The meeting was called to order at 10:02 a.m. by Executive Director Jennifer Marandino, followed by the flag salute. Ms. Marandino then advised that the requirements of the Open Public Meetings Act were met through Annual Notice early February, 2017 to The Press of Atlantic City, The Daily Journal, The , and to the Clerks of the four member counties. Also, the Notice was posted on the designated bulletin board in Vineland City Hall. Attendance of members was then taken by roll call:

APPROVAL OF MINUTES: January 30, 2017

On Motion by Freeholder Quinn and seconded by Mayor Fanucci, the minutes of January 30, 2017 were unanimously approved.

CORRESPONDENCE

Executive Director Marandino stated that her response letter addressing the comments that NJDOT and FHWA had pertaining to the FY 2018 Unified Planning Work Program (UPWP) was included in both the Board packet as well as an appendix to the UPWP. In January, Ms. Marandino addressed some of the comments, where the letter addresses all the comments in detail.

Ms. Marandino also received correspondence from NJDOT indicating that FHWA, as part of their stewardship and oversight of the Highway Safety Improvement Program (HSIP), is conducting an assessment that they will do every five years. She indicated that at the April 10th TAC Workshop, representatives from FHWA (New Jersey Division and Headquarters in Washington) along with NJDOT will be interviewing the counties as well as herself and Alan Huff who oversee the Local Safety Program for SJTPO.

TECHNICAL ADVISORY COMMITTEE REPORT

Chairperson Kathleen Hicks reported that at the March 13, 2017 meeting, TAC recommended approval of Resolution 1703-08 through Resolution 1703-11.

Vice Chairman Laury had no remarks.

REPORT OF THE EXECUTIVE DIRECTOR

Executive Director Marandino explained that after several workshops and TAC discussions about the exchange of program funds (TTF swap), moving forward, SJTPO subregions will no longer swap any portion of federal dollars (STP-SJ) for an equal portion of State Transportation Trust Fund dollars. The counties thought it was in the best interest of the subregions to utilize federal funds for all local projects beginning in FY 2018 and beyond.

Ms. Marandino explained that two vacant positions are included in the FY 2018 UPWP which FHWA has strongly encouraged to be filled. The two positions are listed in the FY 2018 UPWP as: Transportation Planner and Transportation Engineer. Although both positions were advertised with slightly different titles: Public Outreach Planner and Assistant Engineer/Planner, they have the same job descriptions which are stated in the UPWP. Both positions are intended to be full time, entry level positions. She explained that with Mr. Chelius retiring and her moving into his position, it left her Team Leader position vacant, which will allow for these two new positions. A job description and timeline have been included in the packets for reference.

Ms. Marandino indicated that staff has been working with SJTA on the procedures of the hiring process and has could greatly reduce the timeline of getting the new employees started. In the past, SJTPO lost two candidates due to the long timeline of the hiring process. Historically, staff would bring the recommendation to the Policy Board for approval prior to SJTA’s Board approval occurring the May 22, 2017 - C. Minutes following month. However, the SJTPO By-Laws allow the ability for a subcommittee to be formed to make the recommendation to the SJTA for their approval first. This cuts the process down by approximately three weeks. The hires would be reviewed by the appointed subcommittee and then recommended for SJTA Board approval at their May 17th meeting, followed by SJTPO Policy Board concurrence at their May 22nd meeting. The Governor’s 15-day veto period would begin after SJTA’s Board approval, resulting in an anticipated state date in early June. On question, Ms. Marandino confirmed that the positions would fill the two vacant positions, which were recommended by FHWA in their UPWP comments to be filled. FHWA noted a concern regarding staffing levels and the ability to carry out all the responsibilities and activities of the UPWP.

Vice Chairman Laury announced that the Subcommittee will consist of the following members: Atlantic County Freeholder John Risley; Cape May County Freeholder Director Gerald Thornton; Cumberland County Freeholder James Quinn; Salem County Freeholder Deputy Director Ben Laury; Chairman Leonard Desiderio; and Steve Mazur (SJTA). Ms. Marandino stated that May 10th staff recommendations will be sent to the Subcommittee for a May 11th or 12th meeting (in person or conference call).

Ms. Marandino reported on Local Lead and CMAQ projects stating that Cumberland County had their Millville Broad Street Traffic Signal Upgrades project authorized for $159,000 of CMAQ funds for design. Staff is working with Local Aid regarding two other CMAQ projects, stating that the program amount is less than the estimates. Ms. Marandino noted that in speaking with Mr. Wospil, he indicated that it is not a fatal flaw and that there should be CMAQ money available for those projects.

With respect to the Rt. 55/47/347 Purpose and Needs Statement project, Mr. Marandino is coordinating with the consultant, and final deliverable should be available by the end of the week. She also noted that there were some issues with the Sign Management study related to Atlantic County’s iPad, however, it is her understanding that the issue has been resolved and that the database should be uploaded by the end of the month.

Ms. Marandino also noted that the SJTPO website has been updated to include a feature for the upcoming FY 2018 Technical Studies to include a timeline for all eight studies posted at www.sjtpo.org/rfp/#upcoming with several key dates listed. Interested parties will be able to click on “Receive Update About This RFP” and will automatically be notified when there are any changes by email.

NEW BUSINESS

1. Resolution 1703-08: Adopting the FY 2018 Unified Planning Work Program (UPWP)

On Motion by Freeholder Risley and seconded by Stephen Mazur, Resolution 1703-08 was opened for discussion. Executive Director Marandino explained that the draft FY 2018 UPWP is currently available for review at the SJTPO offices and on the website at http://sjtpo.org/upwp. A total of $2.2 M in USDOT resources are programmed within SJTPO’s FY 2018 UPWP, which does not include any of the grant funding that SJTPO receives from New Jersey Division of Highway Traffic Safety grant in the amount of $41,300 in state fiscal year 2017.

Ms. Marandino explained that the UPWP is comprised of seven sections of text, nine tables and an appendix which includes comments and letters received by NJDOT and FHWA along with SJTPO’s point-by-point response. She then summarized the various sections within the document starting with May 22, 2017 - C. Minutes the Section 1 - Overview. This section describes the purpose of the UPWP, with a listing of the central staff employees including the two vacant positions. It also describes the structure of SJTPO with respect to the relationship of the Policy Board, Technical Advisory Committee, and the Citizens Advisory Committee. It also finishes with a short write-up related to the regional planning priorities for the fiscal year which will begin July 2017.

Ms. Marandino explained Section 2 - Central Staff Work Program funded in the amount of $1.2M, include the following tasks: Transportation Planning, Safety, Project Development and Programming as well as Project Management, which are activities that staff undertakes. Section 3 - Financial Administration Administrative services will continue to be provided by the South Jersey Transportation Authority (SJTA) in the amount of $71,500. Ms. Marandino noted the amount is a reduction from previous years of $75,000 due to the transition of computer IT services and efficiencies incorporated in other activities. Section 4 – Sub-Regional Planning Work Program, is funded in the amount of $338,500 and includes common activities across the four counties as well as Task III projects conforming to the goals and objectives of the regional transportation plan. Some of the Sub-Regional Planning Work Programs include: intersection and corridor traffic improvement analysis, regional bike path/lane implementation, and tax parcel data update.

Section 5 – Technical Program, there is $603,528 available for eight separate technical studies which some will be funded through CMAQ funds, and one through Highway Safety Improvement Program (HSIP) funds. Consistent with the identified top priorities of South Jersey residents for transportation, consultant‐led technical studies will include efforts in concept development for the City of Vineland, freight/rail intermodal connections, bicycle/pedestrian efforts, automated pavement data collection, as well as data collection. Section 6 – Non MPO-funded Transportation Planning Activities, Ms. Marandino noted that this section informs what projects and activities other regional agencies such as NJDOT, NJ Transit, NJ Turnpike, and DBRA are doing. NJ Transit provided detailed information on activities they will be involved in, however, the other agencies can be reached by their contact information which is provided on the website. Section 7 – Financial Information, briefly describes the expenditures and revenues, as well as provides the budget tables. With no further comment, Resolution 1703-08 was unanimously approved by roll call vote.

2. Resolution 1703-09: Approving a Minor Amendment to the FY 2016-2025 Transportation Improvement Program for Statewide Initiative of Crash Reduction Program

On Motion by Freeholder Risley and seconded by Freeholder Quinn, Resolution 1703-09 was opened for discussion. Eric Powers explained that funds will be added from prior releases to address approximately sixty-six crash cushions which are deteriorating with a smart crash attenuator. Most of these will be occurring on Route 1 as well as some other routes. With some safety concerns, the Department is trying to get ahead of the game to start the work. With no further comment, Resolution 1703-09 was unanimously approved by roll call vote.

3. Resolution 1703-10: Approving the SJTPO FY 2018-2021 Local Lead Program

On Motion by Mayor Fanucci and seconded by Freeholder Quinn, Resolution 1703-10 was opened for discussion. John Petersack reviewed the Local Lead project list included in packet explaining that it shows the fiscally constrained program for the next four years. Mr. Petersack noted that Atlantic City has a design project in FY 2018 that will be constructed in FY 2019, and the City of Vineland has two projects for this year including one for design and one for construction. He explained that there is May 22, 2017 - C. Minutes approximately $265K in Metropolitan Planning funds to go to the four counties to support their Subregional Transportation Planning Work Programs. All Local Lead funding will now be Federal starting in FY 2018, which begins on October 1, 2017.

Mr. Petersack explained why federal funding was elected over state funding. First, he noted that SJTPO was told that spending state funding would be easier than spending federal funds but in the end, the state followed federal guidelines for our state funded projects. Also, the federal allocation has increased because of the new highway act, while the state remained at its current funding level. Another advantage to using federal funding is late in the federal fiscal year, the state is always looking to spend those funds to meet their federal obligation plan to spend those funds. If our federal projects come in over the programmed amount, the state would be able to provide additional funding. With no further comment, Resolution 1703-10 was unanimously approved by roll call vote.

4. Resolution 1703-11: Adopting the SJTPO Citizens Advisory Committee (CAC) By- Laws

On Motion by Freeholder Quinn and seconded by Mayor Fanucci, Resolution 1703-11 was opened for discussion. Executive Director Marandino explained that the SJTPO’s Citizen Advisory Committee (CAC) was reconstituted in March 2014 with the Policy Board appointment and approval of the members by resolution. The CAC adopted their initial set of by-laws at their January 2014 meeting, and for various reasons, their by-laws were amended by the CAC but never brought to the Policy Board for their consideration. Ms. Marandino worked with the County Planning Directors related to the redirection of the CAC, through discussion the need for revisions to the CAC By-Laws was made clear. It was the desire of the Planning Directors to solidify the CAC By-Law with final approval by the Policy Board. On January 30, 2017, most recently the CAC approved their by-laws followed up with TAC endorsement at their meeting. Ms. Marandino explained that most of the revisions focused on clarifying the role of the CAC with their relationship with the TAC and the Policy Board. Some other changes included the term limits of the CAC members which will allow interested parties to join the CAC without removing existing members. With no further comment, Resolution 1703-11 was unanimously approved by roll call vote.

5. Resolution 1703-12: Recognizing the Services of Thomas Wospil

On Motion by Councilman Schalick and seconded by Freeholder Quinn, Resolution 1703-12 was opened for discussion. Vice Chairman Laury read the resolution into the minutes. With no further comment, Resolution 1703-12 was unanimously approved by roll call vote. Ms. Marandino stated that on Friday, both herself and John Petersack attended the retirement brunch for Mr. Wospil and presented him with the letter that was read at the January Policy Board meeting. Vice Chairman Laury thanked Mr. Wospil for all the work he has done for the SJTPO.

NJDOT UPDATE – Eric Powers

Ms. Marandino questioned if there was a list of projects available concerning Bill 3076, which appropriated $400M to NJDOT and NJ Transit for projects. Eric Powers stated that there is not a list available since the Department is waiting for some direction on how the roll-out of projects will advance. He did make mention that the Department is preparing behind the scenes to move forward with the projects in the most expeditious manner.

Ms. Marandino noted that in speaking with James Vari, the State is still waiting for the most current database from NJ Transit for the FY 2018-2021 Transportation Improvement Program. Jennifer Adam stated that she had no information on when it would be available, as it Capital Programming is handled by an employee. Ms. Marandino stated that Mr. Vari reported at the TAC meeting that he was hoping to have the database from NJ Transit and back to the MPO’s after it is sent to the Governor’s Office, so that SJTPO could start working on the draft TIP. Eric Powers stated that it is still going through some internal vetting at the Department. He also stated that he is looking forward to starting his relationship with the SJTPO and views it as a partnership. He also emphasized everyone to feel free to reach out to him if there is ever a need.

Nancy Ridgway thanked the Policy Board for their support in approving the CAC By-Laws.

EXECUTIVE DIRECTOR’S REPORT – May 22, 2017

NJDOT/NJ Transit Supplemental Appropriation for FY 2017 On March 27th Governor signed into law S-3076, which allocated $400 million from the Transportation Trust Fund (TTF) for road and bridge projects and transit safety system and technology upgrades in the current fiscal year (FY 2017), ending June 30.

The law allocates $260 million for NJDOT and $140 million for NJ Transit. The supplemental funding will allow projects that already are in an advanced stage of design to go to bid this spring and begin construction as soon as possible. Projects will include resurfacing work, bridge repairs and safety enhancements. A list of projects which will utilize the $400 has been released and attached for your reference.

MPO COORDINATION RULE On April 28th, The U.S. House of Representatives passed legislation 417-3 to repeal the MPO Coordination Rule. House passage was the final step of the legislative process. The president has signed S.496, making the MPO Coordination Rule no longer in force. The Rules would have placed unreasonable burdens on local transportation planning efforts.

FY 2017 and FY 2016-2025 LOCAL LEAD PROJECT STATUS The FY 2017 Local Lead Project Status Charts (5/12/2017) is attached. The SJTPO Projects Chart (9/16/2016) is additionally attached for current TIP/STIP FY 2016-2025.

FY 2018-2027 TIP/STIP CYCLE NJDOT intends to release a copy of the FY 2018-2027 Capital Program the week of May 22nd, which is nearly two months behind schedule. We anticipate the Draft TIP/Conformity Determination Public Comment Period to tentatively open July 17th lasting through August 23, 2017 The Public Meeting will be held during the 30-day Comment Period, with the meeting to be held in conjunction with the CAC Meeting on July 31, 2017. Consideration by the Policy Board is anticipated on September 25th.

SJTPO’s Local Lead Project List TIP/STIP FY 2018-2021 (3/2/2017) is attached for reference.

FY 2016/2017 TECHNICAL STUDIES At this time, SJTPO has seven technical studies underway; Traffic Sign Inventory & Sign Management System, 34th Street Adaptive Signal Systems Engineering Analysis, FY 2016-2017 Traffic Data Collection, NJ 55/47/347 Purpose and Needs Statement, Traffic Signal Equipment Inventory Project, FY 2017 Air Quality Assistance, and Ladders of Opportunity, Regional Assessment & Tool Development. A memo (5/12/2017) provides information as to the status of the technical studies.

Executive Director's Report FY 2018 TECHNICAL STUDIES At the May 8th Technical Advisory Committee Meeting, the Selection Committees for two separate technical studies were designated; FY 2018 Corridor Freight/Rail Intermodal Study and Burns Avenue (City of Vineland) Concept Development. Request for Proposals for Burns Avenue was released the week of May 3rd while the request for the Port of Salem study was released May 9th. Both proposals are due early June. Consultant selection and Policy Board approval for both are anticipated in July.

Dates for “Anticipated Post Date”, “Proposal Due”, “Notice to Proceed”, and “Project Completion Date” are listed. Traffic Sign Inventory & Sign Management System; Jennifer Marandino KS Engineers, P.C.; in association with Facet Technology, Civil Solutions, Advanced Infrastructure Design, Inc. (DBE), and SignCAD Systems, Inc. The final sign database was uploaded into SignTrack. In partnership with KSE, AID (DBE consultant) the database was checked for conformance with project attribution. Based upon the QA/QC completed some of the signs were not fully attributed. Facet is working to resolve the missing attributes and anticipates the final database will be turned over to the subregional partners in early May. During the QA/QC process it was additionally discovered that the subregions were not entering all the attributes for any new sign installation. A list of the missing attributes was provided to SJTPO for reference. The technical study is 100% complete with the final database May 3rd. The final invoice is expected by mid- May.

34th Street Adaptive Signal Systems Engineering Analysis; Andrew Tracy Urban Engineers, in association with Advantage Engineering (DBE) and The RBA Group This technical study will provide the concept development and systems engineering needed to design an adaptive traffic signal system for 34th Street and Roosevelt Boulevard in Cape May County. The project manager from Urban Engineers is Scott Diehl. A Notice to Proceed was issued on April 25, 2016 for the full project cost of $100,923.69. Traffic count data was collected from June 30th through July 10th. Recounts were completed July 21st through 25th. Data was collected for both weekday and weekend periods at all project intersections, and has been delivered via MioVision Central. Synchro modeling is complete, including an alternatives analysis of the worst observed traffic conditions. Urban has finalized the systems engineering analysis report, which includes vendor comparisons, communications options, and cost estimates. A project wrap-up meeting was held in Cape May County on February 22nd, and was attended by stakeholders including Ocean City. All deliverables required by the scope of work have been received. This project is complete, and the final invoice from the consultant was delivered to SJTPO and has been processed for payment. The total contract was for $100,923.69 with $93,579.11 total billed, leaving $7,344 for carry over.

FY 2016-2017 Traffic Data Collection; Andrew Tracy The RBA Group in association with AmerCom (DBE) This technical study will collect turning movement count data at 86 signalized intersections in Atlantic and Cape May Counties. These turning movement counts will provide the data needed to identify congested locations and prioritize signals for future improvements. The project manager from The RBA Group is Gordon Meth. A Notice to Proceed was issued on April 25, 2016 for the full project cost of $49,950.00. The kickoff meeting was held on Thursday, May 5th, 2016. RBA has completed all three rounds of traffic counts (May, Summer, and September) in both counties. The counts have been uploaded to MioVision Central, and access to the counts has been shared with the counties. The Highway Safety Manual data inventory has been completed and delivered, and includes a summary spreadsheet. This project is complete and the final invoice has been processed for payment. The total contract was for $49,950.00 with $48,310.25 total billed, leaving just under $1,639.75 for carry over.

NJ 55/47/347 Purpose and Needs Statement; Jennifer Marandino McCormick Taylor in association with AmerCom Corp (DBE) The purpose of the technical study was to identify safety and congestion issues along the NJ 55/47/347 corridor in Cumberland and Cape May Counties. The final deliverable of the Purpose and Need Statement was transmitted via email to the Study Advisory Committee members, the internal project stakeholder group, including NJDOT in mid-April. No recommendations or solutions were developed as part of this effort. At this time, there is no update to proposed Senate Bill 1876, which intended to dedicate funds to complete an alternatives analysis that would tie in nicely with this technical study. Along with Cape May County, SJTPO will follow-up Assemblyman Andrzejczak and Assemblyman R. Bruce Land related to the Senate bill. The project is 100% with the final invoice received and has been processed for payment. The total contract was for $99,099.97 with $97,902.90 total billed, leaving just under $2,000 for carry over.

Traffic Signal Equipment Inventory; Andrew Tracy Taylor Wiseman & Taylor in association with Johnson Mirmiran & Thompson and Advantage Engineering Associates (DBE) This technical study will produce an inventory and map of county-maintained traffic signals in Atlantic, Cape May, and Salem Counties. As part of the inventory, information on the age and condition of signal controller equipment will be collected. Crosswalks, signal heads, curb ramps, and other intersection features will also be assessed and photographed. This inventory will provide the basis for prioritizing future intersection improvements. A Notice to Proceed for the full contract amount of $189,010.14 was issued to Taylor Wiseman & Taylor (TWT) on August 15, 2016. The kickoff meeting was held on the same day and was attended by all three counties. The project manager for TWT is Colleen Richwall.

TWT has completed a pilot test of nine intersections and presented the results to SJTPO and the counties at a November 1st meeting, and received feedback from the counties. The inventory is nearly complete, with all sites having been visited and approximately 50 sites requiring re-visits that are expected to be completed by May 12. The inventory data has been uploaded to an ArcGIS Online web map. SJTPO has been given access to the inventory dashboard to monitor the progress of the inventory. JMT has produced a mock-up of the ArcGIS Online interface that will be used to view the inventory data. JMT has delivered a draft inventory dataset via DropBox that contains all the data collected to-date in a geodatabase. At a webinar demonstration on May 10, all three counties provided positive feedback on the data collection and web map. The revised schedule is for the inventory to be finished by the end of May, pending the remaining cabinet access.

FY 2017 Air Quality Assistance; David Heller AECOM in association with WSP PB, Michael Baker International, and ACT Engineers, Inc (DBE) AECOM has prepared all the emissions estimates required for the FY 2018 TIP Conformity Analysis. All scenarios are passing the emissions budgets. The project is ahead of schedule.

Ladders of Opportunity, Regional Assessment & Tool Development; Bill Schiavi Johnson, Mirmiran & Thompson, Inc. (JMT Technology Group) in association with Rodriguez Consulting, LLC (DBE) This technical study will perform an accessibility analysis of disadvantaged populations to essential services for the four-county region. The study will also produce an online interactive tool which will display the results of the analysis. JMT has incorporated comments and questions from SJTPO staff and TAC on accessible distances and scoring into their final analysis model. They are in the process of incorporating transit access as well. They provided a test version of the analysis database to staff on April 27, a demonstration of the tool to staff on May 3, as well as a demonstration to the SJTPO TAC following the May 8 TAC meeting. TAC members will be able to view the webpages on-line and provide comments before the final tool is released and published to the SJTPO website by the end of June. The project is on schedule.

BACKGROUND To enable SJTPO to retain General Legal Counsel, the South Jersey Transportation Authority (SJTA), acting in its capacity as administrative host for SJTPO, on April 3, 2017 released a Request for Proposals for Legal Services using SJTA procurement guidelines. The Notice of Availability of Requests was advertised in to The Press of Atlantic City, The Daily Journal, The South Jersey Times.

Six proposals were received and reviewed by the Consultant Selection Committee with Nehmad, Perillo & Davis, P.C. emerging as the top ranked firm for SJTPO General Legal Counsel.

Nehmad, Perillo & Davis, P.C. is a full-service, multi-disciplined law firm; specific related areas of practice include commercial and general litigation, representing public and governmental entities, real estate law and land use development and zoning law. Collectively members of the law firm have 80 years of experience with public and government clients. The firm has a total of nine attorneys with offices in Egg Harbor Township and Avalon.

WHEREAS, the Consultant Selection Committee consisting of SJTA staff and SJTPO staff reviewed six (6) proposals and recommend the firm of Florio, Perrucci, Steinhardt & Fader, LLC of Cherry Hill, New Jersey; and

BACKGROUND The Transportation Alternatives Program (TAP) provides federal funds for "non-traditional" projects designed to strengthen the cultural, aesthetic, and environmental aspects of the nation's transportation system. WHEREAS, the South Jersey Transportation Planning Organization (SJTPO) is the Metropolitan Planning Organization (MPO) designated under Federal law for the southern region of New Jersey including Atlantic, Cape May, Cumberland, and Salem Counties; and

PROPOSAL At a May 8, 2017 meeting, a Subcommittee of the SJTPO Policy Board approved the recommendation of the Executive Director for the hire of Ms. Melissa Melora to fill SJTPO’s vacant Public Outreach Planner position. Staff believes that Ms. Melora demonstrates a good blend of written and graphic communication skills that will help SJTPO improve outreach and communication to the public.

BACKGROUND Ms. Melora is well qualified for the vacant Public Outreach Planner position. Ms. Melora’s examples of work including an assignment submission prepared as part of the interview process showed a strong attention to detail and demonstrated her strong ability in both written and graphic communication. During the interview, Ms. Melora, displayed excellent verbal communications skills, with a personality that would be well-suited to working with regional partners, stakeholders, and members of the public.

Extremely positive feedback was received from all three of Ms. Melora’s references. It was noted that Ms. Melora often took on demanding tasks that most students struggled with and completed them successfully. Ms Melora was described as very responsible having the ability to break down complex information with attention to detail.

WHEREAS, the adopted FY 2018 SJTPO UPWP includes funding for the position of Transportation Planner; and

WHEREAS, the Transportation Planner position was advertised as Public Outreach Planner to assist SJTPO in expanding recent efforts to improve outreach, make written and visual communication more accessible to the public, and contribute towards transportation planning products; and

WHEREAS, SJTPO staff have conducted outreach to identify the recommended candidate for this position; and

WHEREAS, on May 8, 2017, a Subcommittee of the SJTPO Policy Board (the “Subcommittee”) approved the recommendation of the Executive Director to fill SJTPO’s vacant Public Outreach Planner position; and

WHEREAS, the Subcommittee desired to have the new hire for the Public Outreach Planner position under a six-month probationary period pending successful evaluation of job performance and quality of fit with SJTPO; and

Staff believes that Ms. Wakeley possesses the right blend of academic credentials and technical skill that will help SJTPO to conduct project- oriented planning activities, supporting the implementation of transportation projects in the region.

BACKGROUND Ms. Wakeley is well qualified for the vacant Assistant Planner/Engineer position. The elective coursework Ms. Wakeley has (and will) complete for her degree has been focused on transportation. Ms. Wakeley has experience with TrafficWare Synchro and ArcGIS, both of which were listed as desired qualifications on the job description and are well suited for the success the position.

During the interview, Ms. Wakeley was very professional and demonstrated strong problem- solving and communications skills; both of which will be assets in the Assistant Planner/Engineer position.

Staff believes that Ms. Chinnici can assist SJTPO in various efforts related to expanding SJTPO’s stakeholder outreach and other planning efforts. The position is seasonal based upon the need and availability of Ms. Chinnici.

BACKGROUND Ms. Chinnici is pursuing her Bachelor of Science in Community and Environmental Planning at Rowan University, where she just completed her junior year. Having seen the job posting for the Public Outreach Planner and Assistant Planner/Engineer position advertised, Ms. Chinnici reached out via email about the possibility of summer employment.

Ms. Chinnici is extremely motivated and demonstrated a strong initiative to get things started. As a seasonal worker, Ms. Chinnici will be a wonderful compliment to the Public Outreach Planner position.
