One of the main sources of research material was in his own words. An autobiography he was working on was never published, but it holds a fount of information and offers insight into his thoughts. I am grateful for two sources of the manuscript. Richard Tryon, who was working diligently on putting the manuscript into a read- able form, provided me with one version. The second version is in the archives at the George Marshall Library in Lexington, Virginia. When I obtained the photograph of the dedication of Rancho Boyeros Airport in Cuba, I could identify only two people in the picture. George G. Fariñas identi- fied everyone in the photo, for which I am deeply indebted. Eugenie Buchan, who is presently working on a doctoral dissertation about airpower and Sino-American relations during the period between the World Wars, not only provided me with a selection of photographs, she also identified the people in the photograph of the CAMCO Loiwing factory opening. The interlibrary loan system enabled me to tap into a wealth of sources. I was able to receive microfilm reels of the Miami Herald and the Miami Daily News as far back as the 1920s. Books from practically every library in the country, as well as graduate thesis manuscripts and monographs, were provided through the Steele Memorial Library in Elmira, New York. I wish to thank Owen Frank, Maria Rupp, Rose Woodard, Cola Thayer, and Pat Cuthbert at the Steele for the extra effort each made to fill my many requests. The presidential libraries—Hoover, Roosevelt, Truman, Eisenhower, Kennedy, and Nixon—provided me with material essential to this book. The James Marshall McHugh Papers at Cornell University were invaluable in presenting an unbiased portrait of the aviation business in China. vii 1 an adventurous early life Before the end of World War II, the U.S. government reached the conclusion that an effective intelligence-gathering service was vital for the nation’s security. The Office of Strategic Services (OSS) served that purpose during the war, but now it was deemed necessary to establish a permanent and well-funded organization. Congress approved the Central Intelligence Agency (CIA) as the entity to gather intelligence, interpret data, and make recommendations of policy to negate effec- tively foreign countries’ subversive activities. During the postwar years the power granted to the agency began expanding, and its original purpose seemed to have been forgotten. Covert activities against other countries, dossiers compiled on U.S. citizens and foreign nationals, illegal wiretapping, and the reading of private mail became commonplace CIA practices. The boundaries established at its formation began to be pushed beyond mandated congressional and presidential limits. In 1954, Congress established the Commission on Organization of the Executive Branch of the Government (known as the Hoover Commission), with one of its as- signed duties to study the organization and operations of the CIA. Its members were to review methods of agency operations and make recommendations to re- duce expenditures, eliminate duplication of services, define the responsibilities of agency officials, and consolidate functions for more effective performance. As the commission began its work, President Dwight D. Eisenhower ordered Director of Central Intelligence Allen W. Dulles to form a separate panel of consultants to review CIA covert activities. Fearful that the Hoover Commission would uncover embarrassing activities, Eisenhower directed the panel to “undertake a comprehensive study” of the CIA’s 3 4 Fledgling Entrepreneur covert operations and make recommendations to ensure “the field of foreign clan- destine operations is adequately covered and that there is no unnecessary duplica- tion of effort or expense.” While the Hoover Commission would be submitting its report to Congress, Eisenhower directed the special panel of consultants to send its findings in a classified and “top secret” report directly to him. In his directive dated July 26, 1954, Eisenhower asked the panel to consider the “relative costs of these operations” and to “equate the cost of the over-all efforts to the results achieved.”1 Lt. Gen. James H. Doolittle, who led the first bombing raid of Tokyo dur- ing World War II, headed the panel. Indications suggest that Eisenhower, and not Dulles or Doolittle, appointed the panel’s other three members. One of the mem- bers was William Birrell Franke, a Wall Street wizard who was serving as assistant secretary of the navy on financial matters and would later be appointed secretary of the navy during the period when planning of the Bay of Pigs operation began. The second member was Morris Hadley, chairman of the board of the Carnegie Corporation, whose law partner, John J. McCloy, would later serve on the Warren Commission investigating the death of John F. Kennedy. In 1967 Hadley’s family Rubicon Fund would be revealed as a conduit of CIA funds. The third appointee was William Douglas Pawley, a former ambassador to Peru and Brazil, a personal friend of Eisenhower’s, and a self-made millionaire businessman.2 The Doolittle Group, as the panel became known, held its first meeting on July 14, 1954, at CIA headquarters, where the CIA director and key members of his staff briefed the group’s members on problems they felt needed attention. Subsequent meetings included briefings by the Departments of Defense (DOD) and State, the Federal Bureau of Investigation (FBI), the Bureau of the Budget, the three armed services, and the Atomic Energy Commission (AEC). All paperwork was kept within the immediate office area; all working copies, files, and records were either destroyed or returned to their source; and no archives were developed. On September 30, 1954, the group’s sixty-nine-page report was sent to President Eisenhower.3 A White House press statement on information contained in the report con- cluded that the CIA was doing a “creditable job,” but there were areas in which “administration and operations can and should be improved.”4 The secret report made several recommendations to raise the competency level of CIA covert opera- tions. The suggestions were aimed at the core of the CIA’s function: An Adventurous Early Life 5 Elimination of personnel who can never achieve a sufficiently high degree of competence to meet the CIA standard. This will entail a substantial reduction in present personnel. There is no place in CIA for mediocrity. Continual improvement of the present excellent training facilities and capabilities in all covert activities to keep step with future requirements. Imposition of severe penalties upon employees at any and all levels who advertently or inadvertently violate security. The panel also emphasized the importance of covert operations in a “continu- ing cold war situation as well as the requirements of possible hot war” and stated that funding of such operations was vital to the security of the United States.5 As a peripheral member of the intelligence community, William Pawley aided in estab- lishing guidelines for the CIA that would affect U.S.

Graham was an owner and publisher of the Washington Post. She died last July, aged 84. Graham recounts a life filled with entertaining and influencing presidents, business leaders, and celebrities. Access to her world was largely constrained to rich American nobles. She affords fleeting glimpses of lower American classes across the chasm that separates hers from theirs. Graham’s life was centred around events defining Washington as a complex city state - a closed universe, but also the American political capital and a fulcrum of global events. She had remarkable friendships with exceptional people. She led a patrician's life launched by inherited wealth, but sustained by her intellect, resilience and terrier-like determination. Graham proved that women needn't be restricted to secondary roles as men rise to become the top dogs. Graham's father, a pup from a distinguished Jewish family, made a small fortune in California and on Wall Street between 1890 and 1916. Graham's mother was gentile and the daughter of a New York city lawyer. Katharine was raised on a manor by the Hudson River and in a large apartment in New York. She enjoyed an idyllic childhood interspersed with irritating episodes of anti-Semitism. Her wealth opened doors that for most of her contemporaries were forever locked regardless of their other personal attributes or potentials.

Block left his job at the Daily News in his native Chicago for Cleveland to be a cartoonist for the Newspaper Enterprise Service – a syndication company with the odd acronym NEA. He drew about the Depression and the New Deal and the rise of Fascist dictators in Europe – and he didn’t hesitate to let his readers know that he saw isolationism as a threat to Main Street America. After a time he couldn’t help but notice that NEA, which was owned by Scripps Howard, was getting “jittery” about his cartoons. His work expressed sharper opinions than his employers were accustomed to. And NEA was concerned that if a client cancelled Herblock, they might cancel the entire service. So when he was summoned to New York by Fred Ferguson, the NEA President – who was known around the office as Little Napoleon – and who started meetings by saying, “Well, have you seen what Roosevelt has done now?” It was pretty clear that Herb was about to be fired. He remembered sitting for a long time in the outer office cooling his heels, until Ferguson finally summoned him inside with what Herb remembered as an anguished smile – “an expression of mixed feelings never showed so clearly on a man’s face,” as Herb put it. It turned out that Ferguson had just been notified that Herblock had been awarded the Pulitzer Prize.
