In its recommendation of 13 March 2019 to the Council, the Commission and the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy on the association agreement between the EU and Monaco, Andorra and San Marino2, Parliament called for progress to be made in the negotiations so that they could be completed as soon as possible and, in any case, within the following two years. In the light of the above: 1. What is the current state of play with regard to the negotiations? Does the Commission intend, in line with Parliament's recommendation, to conclude them by March 2021? 2. If not, what are the main obstacles to the conclusion of the negotiations and what will it do to overcome them?
