Despite prolonged post-mediaeval decline, the city remained a self-contained urban entity, with its own unique identity, well into the 20th century. This brief, summary text seeks to remind contemporary town planners and architects that cities of the pre-industrial ages benefitted both from place-specific forms of architecture and urban works that ranged in scale from the straightening and laying out of new streets, bridge building or planning river embankments to defence walls capable of embracing populous urban centres. Moreover, compared to the mediaeval, early-modern or industrial ages, the kind of stylistic guidelines currently dictating what goes up in the urban environment (as well as down; excluding listed buildings), may often seem ill-conceived. Largely preserved and further embellished during the 19th and first decades of the 20th century, the urban qualities and built aesthetics of Tournai were gradually undermined thereafter. By the 1980s and 1990s, much of the moderately wealthy city centre predating World War II was gradually falling into disrepair. Today, Tournai could be on the verge of far-reaching change. The potentially disastrous effects on the still extensively retained urban-architectural heritage remain unclear.

    Yurinets J.L. ♦ The Role and Impact of the ICOMOS Activity and Statutes as a Contributor to the Public Governance of the World Heritage Protection Abstract: It is considered a role and impact of the activity and statutes of the International Council of Monuments and Sites (ICOMOS). It is given the proofs that for the States Parties to the UNESCO Convention Concerning the Protection of World Cultural and Natural Heritage - it is possible to exactly comply with their international commitments, observing ICOMOS regulations. It is illustrated that ICOMOS activity can be considered as an integral part of the Good Governance, executed together with official institutions (state authorities) and non-governmental actors (business, community). The administrative and legal nature of the ICOMOS documents is analyzed. Keywords: UNESCO; ICOMOS; cultural heritage; natural heritage; Convention Concerning the Protection of World Cultural and Natural Heritage; public governance; ICOMOS statute; Operational Guidelines for the Implementation of the World Heritage Convention. The preservation of cultural heritage and finding solutions to global environmental problems are basics of human civilization’s life and development. Historically, the protection of cultural heritage was a state’s domestic jurisdiction. Resumé L’œuvre de Victor Horta avant la première guerre mondiale présente de multiples facettes, déclinée en constructions urbaines, publiques ou privées, voire commerciales, et en bâtisses plus rurales, en des contextes donc fort diversifiés. Les matériaux pierreux sont omniprésents, utilisés pour les façades, très fréquemment en pierres avec un emploi très limité de la brique apparente, et pour les intérieurs – ces applications marbrières se déclinant en sols, escaliers, lambris, mais aussi en mosaïques ou en sols de type « granito ». Ces vastes gammes d’usages vont être rapidement passées en revue, évidemment sans souci d’exhaustivité. Les façades des constructions urbaines Les constructions urbaines de Victor Horta sont pour la plupart localisées à Bruxelles ou dans les communes de la Région bruxelloise. Elles s’inscrivent dans un paysage bâti où la pierre joue depuis longtemps un rôle important. Aux côtés de la brique, deux types principaux de pierres participent surtout à l’élaboration des façades des maisons bruxelloises : des calcaires compacts, issus des terrains anciens du substrat de la Belgique, caractérisés par leur teinte sombre en cassure fraîche et nommés couramment « pierres bleues », par opposition à des calcaires moins compactés, de patine plus claire, baptisés « pierres blanches ». Ces dernières, d’abord brabançonnes (Bruxelles même, Balegem à l’Ouest et Gobertange à l’Est), sont ensuite importées fréquemment de France, dès le milieu du XIXe siècle.

Paul Trio Academic year 2015-2016 135.052 characters Preface The first few months I spent working on this thesis, I knew the mortuary roll of Elisabeth ‘sConincs only by photographs. In November of 2015, I had the opportunity to visit the John Ryland’s Library in Manchester. I was given the rare chance to actually see and touch this well-kept mortuary roll, known there as Latin MS 114. It was a very special moment to be so close to a manuscript that passed through the hands of so many people over 500 years ago. The manuscript is fragile, of course, but the gold used in the illuminations is still shining, and the inscriptions bear the traces of their makers, with ink in different colours, additional lines, corrections and spots. So many handwritings, hundreds of entries, vellum after vellum stitched together, too many to unveil the entire roll that afternoon. But my brief physical encounter gave me a strong and lasting impression of a unique document that holds so much in it: an archaeological object, a work of medieval illustrational art, a collection of Latin handwritings, a devotional object meant to keep the memory of a deceased person alive and to pray for salvation of all souls, an agreement between parties to strengthen mutual bonds.

    Questions of authenticity JUKKA JOKILEHTO Abstract: This paper focuses on the evolution of the concept of authenticity in the context of heritage conservation. It ana- lyzes the initial conception in the Venice Charter, and the changes it underwent following the discussions held at Bergen and Nara in 1994. It also explores additional changes, taking into consideration social aspects, as well as broader environmental perspectives. Through the analysis of examples, international principles and criteria are shown as a valuable reference and methodological framework to approach specific heritage sites, taking into consideration their local context. Keywords: Authenticity, diversity, Nara, reconstruction. The notion of “authenticity” is sometimes simply interpreted as being true. However, the issue is more complex than that. Even the word “true” can have different connotations in the diverse world regions. The word “authentic” has its origins in the ancient Greek and Latin languages, which implies a Mediterranean cultural context. However, since then it has acquired a complex set of references. There are two levels of thought, one is the local level, based on social and cultural traditions. The other is the international context, which proposes to recognize the commonality of human values and consequently the possibility to develop an international policy framework for the treatment of inheritance, as has been stated in the Venice Charter. The recognition of a common heritage of humanity can be seen as a positive outcome of the tragedies caused by two world wars in the 20th century. At the same time, the Preface of the Venice Charter also anticipates the need to recognize the diversity of cultures and traditions and the encouragement of: “each country being responsible for applying the plan within the framework of its own culture and traditions.” Therefore, while the international guidelines provide the framework, the verification of authenticity will necessarily be made in reference to the heritage resource concerned, taking into account its context.

During this time, its recommendations have been verified by both conservation and researchers’ actions, who in various environments discussed its meaning as well as its essential shortcomings. Some of the provisions of the Charter were criticized in the context of the effects of their use, especially those relating to the issue of historic gardens fundamental protection, namely to authenticity in its various scopes with particular emphasis on the use of source research which raises many reservations for conservation actions.     INTERNATIONAL CHARTER FOR THE CONSERVATION AND RESTORATION OF MONUMENTS AND SITES (THE VENICE CHARTER 1964) IInd International Congress of Architects and Technicians of Historic Monuments, Venice, 1964. Adopted by ICOMOS in 1965. Imbued with a message from the past, the historic monuments of generations of people remain to the present day as living witnesses of their age-old traditions. People are becoming more and more conscious of the unity of human values and regard ancient monuments as a common heritage. The common responsibility to safeguard them for future generations is recognized. It is our duty to hand them on in the full richness of their authenticity. It is essential that the principles guiding the preservation and restoration of ancient buildings should be agreed and be laid down on an international basis, with each country being responsible for applying the plan within the framework of its own culture and traditions. By defining these basic principles for the first time, the Athens Charter of 1931 contributed towards the development of an extensive international movement which has assumed concrete form in national documents, in the work of ICOM and UNESCO and in the establishment by the latter of the International Centre for the Study of the Preservation and the Restoration of Cultural Property. Increasing awareness and critical study have been brought to bear on problems which have continually become more complex and varied; now the time has come to examine the Charter afresh in order to make a thorough study of the principles involved and to enlarge its scope in a new document.

Weather records are being routinely broken. Extremes in temperature, rainfall, and wind are being recorded around the globe. The city of Ghent is going to great lengths to drive down energy consumption and greenhouse gas emissions, making a contribution to the mitigation of climate change. At the same time, we must adapt our cities - including Ghent - to the effects of climate change. This is called climate adaptation, and ensures that in the future our city will remain a nice and liveable place to live and work. Heat waves, prolonged bouts of winter precipitation, extreme summer storms, or simply extended drought periods entail risks. Climate change hits cities even harder. The considerable infrastructure of cities, such as buildings, pavements, streets and squares, … store heat. In summer this may lead to uncomfortably warm nights. This is known as the urban heat island effect. Because of this, downtown Ghent is on average 3°C warmer than surrounding areas. On hot days this difference may even grow to 8°C. But there is more. For instance, extreme rainshowers are becoming more frequent. This causes problems for our sewers which struggle to cope with the vast quantities of rainwater washing off infrastructure. Time to seek solutions in this area as well. On 16 October 2014, Ghent was one of the first cities in Flanders to sign the European Covenant of Mayors ‘Mayors Adapt’.
