The European Parliament,
– having regard to the Commission proposal to Parliament and the Council (COM(2019)0397),
– having regard to Article 294(2) and Article 175, third paragraph, of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C9-0109/2019),
– having regard to Article 294(3) of the Treaty on the Functioning of the European Union,
– after consulting the European Economic and Social Committee,
– after consulting the Committee of the Regions,
– having regard to the undertaking given by the Council representative by letter of 2 October 2019 to approve Parliament’s position, in accordance with Article 294(4) of the Treaty on the Functioning of the European Union,
– having regard to Rule 59 of its Rules of Procedure,
– having regard to the letter from the Committee on Budgets,
– having regard to the report of the Committee on Employment and Social Affairs (A9- 0015/2019),
1. Adopts its position at first reading, taking over the Commission proposal;
2. Approves its statement annexed to this resolution;
3. Calls on the Commission to refer the matter to Parliament again if it replaces, substantially amends or intends to substantially amend its proposal;
4. Instructs its President to forward its position to the Council, the Commission and the national parliaments.

The European Parliament calls on the Commission and the Member States to ensure a flexible application of art. 4(2) of Regulation (EU) No 1309/2013 on the European Globalisation Adjustment Fund (2014-2020) in case of a withdrawal of the United Kingdom from the Union, in particular with regard to collective applications involving SMEs in single or multi- sectoral cases.

Dear Mr Chair,
A Commission proposal for amending the European Globalisation Fund has been referred for opinion to the Committee on Budget. I understand that it is intended that a report on this will be adopted in the Committee on Employment and Social Affairs early in October 2019.
This proposal is part of the Union preparedness and contingency plan to mitigate the most significant disruptions caused by a withdrawal of the United Kingdom from the Union without a withdrawal agreement. The proposed changes will specify that that redundancies resulting from the withdrawal of the United Kingdom from the Union without a withdrawal agreement fall within the scope of the EGF. The Commission proposal is intended to give a political signal that the EGF could respond effectively by offering assistance to workers made redundant in areas, sectors, territories or labour markets suffering serious economic disruption due to the withdrawal of the United Kingdom from the Union without a withdrawal agreement. The proposal does not modify the maximum annual amount of the EGF.
I want to underline that the present proposal clearly confirms the Parliament’s long-standing conviction that the current budgetary framework does not provide the degree of flexibility that we need. The Committee coordinators have assessed this proposal, and asked me to write to you reporting that this Committee is in favour of amending Regulation (EU) No 1309/2013 on the European Globalisation Adjustment Fund as proposed by the Commission.
