GOVERNMENT NOTICE 10 No. 39601 GOVERNMENT GAZETTE, 15 JANUARY 2016 DEPARTMENT OF JUSTICE AND CONSTITUTIONAL DEVELOPMENT No. DEPARTMENT OF JUSTICE AND CONSTITUTIONAL DEVELOPMENT 2016 NO. 32 15 JANUARY 2016 32 Magistrates’ Courts Act, 1944 (32/1944):: Creation of magisterial districts and establishment of District Courts in respect of the Mpumalanga Province 2272 MAGISTRATES' COURTS ACT 1944 (ACT NO. 32 OF 1944): CREATION OF MAGISTERIAL DITRICTS AND ESTABLISHMENT OF DISTRICT COURTS IN RESPECT OF THE MPUMALANGA PROVINCE I, Tshililo Michael Masutha, Minister of Justice and Correctional Services, acting under section 2(1)(a) and (f) of the Magistrates' Courts Act, 1944 (Act No. 32 of 1944), read with section 16(6) of Schedule 6 to the Constitution of the Republic of South Africa, 1996 and after consultation with the Judicial Service Commission, hereby with effect from 25 January 2016, in respect of the Mpumalanga Province- (a) create,inrespectofthemunicipalitiesmentioned inColumn "A ", magisterial districts as reflected under Column "B" of Schedule 1 and declare that those magisterial districts be known by the names referred to in the said Column; (b) establish, for the districts mentioned under Column "B ", courts as reflected under Column "C" of Schedule 1 for the purpose of - (i) the trial of persons accused of committing any offences which shall havejurisdictioncontemplated insections89 and92ofthe Magistrates' Court Ac, 1944t; and (ii) adjudicatingcivildisputes contemplatedinsection29(1) of the Magistrates' Court Act, 1944. (c) appoint, within the districts mentioned under Column "B ",places for the holding of a court and periodical courts as reflected under Column "E" of Schedule 1. It has not been submitted before for any degree or examination in any other University. __I_It __ ·daYOf A~V\.-~t 19 't1-- 111 ABSTRACT The Sterkspruit Intrusion, in the south-western portion of the Barberton greenstone belt, is a sill-like body containing rocks of gabbroic to dioritic composition. It is hosted by a sequence of komatiitic basalts and komatiites of the Lower Onverwacht Group. The intrusion is considered unique in this area in that it lacks ultramafic components and has no affinities with the surrounding mafic- to- ultramafic lavas. The gabbroic suite also contains an unusual abundance of quartz, and the chill margin shows an evolved quartz-normative, tholeiitic parental magma. Based on petrographic and geochemical evidence, the intrusion can be subdivided into four gabbroic zones and a quartz diorite, which is an end product of a differentiating magma. The chill margin records an MgO content of 4.8%, an Mg# of 42, an Si02 value of 52.5% and a normative plagioclase composition of An 44. The sill-like nature of the body, indicated by geochemical trends, and the steep sub-vertical layering, point to a body that has been tilted along with the surrounding lavas.

It is bordered by the Ehlanzeni and Nkangala District Municipalities to the north, KwaZulu-Natal and the Free State to the south, Swaziland to the east, and Gauteng to the west. The district is the largest of the three districts in the province, making up almost half of its geographical area. Many innocent Boer and African families were sent to these camps where they died of diseases, such as, poor conditions and lack of shelters. Boer families were sent to concentration camps in Heidelberg. Africans, on the other hand, were sent to the concentration camp in Greylingstad. A possible location for the African concentration camp in Greylingstad is Bakkiesfontein 568 IR. Unfortunately, there is nothing to show where this camp is as a fire destroyed many of the records. Bakkiesfontein 568 IR was chosen as a possible location for the African concentration camp in Greylingstad because of the old house, stream, stone walls, railway, SR fort and the African cemetery. Bakkiesfontein was surveyed by foot. The aim was to find the location of the concentration camp. Areas where pedestrian surveys were conducted included the house, barn, possible midden, graves, stone walls and stone circle. The pedestrian survey showed that Iron Age communities also lived on the farm. Three test-pits were also conducted. Areas where the test-pits were conducted included the midden, between stone walls and on a slope near a stone wall. The test-pits were not that successful. The artefacts found during the test- pits and surveys include; metal, ceramic pieces and pottery, glass pieces and even plastic.

    GERT SIBANDE DISTRICT MUNICIPALITY FINAL IDP 2011/12 TO 2013/14 A DISTRICT MUNICIPALITY STRIVING TO EXCEL IN GOOD GOVERNANCE AND QUALITY INFRASTRUCTURE Gert Sibande District Municipality i Foreword by the Executive Mayor It gives me great pleasure to present the Draft Integrated Development Plan for the 2011/12 to 2013/14 Financial Years, in the last year of this Current Term of Office. In reviewing our 2010/11 IDP and subsequently drafting our IDP and Budget respectively for 2011/12 to 2013/14 and beyond, we have consulted quite extensively with our communities in all our constituent Local Municipalities through their varying groupings using our IDP Representative Forum and other IGR structures institutionalised within our Municipality. Culminating from the state of the Nation and state of the Province Addresses respectively, and aforementioned consultation and engagements with varying stakeholders the following Key Development objectives were identified as pertinent in bringing about improved quality of life for our entire populace:- Facilitate creation of more jobs and descent work; Form strategic partnerships in fighting hunger and poverty; Advocate for access to quality education for all our citizens; Ensure proper health care for all our communities; Ensure sustainable development of all rural communities within our jurisdictional area; Harness the building of safer and secure communities To date resounding success has been realised in number of areas, where many of our people are living decent lives as a result of the services provided by the District in collaboration with its social partners. Whilst much has been achieved, there is still much that needs to be done to reverse and ultimately eradicate undesired consequences of underdevelopment, inequality, unemployment, HIV/AIDS and poverty.
