Working Towards the Formation and Development of the Northeast Asia Economic Subregion
The end of the Cold War between east and west was also felt to presage the advent of a new era in Northeast Asia. 1.6 billion people of various ethnicities live in the countries of which Northeast Asia consists, and the region is richly endowed with the natural resources that are essential to the world here in the 21st century. With the spotlight of global attention falling on this great potential, moves have been afoot to remove barriers to the interaction of countries, and interregional exchange has also begun to take place with renewed vigor. Northeast Asiaħs potential as one of the worldħs regional economic blocs is now recognized and a great deal of knowledge in such fields as interregional collaboration and multilateral cooperation is being applied in the region. In October 1993, ERINA was born in Niigata City. Its aims were to accumulate information about the economies of Northeast Asia, carry out research and promote economic exchange through the joint efforts of provincial areas, thus contributing to the formation and development of the Northeast Asia Economic Subregion and to international society as a whole. ၐమɭɁ The concept of an East Asian Community that goes a littleێɺʐɺɁɉASEANʯˁʑ3ȥɣ ຄɺʐɺࢼວൌȦሄࡼȯɦĂ࠲बஜਡ࠰Ɉ further than the ASEAN+3 framework is now being discussed in FTAৄொȦශęɂమɭɁȞɘȳăຄɺʐɺॄ Asia and steady progress is being made with negotiations Ɉʀʥ˃ regarding a free trade agreement encompassing all the countriesۊɈཡ๐ɬ৽ȢɥɂȧĂȭɈණ ʆĜĆණݚɈʨˁˋʑɂਡ੫࠲बȦ୭ᅟ involved in this community. The regional energy and ჍȥɣĂ˅ʏɺɂʺˋʌ˃Ɉઞ underground resource balance and international relations withinڷɁȳăȭɈ the region are important to the development of the East AsianڤݡȦྼ౯ɬɍɀȧɘȳȱĂ߂ਡ࠰Ɉ ฤݛȦ࢙ɛɣɦ economy. In this sense, the participation of Russia and Mongoliaڤ။௩ĂɌɂȧɩɈ ɘȳăຄɺʐɺɈෂ߇ɂȱɀ႘ຄɺʐɺॄ will acquire an air of inevitability, while security between each ५ɈवȦࡖȯɦɘȳă country and, more especially, the stabilization of the Korean Peninsula will be required. It is hoped that a Northeast Asian .ş႘ຄɺʐɺ߂ਡɈဿݛ Economic Subregion will be formed as the core of East Asia ȭɈ1༃Ɉ࠰ɅɜĂ႘ຄɺʐɺஜਡɁɉȞ ȩȾȥɈဿݛȦࡧȭȽɀȞɘȳă şChanges in the Countries of Northeast Asia ෂਡɁɉĂౘ༃റȞɀȧȹෳȦ A number of changes have occurred in the countries of SARSɈ܆ࣗɬ௮ɤܛȢɘȱȹă2003༃Ɉਡ Northeast Asia over the last year. 04 ໘౺દĪGDPīɉ༃Ʌɓ9.1œഝȢĂ In China, the high levels of growth that have continued for 2004༃ɅȽɀɜĂ1ġ3ॢɈGDPɉ2 more than 20 years helped the country to overcome the effects 7,106ݍইĂ༃ວࡖ9.7œഝɂɄɤɘȱȹă of SARS. GDP in 2003 rose 9.1% on the previous year and ෳɉદࣞɈཡ๐ɂɂɜɅਡმɈ౺ߤ increased further in the first quarter of 2004 to RMB 2.7106 ˄ʱ˃Ɉ௫ɬɜȹɣȱĂ1ఱȜȹɤɈGDP trillion, up 9.7% on the same period of the previous year. Ȧ1,000ʡ˃ɬȢɘȱȹăȱȥȱɈതჶ This high growth has led to an increase in the standard of ,ɂȱɀʀʥ˃ʆĜɞঈᆧɈࢷࢣഫĂဘݟɈ living of the Chinese people, as well as industrial development ௫ீɬɜȹɣȱĂʨʮ˃ɁɉɄȞȥĂȞȴɦ and per capita GDP is in excess of $1,000. However, it also has ॄɉၦޓȳɥɈɁɉɄȞȥĂɂȞȠࡇᔰɬ negative aspects, such as price increases and supply shortages ਡࡅࣞɅᅇȢɘȱȹă༃5ॢĂݗݦၣଽ of energy and raw materials, leading to concerns among foreignެ ഊɈૄɅɢȽɀદĂ์ĂʓʹˋʠɄ businesses that this growth might be a temporary bubble and ɃɒɈࣺᅃȦ୴ழȯɦĂழ෮ࡖɅȽ that the economy might collapse at some stage. In May this ȹࠐȦȜɤɘȳȦĂȱɊɣȩɉᅑɦɈȧȯ year, bank loans for real estate, iron and steel, and cement were ȦᄆᆏȾɜɈɂૃɩɦɘȳă scaled down at the direction of Prime Minister Wen Jiabao and it ȾɈȧɄȧȦĂຄ႘చ࣓Ɂ seems that the country may have entered a slight period ofێɜȠ ȳăȭɈɉ2003༃9ॢ10Ʌਡოۡ௵ო adjustment, but it is likely that there will be significant .ࡼɁੜ൰ȯɦĂ11ॢɅɉĶਡოۡຄ႘ණࣾ fluctuations for some time to comeޏ ɄɃᇻࣞࡊණ෮ޜഢᆴຩழ೨၉ଆķȦ Another significant development is the policy on the ಡᆏȯɦɘȱȹăࡊႨโɄၫయɉĂϱଜޏ။ development of the northeastern region. This policy was ௩ʏʑʞʸɈޜĂϲࡅࣞɂȷɈଜޏʍĜʫ adopted by the Standing Committee of the State Council on 10th ʑ࡙༑ɈယᆋĂϳಉࣸჶɁɈᄭऎĂϴຂჶ September 2003 and a special office overseeing the ɈʍʵĜʠĽɁȜɤĂȭɦɬଌૈȳɥʺʟ˃ revitalization of old industrial areas in Northeastern China was ʉĜʑɂȱɀ100ࡅࣞĪᆱௐ52ଜĂࢀᆹௐ11 established under the auspices of the State Council in ଜĂਥᆜ৮ௐ37ଜīɈޜഢोކȦཡȯɦɘ November of that year. The basic policy involves: i) improving ȱȹă610ݍইɈຂɬȞĂ2004༃ȥɣ5༃ the social security system; ii) removing social service functions ࠰ɁࠊᆡȳɥᅅฤɁȳă from businesses and bringing these functions under government ˅ʏɺɁɉĂʯĜʙˋຕᆴȦ5ॢ26Ă௫ control; iii) establishing preferential tax measures; and iv) ɅȤȞɀ2ࡖᄆɛɀɈ༃૫࣋ங support for investors. In addition, a plan for reorganizing 100ޏݚᆤۡ ȮȜȞȯȾğPreface Ȯ Ȝ Ȟ ܩತɬɄȞɘȱȹă companies (52 in Liaoning Province, 11 in Jilin Province, and 37 ȯ ฤ in Heilongjiang Province) as model businesses implementing ȾڤႍຢĂĶ˅ʏɺɉ૭ĆॄɈᆤჶɁ ɬൿȱȹķɂএ੭Ɉ˅ʏɺɈ࣍ɅఌɦĂ these measures was announced, and it is planned to invest Ŝ ਡ੫࠲बɁɉCISஜਡɂɈ࠲बɅူȱɀĶဴ RMB 61 billion over five years from 2004. ਡɂෂਡĂɼˋʡĂႨɂȞȠ˅ʏɺɈ In Russia, President Putin delivered the first presidential
ʩĜʠʢĜɂɈ૭ĆॄɈൎሇɬཡ๐ȯȵ address of his second term on 26th May, speaking to both Preface ɥɢȠᆵȳɥķɂȱĂȯɣɅ2007༃ɬᄆૄ houses of the Federal Assembly. ȳWTOઞݡɈᄎ൨ĂಒᄧʩɼʯˁɼˋɬɛȪ Opening his speech, he touched upon the current situation in ɥಒᄧɬাɤɘȱȹă໘ᄎ൨ɁɉĂ Russia, stating thatĨRussia has achieved both political and ૩ȳɦɊ2010༃ɘɁɅGDPɬ༰ഝ economic stabilityĩ; with regard to international relations, heڿĶෳɬ Ɂȧɥķɂߊȱɘȱȹă declared that, in parallel with relations with the CIS nations, he ˅ʏɺॄɉ1998༃Ɉࣸᅃࡇ࡙ɬॄɀĂ wouldĨstrive to develop political and economic dialogue with the 1999༃ȥɣʯˁʑෳɅ๖ȲɀȞɘȳă2003 US, China, India and Japan, which are Russiaħs biggest ,ߗ partnersĩand talked about the goal of joining the WTO by 2007ڹ༃ɈGDPɉൎ༃7.3%ഝ¢2003༃Ɉ႓ ɉĂᄪȦ1,359ݍʡ˃ĪಒᄧĂ๏ʄʑĂ์Ă as well as the countryħs policy on oil insofar as it concerns the ྥ์ࣸമĂ࡙ޟಡྩຑīĂᄪȦ754ݍʡ˃ issue of oil pipelines. With regard to the volume of trade in 2003, ȦࢫȬ both exports and imports grew steadily, reaching $135.9 billionڨଽഊɈാိᅖಒᄧʩɼʯˁɼˋɈอ ɉĂ˅ʏɺɈʀʥ˃ʆĜ (oil, natural gas, iron, non-ferrous metals, mechanicalڨɣɦɘȳăȭɈอ ॽȱɈȧȽȥȫɂɄɤɘȱȹăɘȹĂ equipment) and $75.4 billion (mechanical equipment, foodstuffs, ຄࢶᆵĂຄࢶʄʑɄɃႨɈʀʥ˃ʆĜ agricultural produce), respectively, with the volume of trade with ᅙݦȦʍʧ˂ˋʄʑɈਈɅຝəಜɤĂఛ Japan increasing 32% on the previous year. Moreover, year-end ȹɄຂɬണȱɀȞɘȳă2003༃Ɉൎ˅ຂ foreign currency holdings increased to $77.8 billion. 05 ߗɉ10.1ݍʡ˃ɂɄɤɘȱȹă One major development with regard to Japan is Prime ᄎ൨ɁɉĂ6ʃਡࢾࡼɂူȱɀĂ Minister Koizumiħs proposal for a Pacific oil pipeline. This ࠲ब2ਡ࠰Ɉ࠲ब෮ȦɩɦɀȞɥȭɂȦ proposal triggered a revision of Russiaħs energy policy. In ᄆȯɦɘȳăູɅ࠴ਡɈȧɅɉᄆɬॽෟ addition, major Japanese energy consumers, such as Tokyo ɥɜɈȦȜɤɘȳă႘ளࠋࢡधૢޏඨɉĂ Electric Power and Tokyo Gas have decided to purchase gas ݉ޠ௫Ɉऌཡโໃɬޑྤȳɥइൌɬ from Sakhalin, stimulating fresh investment. The total value of .ဦஙɅშȱɘȱȹăວ૪Ʌधૢࣃ investment in Russia in 2003 was $1.01 billionڷȱĂਗ ޢೀࣷɅȜɥळಭ๙ဘɬதࢦȳɥȭɂɬ With regard to Korean Peninsula issues, attention has been ड़ɛĂȷɈଌૈɅɤɘȱȹăɘȹ߇ާཡᄎ focused on adjustments in bilateral relations between the ൨Ȧސड़ȯɦɥɄɣĂ6ʯ˅ʐɿʇʠɬଌ countries involved in the six-party process, in parallel with the ɜȽɀȞɘȳăȷ six-party talks themselves. In particular, there have beenڨȱɢȠɂइൌโɄอૈ ɈෂɅɉĂާ௱ɈࣞචණɈާཡĂ႘์ັ spectacular developments in the ROK. The talks between ɈݲĂఛࡹୋާཡࣾĂᅭၻާཡࣾɈచ࣓ generals from the armed forces in the two Koreas generated a ຑȦȽɀȞɘȳă concrete plan to avoid accidental clashes on the Yellow Sea, ழಶଽഊɈ2ޑɅɩȹɥၸɁɉĂެ with a consensus document being signed. At the same time, it ৄ࠲बɈୃᆏĂᖷඳᄎ൨Ɉސड़ȦບࡼȯɦĂ was decided to dismantle the loudspeakers and posters near the ငယโސड़Ȧూɣɦɘȱȹăȭɦɜ6ʃਡޏ DMZ and this process has actually begun. Furthermore, there is ࡼɬஏ෮Ʌమɛɥอ௸ॣȿȩɤɅࡍᅇȱĂ a specific proposal to implement six major projects if the nuclear ɘȹ2ਡ࠰ৄொɈࡊྉɬȾȩɤɘȱȹă development issue is solved. These include the development of the Kaesong Industrial Zone, the opening of the North-South şERINAɈߤ railway, and measures for promoting the Sinuiju Development ȭɦɣɈȧɈෂɁĂERINAɉ೯ᆏ10ୈ༃ Zone and the Rason Development Zone. ɬ॒ȢĂষɈၫయɂȱɀෂࡖोކɬȱ During Prime Minister Koizumiħs two visits to the DPRK, the ɘȱȹă establishment of diplomatic relations between Japan and the ༃2ॢɅާȥɦȹ႘ຄɺʐɺॄޏࡼɉĂ DPRK and the solution of the kidnapping issue have been ႘ຄɺʐɺॄʭʁĜˁʸɂɈࢼɅɢɤĂ discussed, with partial solutions being reached. This has also ௫ɅഽȩɈઞݡɬȞȹȺȩ contributed to satisfying the preconditions for making smoothڬਡɬ࠸ɛᇉ༃ެ Ȯ ȮȜȞȯȾğPreface Ȝ Ȟ ȯ ȭɂȦɁȧɘȱȹă progress with the six-party talks and has laid the foundations .Ɂɉ႘ຄɺʐɺɈ for negotiations between the two countriesޏۙڳࡼ೨ఉޏȾ ູɅĂວ Ŝ ๐ႊɬცɣȥɅȳɥʈˁˋʡʟʎɼˋɬഽਡ Preface ɈಮᄑݦɈઞݡɬຶɀȳɥၫయɬȻ şERINAħs Activities ȱĂERINAɂȱɀɜෂࡖोކɈෂɁైమȱɀ Amid these developments, ERINA has marked the 10th Ȟȩȭɂɂȱɘȱȹă anniversary of its founding and has formulated a medium-term .ᄪĆဘᆔ࠲बɁɉĂ9ႨɈ႘ຄɺʐɺᄪ plan specifying its objectives for the futureۿ ᇱɈߤ౯ݛɅ The Northeast Asia Economic Conference, which took placeޑᇱɈෂɁɜĂూነ৮ᄪഗޑഗ ᆵɬɦĂᡯޏࡼĂఛߟޏࡼɬާȧɘȱȹă in February this year, welcomed even more overseas ȭɈࣞɬਡโɄ๐ާɅ૩ȽɀȞȩȹɛĂ participants than usual, as it was held jointly with the Northeast .Ăෂ Asia Economic ForumޏണమࢾڹĂਡ੫႓ޏෂຄ႘ާཡࢾ Ă႘ຄɺʐɺॄ In particular, the conferenceħs Organizing CommitteeޏۙڳĂ˅ॄޏࢾॄ ɄɃɂࢼວɁĂNPOɈ೨ఉݛɬమɛɀ announced a plan to formulate a grand design highlighting theޏۙڳ Ȟɘȳă prospects for Northeast Asia, with the participation of experts ˅ʏɺॄɈޑဌɅȜɩȵĂ༃ɉܭ from a number of countries; this plan is also being promoted by ޏࡼஒɂఛߟॻࣞइࢾວ೨ਗɈ߂ൣච ERINA in its medium-term plan. Ɉ˅ʏɺ࣡ຄʷʛʏʿˋɅࢾᆵȱĂ༃5ॢɅ With regard to transport issues, the issue of breathing life ɉိટఛߟॻඪૢɬචෳɂȳɥĂॄວ into the Tumen River transportation corridor, one of the nine ᄯޏĂޏᇦਗޏɄɃɈࠋმਗວʷʛʏʿ Northeast Asia transportation corridors, has been emphasized, ˋɅວȱɘȱȹăȭɦɣɈෂȥɣఛȱȞଲ with conferences on the subject being held in Hunchun and Ȧ౺ɘɦɀȞɘȳăʧʨ˅ʭʑʇɁɉĂ Niigata. In order to ensure that organizations throughout theވɈۜ ˅ʏɺɈࣞޢȦෂਡɈఠ ާཡࣾɈॄঅɬߔ country become involved in this project, we are promoting the ɍĂࣞචණɬᆏȻ௫ȬɢȠɂȱɀȞɘȳă establishment of a non-profit organization, in collaboration with ȭɦɅɃȠঘܾȱɀȞȩȥɜݻ൨Ɂȳă the Japan-China Northeast Development Association and its ɘȹĂෂਡɈદߔᇦ़ɈॄঅɬߔɍႨɈદ Northeast Asia Economic Committee, the Japanese ߔᇦ़ɂय़ਗȯȵɥȭɂĂෂਡࡅࣞɬᄾඳȳɥ Association for the Promotion of International Trade, the 06 ௫ɁɈ௸ॣྩɄɃɈॸ࢞ɜɘɤɘȱȹă Japan-China Economic Association, and the Japan-Russia ȭɦɣɈߤɈ੧ɅȾȞɀĂႨஙĂȯɣ Business Cooperation Committee. ɅɉERINA REPORTĂERINA BUSINESS Following Russiaħs economic recovery, last year we NEWSĂʳĜʸʲĜʐĪhttp://www.erina.or.jpī collaborated in the dispatch of business missions to the Russian ɬȮᅿȞȹȺȧȹȞɂૃȞɘȳăERINAɉ Far East by Tsubame Chamber of Commerce and Industry and Think and DoɬइൌݛȳɥȹɛĂষɂɜ the Niigata Hand Tool Cooperative Association; in addition, in ᆵɬറȫɀȞȧɘȳă May this year, we accompanied a joint public-private sector mission headed by Niigata Prefectural Governor Ikuo Hirayama, with participants including representatives from the prefectural administration, the Niigata Association of Corporate Executives and the Niigata Federation of Chambers of Commerce and Industry. New business deals are developing as a result of these missions. In Khabarovsk, Russian industry is learning from the experience of Chinaħs Shenzhen Development Zone and is trying to establish an industrial park. The question of how to act in concert with this is another important issue for the future. Moreover, learning from the experience of academic-industrial collaboration in China, we have begun to conduct research into how to combine this with academic-industrial collaboration in Japan and how to put in place the conditions necessary to attract Chinese businesses to this country. Field surveys conducted include a study of the Ɉࠫ෮ੈĂ international ferry linking Wakkanai with Korsakov, a studyۊʭɿ˂Ĝ෮ੈĂෂਡຄ႘ණ of tourism resources in Northeastern China, and a survey of ޠݽဘ෮ੈɬȽȹăȭɦɅɢɤĂႨڹ႓ -ඣਂᇭާಡɈ୭ᅟ౯ȦߊȯɦĂާಡɈݢ freight cargo. Ŝ ᆡᅟૉ Ŝ Outline of outcome ຄ႘જௐɈ༔ࣞĆࣞငᄑɅȾȞɀĂএɬ Information regarding the current status of the agricultural 20 ᆅȱĂষɈદࣞཡ๐ɬɘɂɛȹăູ and industrial sectors in the three northeastern provinces ɅࢀᆹௐɅȾȞɀɉĂᅟࣞɈএɂႨ was compiled and policies for future industrial development ɂɈࢾᆵɈݢ༑౯ɬယᄘ်ɅॳບȱȹăȭɈ devised. In particular, the current status of major industries ݪɉĂఛߟĆෂਡʫʐʥʑʺʟ˃೯ૢࣞ in Jilin Province and potential for cooperation with Japan in ɞෂ࠰Ɉદࣞᇦ़ɈȹɛɈެृࡅࣞᄾඳ each field were examined. A proposal was prepared that outlined a joint project to be undertaken by Mongolian and Ŝ ၡਠஙຑ Japanese institutions, in order to develop and implement ĨComprehensive Programme to Prevent the complex measures aimed at the protection of herds and the Loss of Livestock Due to Severe Winter prevention of livestock losses due to dzud and other natural Condition in MongoliaĩĶʺˋʌ˃ɈউɅɢ phenomena. The Northeast Asia Economic Conference is held each year with the following three aims: i) to disseminate Project Reports information that will contribute to the formation and development of the Northeast Asia Economic Subregion; ii) to define new tasks and make policy proposals concerning multilateral cooperation; and iii) to create business opportunities that will lead to greater economic exchange. The most recent conference, which was postponed until February 2004 as a result of the effects of the SARS epidemic, was held jointly with the Northeast Asia Economic Forum.
