RR\1190014EN.docx 5/9 PE641.097v02-00 EN STATEMENT OF THE EUROPEAN PARLIAMENT The European Parliament calls on the Commission and the Member States to ensure a flexible application of art. 4(2) of Regulation (EU) No 1309/2013 on the European Globalisation Adjustment Fund (2014-2020) in case of a withdrawal of the United Kingdom from the Union, in particular with regard to collective applications involving SMEs in single or multi- sectoral cases. PE641.097v02-00 6/9 RR\1190014EN.docx EN LETTER OF THE COMMITTEE ON BUDGETS Ms Lucia Ďuriš Nicholsonová, Chair Committee on Employment and Social Affairs BRUSSELS Subject: Opinion on the proposal for a Regulation of the European Parliament and of the Council amending Regulation (EU) No 1309/2013 on the European Globalisation Adjustment Fund (2014-2020) (COM(2019)0397 – C9-0109/2019 – 2019/0180(COD)) Dear Mr Chair, A Commission proposal for amending the European Globalisation Fund has been referred for opinion to the Committee on Budget. I understand that it is intended that a report on this will be adopted in the Committee on Employment and Social Affairs early in October 2019. This proposal is part of the Union preparedness and contingency plan to mitigate the most significant disruptions caused by a withdrawal of the United Kingdom from the Union without a withdrawal agreement. The proposed changes will specify that that redundancies resulting from the withdrawal of the United Kingdom from the Union without a withdrawal agreement fall within the scope of the EGF. The Commission proposal is intended to give a political signal that the EGF could respond effectively by offering assistance to workers made redundant in areas, sectors, territories or labour markets suffering serious economic disruption due to the withdrawal of the United Kingdom from the Union without a withdrawal agreement. The proposal does not modify the maximum annual amount of the EGF. I want to underline that the present proposal clearly confirms the Parliament’s long-standing conviction that the current budgetary framework does not provide the degree of flexibility that we need. The Committee coordinators have assessed this proposal, and asked me to write to you reporting that this Committee is in favour of amending Regulation (EU) No 1309/2013 on the European Globalisation Adjustment Fund as proposed by the Commission.     Question for written answer E-005578/2020 to the Council Rule 138 Julie Lechanteux (ID), Virginie Joron (ID), André Rougé (ID), Jean-Lin Lacapelle (ID), Maximilian Krah (ID), Gilles Lebreton (ID), Gunnar Beck (ID), Herve Juvin (ID), France Jamet (ID) Subject: Navalny case: additional sanctions against Russia On 7 October 2020, the German and French Ministers for Foreign Affairs announced their intention of proposing additional sanctions against Russia to their European partners, stating that 'there is no other plausible explanation' than Russia being responsible for the incident involving the politician Alexei Navalny1, which he himself has described as an attempted poisoning. This explanation harks back to the famous 'highly likely’ statement made in 2018 by the then British Prime Minister, Theresa May. Apparently, the two ministers did not need to wait for the findings of a judicial investigation to assign responsibility (naming defendants), establish guilt (delivering a verdict) and impose sanctions (handing down sentences), in a case that is still far from being definitively solved. Does the Council not take the view that such a decision violates Articles 48 and 51 of the Charter of Fundamental Rights of the European Union, which state that 'everyone who has been charged shall be presumed innocent until proved guilty according to law’ and that 'the provisions of this Charter are addressed to the institutions and bodies of the Union with due regard for the principle of subsidiarity and to the Member States only when they are implementing Union law'? On 9 March the President of the European Council stated that the exporting of vaccines outside the Union was the result not only of business decisions made by the producing companies but also of a political strategy put in place by the European institutions to supply countries outside Europe with doses produced within the EU. Can the Commission therefore answer the following questions: 1. Can it confirm the accuracy of the above information? 2. Does it acknowledge that the delegation of powers from the Member States to the Commission to coordinate the procurement of vaccines was intended to ensure the Member States themselves had adequate supplies and not for possible exports outside the EU? 3.
