Firstofall,thankyouforinvitingusheretoday.Iknowyouwillwanttogetstraighttothequestions, soIwill,asIsaid,beverybrief.ThelasttimeIwashereinfrontoftheTransportCommitteewasjust beforethe2012OlympicandParalympicGamesandthesummerwehavejusthadandwediscussedat thattimeourplansforthoseGames.IamofcoursedelightedthatweacrossatLondonUnderground andindeedthewholeofTransportforLondon(TfL)wereabletoplayourpartingettingpeopletothe Gamesandindeedinkeepingtherestofthecitymovingduringthesummer.Wehadtremendous supportbothfromourstaffteams,thetradeunionsandofcoursefromourcustomerswhoreally respondedtohelpthecityoperateasitneededto. DuringtheOlympicsandParalympics,wedidseecontinualimprovementinourperformancetrends thatwehaveseenoverthelastseveralyears,butinparticular,actually,duringtheOlympicsdelays weredownsome28%fromnormallevelsand51%duringtheParalympics;soIwasverypleasedwith thatperformance,especiallyaswewerecarryingsomerecordnumbersofpassengersduringtheGames and,ofcourse,runningservicesforlongerperiodsoftimeaswell.AsIsaid,thisispartofacontinuing trend.Youwillknowthatwehaveseenareductionindelaysinrecentyearsofsome40%since 2007/2008;soinasensetheGameswasjustpartofthisongoingtrendofperformance. Myfocusobviouslynow,istoensurethatIlookforensicallywithmyteamatwhatwentwellandwhyit wentwell,sothatwecanputintopracticethoselearningsintoourdailyserviceandourdailyplanning formaintenanceandcapitalprogrammeactivitygoingforwardinthewaythatwedidsuccessfullyfor theGames.IcertainlydonotwanttheGamesperformanceinthissummertobeanexceptiontoour performance.IwantthistobecomethenormastohowwedeliverourservicesforLondonandin particularinthecontextofcontinuingwiththeupgradeworkandtherenewalworkthatweobviously stillhavetodo. Iknowthatwehavesomuchmoretodo.Iguessanotherkeydevelopmentsincewelastmetisthe publicationofthefirstannualbenchmarkingreport.IIPAG’sconclusions,chairedbyDavid[James], areextremelyusefultous,notonlyintellinguswhatwearedoingrightbuttellinguswherewehave todobetter.Inthissense,thatisthemostimportantpartofitbecauseitdoesgenuinelyhelpframe

Page 9 ourmanagementdecisionsandthewaythatwegoaboutimprovingthewaythatwemanageprojects andtheirintegrationintooperationalserviceinthebusinessandensurethatwehaveourcostbase continuallyunderreviewandundercontrol. Benchmarkingourperformance,includingcomparisontoothermetrosandorganisations,iskey,I believe,ifwearetocontinuetodemonstratenotjusttothisCommitteebuttoLondonmorewidely thatwearedeliveringvalueformoneyforfare-payersandfortaxpayers.Ofcourse,Ithinkthisismore importantthaneverrightnowaswelookforward,Ihope,toanotherfavourablespendingreviewand furtherinvestmentinLondon’stransportnetworkhopefullyinthenextyearorsofromthe Government. CarolinePidgeon(Chair): Thankyouverymuchforthatoverview,Mike.Iamgoingtokickoffthe questionsandobviouslythisisareallygoodopportunity,followingourpreviouswork,tolookat progressinimprovingTubeperformance,deliveringthelineupgradesandobviouslythefinancial savingsandtheworkparticularlyDavidisdoing,sowearegoingtobepickingupthosethemesthis morning. Iwantedtokickoff.Obviously,youhavegivenussomeinformationonTubeperformanceand previouslywehadhighlightedwhenwehavereallylookedintothefiguresthatsomeofthelineshad higherproportionsofproblems.Inthelatestdatawehavelookedat,itreallyshowsthattheJubilee, MetropolitanandVictorialinesseemtobehavingthehighestproportionoffaultsperoperated kilometreandtherearecertainstations-Harrow-on-the-Hill,StratfordandWembleyPark-where thereareparticularproblems. IamjustwonderingwhyperhapstheJubilee,MetropolitanandVictorialinesarefailingtoreachthe recordlowlevelsofdelayintheyear2011/2012. MikeBrown(ManagingDirector,LondonUndergroundandLondonRail,TfL): IfIjustputin contextthosestationswhichyoumentioned,whichIthinkfrommemoryofwhatyoujustsaidwas WembleyPark,Harrow-on-the-HillandStratford,clearly,thoselocationsareoneswherethereare complexjunctionsandcomplexlinkageswiththedepotwherethetrainsarebasedandthereforethe numberoftrainmovementsthatyouhaveoverthosejunctionsandinandoutofthosedepotsisin itselfafactor.So,justbytheveryrealityoftherebeingmoretrainscrossingoverthoseparticular sectionsandlinesofroute,itwillmeanthattherewillbemorefailureshighlighted.EarlsCourtand otherkeyjunctionsarealsoinasimilarcategory. Ifyoucomebacktosomethinglikethedeeptube,whichyouhavebeendiscussing,Iwillcomebackto blockadesaswellifImay,butletustakedeeptubetostartwith.ThecommitmentintheSpending Reviewof2010wasthatTfLwouldproduceaprototypelocomotivebytheyear2015thatcould operateonthedeeptube.Theidea,whenitwasagreed,wastoputtogetheranewlocomotive,which couldoperateatadeeplevel,couldprobablycopewithairconditioning,wouldnotuseverymuch power,wouldbeverylight,wouldcarryhundredsmorepeoplethanthecurrentone.Itwaspretty unrealisticquitefrankly.IthinktobefairtoTfL,theyhaveseenthathasbeenunrealisticandwith someencouragementfromourselvestheyhavebroadenedtheworktheyaredoingtobeacomplete reviewofwhatthedeeptubeinparticular,buttherailwayhereinLondonwillbelikeforthenext30- 40years.Sothereissomefundamentalworknowbeingdonewhichisgoingtoinfluencethewaythat theLondontravellerswillbeaccommodatedinthefuture.Ithinkeverythingismovingintheright direction.Isitmovingquicklyenough?Wewouldliketoseesomethingmovequickerobviously,but thatismaybethemachinerythatweworkwith. Onblockades,forexample,wethinkthatTfLinparticularisandwasfundamentallyanoperational company,anditisreallyobsessedwithdeliveringtothetravellingpublicthebestserviceitcan,and oftenwethinkattheexpenseoffinance.Soserviceisprobablyover-providedintermsofwhatthe publicmightputupwith.Inblockadesinparticular,thepointmadeearlier,Ithinkitisprettyobvious attimesthatyoucanobviouslydomuchmoreworkinablockadethanyoucaninfourhoursof engineeringworkeverynight.WehavemadethepointtoMrHendyandhisteamthat,ifyoupublicly makeavailablethethinkingandtheplanningandthemannerinwhichpeoplemighttransfertheir travelhabits,thenyoumaygetabetterresponse.ThatwasthenprovenintheOlympicsIthinkand sincethenIhavehaddiscussionwithMrHendy.IthinkIwouldsayheischanginghismindgradually thatthefirstportofcall,ifyoulike,isnottohaveblockades.IthinknowTfLwillconsidermuchmore stronglythattheywillentertainthebenefitofblockadesandthattheycanperhapssellittothepublic throughgoodcommunicationsandsoon. Intermsoftheongoingprogramme,Jubileelineisinteresting,whenIlistentothediscussiongoingon here.Jubileelinewasnotalineupgrade,itwasavastimprovement.Jubileelineitselfhasnotbeen upgraded,soyouhavenewfacilitiesrunningonthetrack,butthetrackisold,thetrackis‘bullnose track’,therearesteam-drivenpoints,andwehavegonefrom25trainsanhourto33trainsanhour,so wehavemoretrainstravellingonoldtrack,andthoseweredecisionstakenalongtimeago,andthey arewrong.Butthatiswhattheyhavetolivewith.Sowehaveanimprovingsituationontheservice ofJubilee,andIcantalkquitewellaboutJubileebecauseitisanongoingproject.Wehavenotclosed itout;itcametouslastweekthroughthegatewayprocess,gateEisthesignoffofclosure,andas Mike[Brown]saidweallagreedthatitwasnotquitereadyforclosureyet,thereareoutstanding issues.Wehavebeenmonitoringitforthelastyearintermsofperformancebecauseweknewthe importanceofitthroughthisyear,anditisfairtosaythattheunderlyingperformanceontheJubilee

Thespikes,asInowcallthem,aregettinglessandless,andthelessonslearnedarebeingtransferred totheNorthernline,whichiswhatMike[Brown]wassayingearlier;theNorthernlineprogressisvery muchonprogrammeIampleasedtosay,andthatisquiteimpressive.Hopefully,theNorthernLine willbeaverysuccessfulprojectbecauseitislearningeverythingfromtheJubileeline.ButIwouldnot wantyoutogoawayfromherethinkingthateverythingisgoingtobefinalonJubileeforevermore, becausewearestilllookingatmodernequipmentonoldrailwaylines,andthetwodonotgotogether verywell;sothereisalotofworkthathastobedone. Thenyoucomebacktotheinvestmentintheautomationofinformationgatheringinparticularand predictingwheremaintenanceshouldbeapplied,andthatwillbecertainlythecaseonJubileeline becausethewearandtearonthetrackwillbemuchgreaternowthanitusedtobe,andsothatneeds tobemonitoredandwearetryingtoencouragemuchmoreinvestmentinwhatwearecalling proactivemaintenance,sowearetryingtopredictwhenthingsarelikelytofail;thereforewegoin beforethat,asopposedtowhathasbeeninheritedIthink,whichisreactivemaintenancewherethere aregangsof30mengoingoutatmidnightfollowingsomebodywhoinspects,findsaproblem,they thenworkonit.Iftheydonotfindaproblem,theydonotworkonit,buttheyarestillthereworking. Anexternalcontractorwouldhavetherelevantexpertiseandexperiencetoidentify,collectand analysecriticallytherelevantdataonairportcapacityanddemandforairtravelinordertoproduce findingsfortheCommitteetopursueinitsinvestigation.Anexternalcontractorwouldalsohavethe knowledgeandskillsnecessarytoidentifyallrelevantkeyreportsandresearchonairportcapacity andtoreviewthesecriticallytoproduceacredibleaccountofthekeyissuesonairportcapacitythat theCommitteecouldthenexploreinitsinvestigation. 4.4 Manyreportshavebeenproducedonairportcapacitybuttherearefewthatprovideananalysisof relevantaviationdataandanoverviewofexistingpublicationsonthisissue.Manyexistingreports onairportcapacityrepresentaparticularviewontheissueand/orargueforaparticularsolution.By contrast,theproposedtechnicalanalysisofaviationdatacombinedwithaliteraturereviewwould resultinabroadrangeofinformationcoveringallthedifferentaspectsofthedebateonairport capacity.Thiswouldresultinauniquereportthatprovidesdetailedinformationtoinformthe Committee’sinvestigation. 4.5 Theexternalcontractorwouldberequiredtopresentthefindingsfromtheirtechnicalanalysisand literaturereviewtotheCommitteetomaximisetheircontributiontotheinvestigation.This presentationwouldassistMembersinidentifyingkeyissuestopursueatthemeetings.Theexternal contractorwouldalsocontributetechnicaladviceandsupporttotheScrutinyTeaminproducing briefingsfortheCommittee’smeetingsanditssubsequentwrittensubmissiontotheGovernment’s independentairportscommission. 4.6 Lastyear,theCommitteeusedanexternalcontractortoprovidetechnicaladviceandsupportforits investigationontheTubewhichworkedwell.Thisproposalhasbeendevelopedinlightofthat experience.Insummary,theexternalcontractorcommissionedtoprovidetechnicaladviceand supportonairportcapacitywouldberequiredtodothefollowingwork,inconsultationwiththe ScrutinyTeam: • Undertakeatechnicalanalysisofrelevantaviationdataincludingcurrentairportcapacitydata andcurrentandfutureestimatesofdemandforairtraveldata; • Undertakealiteraturereviewofthemainreportsandresearchonairportcapacitytoidentify keyissuesandfindingsfortheCommitteetoexplore; • Setoutthefindingsfromtheanalysisofdataandtheliteraturereviewinawrittenreport; • PresentthefindingsfromtheanalysisofdataandtheliteraturereviewtotheCommittee;and • Contributetechnicaladviceandsupportinrelationtotheproductionofbriefingsforthe Committee’smeetingsonairportcapacityanditswrittensubmissiontotheGovernment’s independentairportscommission.

Rivercrossings 4.11 TfLlaunchedthesecondphaseofitsconsultationonaproposedpackageofnewrivercrossings betweeneastandsoutheastLondonon29October2012forresponsesby1February2013. FollowinganinitialconsultationonrivercrossingsinFebruary2012,TfLhasfurtherdeveloped proposalsfornewvehiclerivercrossings,withoptionsincludinganewroadtunnelatand avehicleferryatGallionsReach. 4.12 ItisproposedthattheCommitteeshouldundertakesomeworkonrivercrossingsoverthenextfew monthsinordertoproducearesponsetoTfL’sconsultation.Thisisbecauseanynewrivercrossings inLondoncouldrepresentasubstantialtransportdevelopmentwithsignificantwiderimplications.
