Recommendations ............................................................................................................ 86 List of Abbreviations, Figures, Tables, Companies ............................................................................. 87 OPEN SOCIETY MEDIA PROGRAM 2011 3 Mapping Digital Media Th e values that underpin good journalism, the need of citizens for reliable and abundant information, and the importance of such information for a healthy society and a robust democracy: these are perennial, and provide compass-bearings for anyone trying to make sense of current changes across the media landscape. Th e standards in the profession are in the process of being set. Most of the eff ects on journalism imposed by new technology are shaped in the most developed societies, but these changes are equally infl uencing the media in less developed societies. Th e Mapping Digital Media project, which examines the changes in-depth, aims to build bridges between researchers and policy-makers, activists, academics and standard-setters across the world. It also builds policy capacity in countries where this is less developed, encouraging stakeholders to participate and infl uence change. At the same time, this research creates a knowledge base, laying foundations for advocacy work, building capacity and enhancing debate. Th e Media Program of the Open Society Foundations has seen how changes and continuity aff ect the media in diff erent places, redefi ning the way they can operate sustainably while staying true to values of pluralism and diversity, transparency and accountability, editorial independence, freedom of expression and information, public service, and high professional standards. Th e Mapping Digital Media project assesses, in the light of these values, the global opportunities and risks that are created for media by the following developments: the switchover from analog broadcasting to digital broadcasting, growth of new media platforms as sources of news, convergence of traditional broadcasting with telecommunications. Covering 60 countries, the project examines how these changes aff ect the core democratic service that any media system should provide – news about political, economic and social aff airs. 4 MAPPING DIGITAL MEDIA ROMANIA Th e aim of the Mapping Digital Media project is to assess the impact of these changes on the core democratic service that any media system should provide, namely news about political, economic and social aff airs. Th e Mapping Digital Media reports are produced by local researchers and partner organizations in each country. Cumulatively, these reports will provide a much-needed resource on the democratic role of digital media. In addition to the country reports, the Open Society Media Program has commissioned research papers on a range of topics related to digital media. Th ese papers are published as the MDM Reference Series. OPEN SOCIETY MEDIA PROGRAM 2011 5 Mapping Digital Media: Romania Executive Summary Romania was hit very hard by the economic crisis of 2008–2009, which slowed the remarkable growth of Romania’s television, print and online sectors over the previous decade, especially in 2001–2004. While this growth increased the diversity of content, it did little for quality. Investment in good-quality news and debate programs has fallen over the past fi ve years.With no tradition of good-quality print media and the non-existence of a newspaper market in rural areas (where almost half the population lives),

    The “Parallel State” Metaphor in the Discourse of Romanian Online News and Political Analysis Platforms Alexandra CODĂU “Ovidius” University of Constanta Abstract: The present paper aims to study and understand how the “parallel state” metaphor has shaped the Romanian press speech in recent years, depending on the way in which certain on-line news and political analysis platforms have positioned themselves in relation to those in power at the time. The study approaches the concept of “parallel state” primarily from a historical point of view, referring to the appearance and, later on, its evolution in several political regimes from other countries than Romania, but also refers to editorial appearances that have this concept at their core. For example, the “parallel state” inspired even photographs in their creation, with British photographer Guy Martin spending five years to take pictures of the street protests and the Turkish coup in the summer of 2016, the result of this monitoring materializing in the volume The Parallel State, published by Gost Books. In Romania, the concept of “parallel state” has become the subject of a volume published by Humanitas Publishing House. This is the book of journalist Ramona Ursu, titled The Parallel State and published in 2019. Our study starts from the fact that the “parallel state” metaphor is actually not an original one in the Romanian press discourse, as during the last decade it had made a career in the society and the press in Turkey during the presidency of Recep Erdogan. The aim of the paper is to demonstrate that in Romanian press, the “parallel state” metaphor is used in opposite ways depending on how the on-line news and political analysis platforms relate to political power (the governing coalition), resulting in two systems of thought: on the one hand the concept is taken seriously by the media favouring the power while, on the other hand, the metaphor is ironized by other platforms.

Case Study: Europa FM and Radio Romania Actualitati Antonia-Ioana Matei1, Florica Iuhaş2 Abstract: With Romania’s integration in the European Union, the media content related to the member states has acquired growing importance. The themes of journalism were enriched with new approaches towards national image in the European context and vice versa. At a first level, the study aims to conduct a quantitative analysis on the news topics broadcasted by Radio Romania Actualitati and Europa FM, for the duration of 32 days. The qualitative component focuses on the topics addressed in radio news in order to see what is the media content which reflects the image of the European Union. The findings show, beyond the numbers, that the editorial policy of the Romanian media is not concerned with the interests of the citizens - from the perspective of common themes - but rather with how can the EU, as a unified body, help member countries solve their problems.     Revista_comunicare_27_Special_issue.qxd 11/28/2012 2:14 PM Page 203 Nicolae PERPELEA* Media Diasporactivism and Diasporapathy in the News Community** Abstract The present study focuses on the thematization of the new Romanian diaspora’s experiences through the spectacular mechanisms of the media and on the subsequent production of active moral feelings, which in- tensify critical expressions and justificatory demands within various audiences – designated by the concept of “news community”. Generically, the term “diasporapathy” is used to characterize putative members of a diaspora who do not respond to the appeals of “diasporactivists”. This study is based on an anti-essentialist methodology (S. Fish, R. Brubaker, B. Anderson) and on L. Boltanski, L. Thevenot and L. Chouliaraki’s model of analyzing “distant” moral interpellations and the transfer of moral causes into “news speech”. In speech interactions – in the sample drawn from internet discussion forums – we observe how this di- asporic experience is used as a category of practice in order to articulate new claims and projects, apart from activating the “ideal diaspora” versus “diasporapathetic” behaviors in order to remake an ideal Romanian- ness within the new European area. Dr. Staicovici nr. 75, Forum 2000 Building, faza I, etaj 2, sector 5, BUCUREŞTI CUI 5888716 Fax: 0314004441 Întrunit în şedinţă publică în ziua de 20.02.2020, Consiliul Naţional al Audiovizualului a analizat raportul întocmit de Serviciul Inspecţie cu privire la reţeaua de comunicaţii electronice - staţia cap de reţea cu denumirea RCS&RDS Tulcea, aparţinând S.C. RCS&RDS SA. Distribuitorul de servicii S.C. RCS&RDS SA deţine avizul de retransmisie nr. A 7586/02.10.2012 pentru localitatea Tulcea, jud. Tulcea. Analizând raportul prezentat de Serviciul Inspecţie, membrii Consiliului au constatat că distribuitorul de servicii a încălcat prevederile art. 74 alin. (3) din Legea audiovizualului nr. 504/2002, cu modificările şi completările ulterioare, întrucât a retransmis servicii de programe fără a fi înscrise în oferta de servicii şi fără a solicita acordul Consiliului înainte de modificarea structurii acesteia. Potrivit dispoziţiilor invocate, distribuitorii de servicii pot modifica structura ofertei de servicii de programe retransmise numai cu acordul Consiliului. Potrivit raportului de constatare, în urma controlului efectuat de inspectorul teritorial al C.N.A. în data de 31.01.2020 în localitatea Tulcea, judeţul Tulcea, unde s-a efectuat un control la staţia cap de reţea cu denumirea RCS&RDS Tulcea, aparţinând S.C.
