01/08/2019 – please do not cite without permission from author - [email protected] Building parties on the ground: Explaining grassroots party activism in Buenos Aires Dr Sam Halvorsen (Queen Mary University of London) Abstract What can explain the ongoing persistence of grassroots party activism? Despite multiple studies demonstrating the decline in “party on the ground” organisation, recent literature indicates grassroots activism remains alive in both theory and practice. This paper examines a new Argentine political party, Nuevo Encuentro, which, in a short period of time, built a large grassroots organisation of local branches and activists, and argues that the role of territory is a key explanatory factor. Based on a qualitative analysis of Nuevo Encuentro in Buenos Aires it demonstrates that a territorial organisation strategy helped the party: accumulate already mobilised activists; sustain and further motivate activists through a local branch structure; and recruit new members via linkages with urban communities. In so doing the paper extends literature on party-building and high-intensity activism and also contributes to the dismantling of methodological state-centrism in party scholarship by highlighting the significance of local organisational strategies. Osvaldo Bayer (Santa Fe, Argentina, 18 de febrero de 1927) es un historiador, escritor y periodista anarquis- ta argentino. Vive en Buenos Aires, pero también tuvo domicilio en Berlín, donde se exilió antes de la última dictadura militar de Argentina (1976-1983). De 1952 a 1956 estudió Histo- ria en la Universidad de Hamburgo (Alemania), y de regreso a la Argentina, se dedicó al periodismo, la investigación de la historia argentina, y a escribir guiones cinematográficos. Trabajó en los diarios Noticias Gráficas, en el Esquel de la Patagonia, y en Clarín, donde también se desempeñó como secretario de redacción. En 1958 fundó "La Chispa", al que él mismo denominó como "el primer periódico independiente de la Patagonia". Un año des- pués fue acusado de difundir información estratégica en un punto fronterizo, y es obligado por la Gendarmería a punta de pistola, a abandonar Esquel. Luego, de 1959 a 1962, fue secretario general del Sindicato de Prensa. Durante la presidencia de María Estela Martínez de Perón, la cual era controlada por su ministro José López Rega (fundador de la organiza- ción Alianza Anticomunista Argentina), Bayer fue amenazado y perseguido debido a sus obras, sobre todo por su libro Los vengadores de la Patagonia trágica. Esto motivó su exilio en Berlín desde 1975, el cual mantuvo hasta la caída de la posterior dictadura militar en 1983. Entre sus ensayos más importantes están Los Vengadores de la Patagonia Trágica, Los anarquistas expropiadores y otros ensayos, Fútbol argentino (un guion homónimo del histo- riador que posteriormente fue editado en libro), Rebeldía y esperanza, Severino Di Giovanni, el idealista de la violencia y la novela Rainer y Minou. -

The empirical strategy is based on building Slovenia a counterfactual scenario to examine the path of Argentina’s long-run development in the absence of breakdowns, assuming it would follow the institutional trends in countries at parallel stages of development. Drawing on Argentina’s large historical bibliography, I have identifed the institutional breakdowns and coded for the period 1850–2012. The synthetic control and diference-in-diferences estimates here suggest that, in the absence of institutional breakdowns, Argentina would largely have avoided the decline and joined the ranks of rich countries with an income level similar to that of New Zealand. Since its promulga- tion of the 1853 Constitution, Argentina had experienced strong economic growth and institutional modernization, which had propelled it into the ranks of the 10 wealthi- est countries in the world by 1913. In the aftermath of the war, Argentina’s income per capita fell from a level approximating that of Switzerland to its current middle-income country status. -

I declare that my thesis consists of 100,000 words. 2 Abstract The present thesis investigates the causes of the Bolivian state crisis (2000-2008). The case study is intriguing because, compared to other countries in the region, Bolivia appeared to successfully implement competitive elections and neo-liberal reforms. Nevertheless, by 2008 the country was on the verge of civil war. This sudden political collapse, I argue, shows that Bolivia represents an extreme case of a regional trend, namely the periodic opening of a gap between legality and legitimacy in periods of social change, punctuated by external shocks. Most accounts of the crisis try to explain it based on the historical prevalence of ethnic, regional or class cleavages within the Bolivian society. -

María Victoria Murillo is professor of political science and interna- tional and public affairs and director of the Institute of Latin American Studies at Columbia University. Rodrigo Zarazaga, S.J., is director of the Center for Research and Social Action (CIAS) and researcher at the National Scientific and Technical Research Council (CONICET) in Buenos Aires. The headline news, the main takeaway, from Argentina’s 2019 gen- eral election is encouraging for democracy despite the dire economic situation. Mauricio Macri, a president not associated with the country’s powerful Peronist movement, became the first such chief executive to complete his mandate, whereas two non-Peronists before him had failed to do so.1 Macri would not repeat his term, however. He lost the 27 October 2019 election and then oversaw a peaceful handover of power to his Peronist rival, Alberto Fernández, who won by 48 to 40 percent and whose vice-president is former two-term president Cristina Fernán- dez de Kirchner (no relation). Strikingly, even the economic hard times gripping the country—they are the worst in two decades, and they sank Macri at the polls—could not ruffle the orderliness of the transition. Peaceful changes of administration tend to be taken for granted in democracies, but they are in fact major achievements anywhere. -

Political Mobilization and the Institutional Origins of National Developmentalist States: the Cases of Turkey, Mexico, Argentina, and Egypt A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Berk Esen January 2015 © 2015 Berk Esen Political Mobilization and the Institutional Origins of National Developmentalist States: the Cases of Turkey, Mexico, Argentina, and Egypt Berk Esen, Ph.D. Cornell University 2015 My dissertation examines why the common challenge of late development has generated starkly different responses in the Global South. I focus in particular on a cluster of cases that reacted to trade imbalances and political turmoil at the international stage with a combined agenda of economic nationalism, social progress and state-led industrialization, establishing what I term national developmentalist states. Why then, despite facing similar adaptive pressures, did these regimes markedly differ in terms of their durability and socio-economic policies? Through a careful study of such regimes in Turkey, Mexico, Argentina and Egypt during the middle third of the twentieth century, the dissertation specifies four variants of the national-developmentalist state and articulates how each type produced a distinct policy set with varying redistributive implications and political outcomes. I argue that where leaders invested heavily in building cohesive ruling-party and/or state organizations, regimes proved durable even with only moderate levels of economic redistribution. Where such institutions were weak, leaders could expand their popularity through excessive redistribution and risk elite polarization or establish a limited base but remain vulnerable to elite defections and popular opposition. -

El proyecto de intervención a la provincia de Buenos Aires y la ruptura del Partido Socialista en 1927* Ricardo Martínez Mazzola A mediados de 1927 el Partido Socialista (PS) argentino sufrió una dura escisión. Aunque la pérdida en términos de militantes fue menor a la suscitada por anteriores rupturas, la sangría de la dirigencia partidaria no tuvo precedentes. Entre quienes dejaban las filas partidarias en ese año se encontraban diez dipu- tados nacionales –entre ellos Antonio de Tomaso, la más importante figura de la nueva generación de socialistas–, tres miembros del Comité Ejecutivo y dos concejales porteños. Aún más grave, pocos meses después, el Partido Socialista Independiente, formado por quienes habían abandonado las filas del “viejo” PS, lo derrotaba en los comicios porteños impidiéndole obtener una banca de diputados por primera vez desde 1912.
