Foreign ICAO 3LD Additions, Deletions, and Modifications (Excluding U.S.) U.S. DEPARTMENT OF TRANSPORTATION N JO 7340.634 NOTICE FEDERAL AVIATION ADMINISTRATION Air Traffic Organization Policy Effective Date: April 28, 2021 Cancellation Date: April 28, 2022 SUBJ Foreign ICAO 3LD Additions, Deletions, and Modifications (excluding U.S.) 1. Purpose of This Notice. This notice modifies FAA Order JO 7340.2, Contractions, Chapter 3, Sections 1, 2, and 3, ICAO Aircraft Company Three-Letter Identifier and/or Telephony Designator. This notice reflects recent changes initiated by countries other than the United States (U.S.) including new ICAO three letter designators (3LDs), deletions of defunct ICAO 3LDs, and modifications to ICAO 3LDs, associated telephonies, and companies/agencies. This Notice supplements FAA Order JO 7340.2 until the additions and modifications are incorporated into the Order. This Notice does not replace or substitute for GENOTs issued by the Federal Aviation Administration (FAA) Air Traffic Organization (ATO) for ICAO 3LDs assigned and authorized for U.S. aircraft operators. 2. Audience. This notice applies to the following Air Traffic Organization (ATO) service units: Air Traffic Services, and System Operations Services; ATO Safety and Technical Training; and all associated air traffic control facilities. This notice is informational in nature and does not require documentation as supplemental training in FAA Form 3120-1, Training and Proficiency Record. 3. Where Can I Find This Notice? This notice is available on the MyFAA employee website at https://employees.faa.gov/tools_resources/orders_notices/ and on the air traffic publications website at http://www.faa.gov/air_traffic/publications/. 4. Source Document. The source document for the ICAO 3LD additions and modifications contained in this notice is ICAO Document 8585, Designators for Aircraft Operating Agencies, Aeronautical Authorities, and Services. The ICAO 3LD additions and modifications contained in this notice are valid as of the date indicated in the list title. This valid date will differ from the effective date of the notice due to the processing time needed by ATO to receive ICAO Document 8585 and identify the changes. 5. Procedures/Responsibilities/Action. The changes listed below are effective April 1, 2021. This notice is distributed to the following ATO service units: Air Traffic Services, Mission Support Services, and System Operations, and Safety and Technical Training; the Air Traffic Safety Oversight Service; the William J. Hughes Technical Center; and the Mike Monroney Aeronautical Center. 7. Background. Between the 3-4 month publication cycle of FAA Order 7340.2, GENOTs are issued by ATO, as necessary, to provide notification of ICAO 3LD additions and modifications for U.S. aircraft operators. The information and changes contained in these GENOTs are then incorporated into FAA Order JO 7340.2 when the publication cycle permits. However, foreign countries also process ICAO 3LD additions and modifications for foreign aircraft operators between these publication cycles. ATO does not issue GENOTs for these foreign ICAO 3LD additions and modifications leaving these changes to await the next publication date of FAA Order 7340.2 which could be 3-4 months. In an effort to notify ATC and the U.S. public of these foreign ICAO 3LD additions and modifications in a more timely manner, ATO will issue a Notice on an approximate monthly basis. The listings are extracted from ICAO Document 8585, Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services, and verified by ATO System Operations Security. We believe that we are in material compliance with all currently applicable laws and regulations. Civil Reserve Air Fleet. As part of our Charter business, Atlas and Polar both participate in the U.S. Civil Reserve Air Fleet (“CRAF”) Program, which permits the U.S. Department of Defense to utilize participants’ aircraft during national emergencies when the need for military airlift exceeds the capability of military aircraft. Participation in the CRAF Program could adversely restrict our commercial business in times of national emergency. Under the CRAF Program, contracts with the AMC typically cover a one-year period. We have made a substantial number of our aircraft available for use by the U.S. military in support of their operations and we operate such flights pursuant to cost-based contracts. Atlas bears all direct operating costs for both passenger and cargo aircraft, which include fuel, insurance, overfly, landing and ground handling expenses. However, the price of fuel used during AMC flights is fixed by the U.S. military. The contracted charter rates (per mile) and fuel prices (per gallon) are fixed by the AMC periodically.     L 194/22 CS Úřední věstník Evropsk é unie 2.6.2021 PROVÁDĚCÍ NAŘÍZENÍ KOMISE (EU) 2021/883 ze dne 1. června 2021, kterým se mění nařízení (ES) č. 474/2006, pokud jde o seznam uvádějící letecké dopravce, kteří podléhají zákazu provozování letecké dopravy nebo provozním omezením v Unii (Text s významem pro EHP) EVROPSKÁ KOMISE, s ohledem na Smlouvu o fungování Evropské unie, s ohledem na nařízení Evropského parlamentu a Rady (ES) č. 2111/2005 ze dne 14. prosince 2005 o vytvoření seznamu Společenství uvádějícího letecké dopravce, kteří podléhají zákazu provozování letecké dopravy ve Společenství, o informování cestujících v letecké dopravě o totožnosti provozujícího leteckého dopravce a o zrušení článku 9 směrnice 2004/36/ES (1), a zejména na čl. 4 odst. 2 uvedeného nařízení, vzhledem k těmto důvodům: (1) Nařízení Komise (ES) č. 474/2006 (2) vytváří seznam uvádějící letecké dopravce, kteří podléhají zákazu provozování letecké dopravy v Unii. (2) Podle čl. 4 odst. 3 nařízení (ES) č. 2111/2005 sdělily některé členské státy a Agentura Evropské unie pro bezpečnost letectví (dále jen „agentura“) Komisi informace, které jsou podstatné pro aktualizaci uvedeného seznamu. Podstatné informace poskytly i třetí země a mezinárodní organizace. Poskytnuté informace přispívají k závěru, že seznam by měl být aktualizován. (3) Komise informovala všechny dotčené letecké dopravce buď přímo, nebo prostřednictvím orgánů odpovědných za regulační dohled nad nimi o podstatných skutečnostech a úvahách, které budou základem pro rozhodnutí o uložení zákazu provozování letecké dopravy v Unii těmto dopravcům nebo o změně podmínek zákazu provozování letecké dopravy, který byl uložen jednomu leteckému dopravci uvedenému na seznamu v příloze A nebo B nařízení (ES) č.
