government health services and university-based research and training for health professionals; and for 7 years in non-government poverty-focused development and HIV control programs at national, regional and global level. He was in full- time consulting services between 2003 and 2017; with focus on: health systems strengthening; reproductive, maternal, newborn, child and adolescent health; malaria control, HIV services and other aspects of primary health care program support. He has worked as an Associate Lecturer at the (School of Public Health); and the Uganda Christian University (Health Sciences and Child Development).

His current work at Kabale University includes: development and delivery of public health training, as well as research mentoring and supervision – both at under-graduate and post- graduate levels. He also leads the development and implementation of research and service improvement collaborations between the University and other stakeholders. His current community service roles include: Chairman of the Board for Rugarama COU Hospital, Wise Choices for Life (WCFL-Uganda) – a health literacy support agency in Uganda with collaboration links in Australia), the Uganda Bamboo Association (championing the promotion of bamboo growing and sustainable utilization in Uganda), and PROCLAIM Africa (an evangelical Christian organization focused on Bible-based training of Church leaders in wholistic ministry). 1999-2000: Technical leadership and coordination of HIV/AIDS programming for ActionAid International in Uganda; including design and initiation of implementation of a € 2.0 million EU-supported project on HIV/AIDS and sexual and reproductive health and rights, implemented in 15 districts across the country.

1992-1998: As a medical Officer in the Mpigi district health office; led the development of an integrated district HIV/AIDS/STI prevention program, as one of the model districts for rolling out the World Bank funded project for prevention of HIV and other sexually transmitted infections (STIP)
