DIRECTOR OF HUMAN RESOURCES DESCRIPTION

Job Title: Director of Human Resources Wage/Hour Status: Exempt Reports to: Chief of Staff and Governance Pay Grade: 414 (226 Calendar) Dept. /School: Human Resources Date Revised: July 2018

Primary Purpose:

Direct and manage the district’s human resources function. Responsible for the strategic planning and implementation of human resource programs to include professional and auxiliary staffing, wage and administration, leave administration, performance appraisal, and employee relations. Recommend and implement legally sound and effective human resource management programs, policies, and practices.

Promote positive public relations between the school district and community. Prepare and provide information to the public about the activities, goals, and policies of the school district. Distribute pertinent information about the district and its activities to employees.

Qualifications:

Education/Certification: • Masters in Educational Administration. • Bachelor’s Degree in human resources, organizational development, business, public administration preferred.

Special Knowledge/Skills: • Knowledge of selection, training, recruiting, and supervision of personnel • Knowledge of school law and hearing procedures • Knowledge of wage and salary, and performance appraisal administration • Ability to implement policy and procedures • Ability to interpret data • Ability to manage budget and personnel • Strong communication, public relations, and interpersonal skills • Ability to speak effectively before groups of employees, the school board, parents, or other • Ability to communicate effectively in both written and oral forms with all levels of management, both internal and external to the district •

Experience: • Three years of successful Human Resources experience. • Two years of leadership experience as a successful educator or an equivalent amount of personnel experience in the private sector.

Major Responsibilities and Duties:

1. Create and execute plan for human resources in alignment with district core values as adopted by the board and the district’s strategic plan. Identify current and future needs of the district and align processes and procedures including , selection, on-boarding, professional and leadership development, training, evaluation, and retention strategies.

2. Provide investigative assistance to campuses and departments; coordinate investigations to include, but not limited to, allegations of employee misconduct, discrimination, harassment, and complaints for all employees including substitutes.

3. Direct and monitor employee performance appraisal system and ensure that supervisors have proper training. Assist supervisors and principals with employee counseling, improvement plans, and due- process procedures, where needed.

4. Oversee the district application and screening process and ensure that the district is represented as an attractive employer.

5. Distribute applicant records to principals and directors.

6. Oversee the employment application and screening process, monitor for effectiveness, and make recommendations for changes as needed.

7. Manage implementation and processing of the integration of 3rd party software to enhance the usage of candidate assessment.

8. Work with principals and supervisors to identify and select personnel for all assignments.

9. Monitor open positions to ensure legal timelines for any required notifications are met.

10. Work collaboratively with HR Coordinator of Operations to determine staffing needs for campuses through staffing projections and class leveling when appropriate.

11. Oversee the district’s voluntary and involuntary transfer process.

12. Plan, evaluate and administer the equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations.

13. Implement policies and procedures associated with complaints, grievances, appraisals, and EEOC compliant hiring practices for all employees including substitutes.

14. Provide technical and advisory assistance to all employees and supervisors in situations under dispute in grievance proceedings and ensure policy and legal timelines are met.

15. Review employee resignations and provide communication regarding possible sanctions for contract abandonment and ensure timely submission to TEA when the Board approves proposed sanctions.

16. Exercise judgement in evaluating and decision making related to employee conduct situations.

17. Oversee the issuance of accurate service records.

18. Participate in the development and revision of manual, policies/regulations, guidelines, and standards; interpret and ensure compliance with District policies and procedures.

19. Develop and implement effective recruiting strategies. Analyze results annually and make changes as needed.

20. Identify optimum recruiting opportunities and represent the district at key recruiting fairs and events.

21. Represent and serve as a liaison to employee organizations, administrative councils and committees as assigned.

22. Develop and maintain active relationships with college and university career teacher preparation officials and placement , Regional Education Service Center staff, professional associations, and other recruiting rescource organizations.

23. Serve as liason between Texas Workforce Commission and the district.

24. Plan, evaluate and administer the equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations.

25. Serve as a liaison between the district and university teachers training programs to facilitate a successful Student Teacher program within the district.

26. Secure contracted Administrative support when requested by District Administration and ensure appropriate paperwork is submitted to the Payroll Department.

Employee Relations:

27. Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.

Training Development:

28. Develop and update trainings for administrators related to pertinent Human Resources topics including appraisal and evaluation, effective hiring practices, mediation and grievance procedures, and legal updates.

Other:

29. Ensure that department operations contribute to the attainment of district goals and objectives.

30. Recommend policies that improve human resource related programs.

31. Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.

32. Compile, maintain, and file all physical and computerized reports, records, and other documents required.

33. Perform any and all duties as assigned.

34. Successfully advances district initiatives.

Mental Demands/Physical Demands/Environmental Factors: Maintain emotional control under stress. Occasional district wide and statewide travel; frequent prolonged and irregular hours.
