Single Axle Dump Truck Ordinance Rocky Henkel Receive/File Street Superintendent ITEM CITY OF LA VISTA MAYOR AND CITY COUNCIL REPORT MAY 2,2017 AGENDA Subject: Type: Submitted By: AUTHORIZATION TO PURCHASE • RESOLUTION SINGLE AXLE DUMP TRUCK ORDINANCE ROCKY HENKEL RECEIVE/FILE STREET SUPERINTENDENT SYNOPSIS A resolution has been prepared authorizing the purchase of one (1) 2018 Western Star 4700SB 4x2 Dump Truck from Wick's Sterling Trucks, Inc., Omaha, Nebraska for an amount not to exceed $198,477.00 FISCAL IMPACT The FY17/18 biennial budget provides funding for the purchase of one single axle dump truck. The truck will be purchased through a multi-year loan/lease. RECOMMENDATION Approval BACKGROUND The truck is being purchased from a current State of Nebraska contract #14515 OC. The purchase includes anew snow plow, wing plow, and sander for winter operations. The truck carries a standard 1-year bumper to bumper warranty and 5-year power train warranty. Delivery time for the new truck is approximately 180 days. This dump truck will replace dump truck #1126 which was purchased in 1991. Truck #1126 has experienced on-going repair issues. The adoption of these new control strategies and technologies directly resulted in higher prices for new heavy-duty trucks. These mandates also resulted in significantly higher operating costs, attributable largely to increased maintenance requirements, reduced reliability, and lower fuel economy. Together, these higher prices and operating costs led to significant disruptions in the new truck marketplace. These included significant layoffs caused by unprecedented truck pre-buys and sales “cliffs,” capital constraints for truck and engine manufacturers (OEMs), suppliers, and dealers; and the departure of certain businesses from the heavy-duty truck market. This paper examines the degree to which, and possible reasons why, EPA’s estimated regulatory impact dramatically underestimated real world costs of the regulation.
