INTRODUCTION 1. The overa goa of the pro4ect is to assist the government to improve the management and governance of e1isting irrigation systems, increase agricu tura production, and improve the productivity of subpro4ect areas 2ith the aim to increase the incomes of poor farmers. The pro4ect 2i focus on increased efficiency of irrigation systems and improved management of 2ater resources in the up ands areas a2ay from the Ton e Sap. 2. The impact of the overa pro4ect, 2hich is a igned 2ith the Cambodia Country ,artnership Strategy 201472018, ADB:s Assessment, Strategy and Roadmap for the Agricu ture, Natura Resources and Rura Deve opment Sector, and the government:s Rectangu ar Strategy for 5ro2th, Emp oyment, EHuity, and Efficiency ,hase III, 2i be improved ive ihoods and resi ience in target communes in seven provinces (Banteay Meanchey, Battambang, Kampong Cham, Kampong Thom, ,rey Veng, Siem Reap, and Tboung Khmum provinces) in the Ton e Sap Basin by 2023. The outcome of the overa pro4ect 2i be agricu tura productivity increased, c imate resi ience strengthened, and access to mar(ets improved in 271 communes in seven provinces in the Ton e Sap Basin. This 2i inc ude improved rura infrastructure, improved agricu tura support and rura financia services, increasing diversification of househo d economic activities, and the creation of on7 and off7farm live ihood opportunities. 3. The pro4ect 2i focus on assisting communities estab ish ive ihood improvement strategies for resource7poor farming househo ds with assets that give them the potentia to increase their farm based income. 3utcomes 2i be measured on the basis of (i) average rice yie ds increasing to more than 3.5 t/ha; (ii) average rice yie ds of ID ,oor househo ds in target communes increased to minimum 3.0 tIha for 2et season rice productionJ (iii) diversified farming systems reduce share of househo d income from rice by 20%J (iv) mar(eted farm and off-farm products increased by 25%J and (v) a2areness of c imate smart agricu ture and disaster ris( reduction (DRR) p anning increased. 4. The pro4ect has three ma4or 3utputs: i) Output 1: Rura productive infrastructure and ive ihood improved 2ith capacity in disaster ris( management enhanced i. Rura roads, sma sca e irrigation, and other production re ated infrastructureJ ii. Support to ne2 and o d ive ihood improvement groups (L05s)J and iii. Capacity bui ding in disaster ris( management ii) Output 2: Enab ing environment for increased agricu tura productivity, diversification and c imate resi ience created i. Va ue chain and agribusiness support; ii. Support to mar(et improvement groups; and iii. ICT/Commune Mobi e Access program iii) Output 3: ,ro4ect management strengthened 5. Under Output 1 the pro4ect 2i invest in commune infrastructure deve opment focusing on improvements in irrigation and vi age roads. Se ected subpro4ects 2i be sub4ected to environmenta screening procedure before the construction phase in order to identify environmenta category fol o2ing ADB S,S, 2009. 6. This Environmenta CategoriMation Report and Environmenta Code of Conduct (CoC) is prepared on y for the Tang Krasang Concrete Road 9pgrading Sub7pro4ect and this CoC covers a phases of core sub7pro4ect imp ementation from preparation through commissioning and operation, pg. 4 and it aims to ensure the monitoring of environmenta impacts and activation of environmenta mitigation measures. Re evant parts of the CoC 2i be incorporated into the construction, operation, and management of the sub7pro4ect. Environmenta protection measures 2i (i) avoid, and (ii) 2here avoidance is not possib e, mitigate environmenta impacts, and (iii) achieve comp iance 2ith nationa environmenta regu ations and ADB Safeguard ,o icy Statement 2009. 7. Environmenta Monitoring ,rograms 2i be carried out and the resu ts 2i be used to eva uate the e1tent and severity of actua environmenta impacts against the predicted impacts and the performance of the environmenta protection measures. KOICA conducts evaluations within different phases of projects and programs, such as ex-ante evaluations, interim evaluations, end-of-project evaluations, and ex-post evaluations. Moreover, sector evaluations, country program evaluations, thematic evaluations, and modality evaluations are also performed. In order to ensure the independence of evaluation contents and results, a large amount of evaluation work is carried out by external evaluators. Also, the Evaluation Office directly reports evaluation results to the President of KOICA. KOICA has a feedback system under which planning and project operation departments take evaluation findings into account in programming and implementation. Evaluation reports are widely disseminated to staffs and management within KOICA, as well as to stakeholders both in Korea and partner countries. All evaluation reports published by KOICA are posted on the KOICA website.     JOINT PRESS RELEASE Japan International Cooperation Agency Ministry of Agriculture, Forestry and Fisheries Handover Ceremony of the Japanese Grant Aid for the Food Security Project for Underprivileged Farmers Phnom Penh, July 25, 2012 Handover Ceremony of the Japanese Grant Aid for Food Security Project for Underprivileged Farmers will be held on July 27, 2012 from 9:00AM at Trabek village, Cheung Prey Commune, Batheay District in Kampong Cham Province. The ceremony will be presided over by H.E. IT NODY, Under Secretary of State of Ministry of Agriculture, Forestry and Fisheries (MAFF) and Mr. HITOSHI HIRATA, Senior Representative of JICA Cambodia Office. The government of Japan has extended a grant of the amount of two hundred and ninety million Japanese Yen (¥290,000,000) to the Royal Government of Cambodia for the Project in order to provide fertilizers to underprivileged farmers in Cambodia so that they can increase their food productivity and income. The Project is being implemented by Ministry of Agriculture, Forestry and Fisheries. The fertilizers procured by this Project will be distributed to 13 provinces, namely Banteay Meanchey, Battambang, Kampong Cham, Kampong Chhnang, Kampong Speu, Kampong Thom, Kampot, Kandal, Prey Veng, Pursat, Siem Reap, Svay Rieng and Takeo. The total amount of fertilizer is 4,650 metric ton of which 2,319 metric ton is Urea (46%N) and 2,331 metric ton is DAP (18-46-0). The fertilizers will be distributed to farmers with discounted price of market price.     THE CAMBODIAN RED CROSS ANNUAL REPORT YEAR 2015 FOREWORD 2015 was the year which Cambodian Red Cross has implemented half of it strategy 2011-2020 and reviewed implementation of this strategy and updated development plan 2015-2020 to fit into results of mid-term review of implementation strategy 2011-2020. Annual Activities Report on Cambodian Red Cross in 2015 is an evidence of Cambodian Red Cross•s development in providing humanitarian services to help victims and the most vulnerable people throughout the country based on the Seven Fundamental Principles of the International Movement of Red Cross Red Crescent. Moreover, the report represents a success in gathering humanitarian strength through culture of sharing and helping each other in Cambodia society, an effectiveness of leadership, transparent management, accountability and also practices in a direction of decentralization and de-concentration of Cambodian Red Cross. The achievements and result of Cambodian Red Cross in 2015 described in this report demonstrates hard work and efforts in a responsible manner of Central Committee, Honorary Branch and Sub-branch Committee, Branch and Sub-branch Committee, CRC Groups, Executive Officers, and especially strength from CRC•s Youths/Volunteers which is a front force in providing timely humanitarian services, faith and warmth to all victims who are calling for a rescue and reducing their suffering. All of these achievements and results do contribute to government•s power in accelerating poverty rate reduction and make Cambodian Red Cross
