Letter of Intent Between the City of Toronto and the City of (All Wards)

The Economic Development and Parks Committee recommends the adoption of the following report (May 23, 2002) from the Commissioner of Economic Development, Culture and Tourism:

Purpose:

To request that Council adopt the Letter of Intent between the City of Toronto and The City of Milan acknowledging the intent to strengthen economic and cultural links between the two cities.

Financial Implications and Impact Statement:

There are no financial implications resulting from the adoption of this report.

Recommendation:

It is recommended that the Letter of Intent between the City of Toronto and The City of Milan dated April 15, 2002, Attachment No. 1, be adopted by Council.

Comments:

The International Alliance Policy was approved by on Council December 3, 4, 5, 2001, which approved support for the City to pursue relationships with other international cities with similar economic and cultural characteristics. As a result staff have negotiated with the City of Milan a Letter of Intent to be approved by each Council, which will serve as the basis for a formal international alliance agreement. The actual terms of the relationship will be detailed in a formal agreement which is anticipated to conclude before year end 2002. The City of Toronto, Ontario, Canada and the City of Milan, Lombardy Region, Italy, hereby represented by the Mayor of Toronto, Mel Lastman, and the , Gabriele Albertini,

In the knowledge that international co-operation strengthens ties among people across the world; creates productive relations between cities and nations; and promotes the exchange of solutions for economic, social and environmental issues, and considering their similarities and the pivotal economic and cultural roles they play in their respective countries, and in their desire to strengthen economic and cultural links between Toronto and Milan in order to enhance the quality of life and economic well-being of their residents;

Have agreed as follows:

Toronto and Milan intend to promote business, trade and cultural relations between the two cities. The mode of this co-operation is set out in the following articles, which will form the basis of a formal international alliance agreement between the two cities.

Article 1: General Provisions

Both parties will promote economic, tourism, sport, cultural and multicultural development, understanding and co-operation so that the respective capabilities can be developed to the mutual benefit of both parties. The specific areas of co-operation will be developed in the formal agreement.

Article 2: Co-operative Activities

The following joint efforts will be undertaken as a component of the formal agreement to enhance, develop and promote friendly relations in order to achieve mutual economic and cultural benefits:

- trade missions to encourage information sharing and investment between business communities;

- exchange of current market information, business contacts and technical expertise;

- joint projects such as trade fairs and conventions to showcase the economies of both cities;

- targeted co-operative programs and information exchanges in key industries such as design, information technology, telecommunications, new media, tourism and financial services; Toronto City Council3 Economic Development and Parks Committee June 18, 19 and 20, 2002 Report No. 6, Clause No. 21

- mutual promotion of cities as tourist destinations;

- joint co-operation and promotion of their respective performing arts institutions, museums and art collections; and

- sharing of best practices of municipal services and new service delivery innovations.

Article 3: Implementation of Co-operative Activities

Co-operative activities will commence when initiated by one party and when the requested party considers it possible and desirable to comply with the proposal. The specifics of any approved co-operative activity will be confirmed in writing between the Parties or their agencies.

The parties will offer the necessary assistance in respect of visiting missions, including but not limited to, supplying relevant information and facilitating the introduction of visiting missions to their counterparts.

Article 4: Costs Related to Exchanges

Visiting delegations will be responsible for their own travel and accommodation costs.

Article 5: Other Possible Partners

For the above-mentioned activities, each party is free to seek logistical and organizational support from their respective General Consulates, Chambers of Commerce, Trade Bureaus, National Cultural Offices and other representative agencies.

Article 6: Formal International Alliance Agreement

This Letter of Intent will serve as the basis for a formal international alliance agreement, which will require respective City Council approval. Terms of the relationship will be detailed in the formal agreement. Both parties endeavour to conclude the formal agreement before year-end 2002.
