Merrill Salve Regina University How then should human beings live? What is the best political order for man? Must social science restrict itself to accumulating knowledge about possi ble means for achieving the ends of policy, whatever those ends may be, without ever venturing to establish or judge the ends themselves? Max Weber's fact- value distinction says precisely that: no Ought can ever be derived from any Is. Why is that? Because the Is, the sensible facts of our existence, do not reveal our proper ends as human beings. In our moral perplexity, the universe remains silent. Yet politics must constantly assert the Ought. Should political candidates accept large financial contributions? Should the law execute murderers? Should the state compensate an individual when it takes his property for the public good? The language of politics is necessarily the language of good and bad, just and unjust, honorable and dishonorable. How are such questions to be answered if we cannot know the end at which we should aim? The question before us is whether Weber was right, whether science or human reason cannot, in fact, make any contribution to political discourse beyond the bare analysis of fact and comparison of means. Since fifth-century Athens, political philosophy has been the science con cerned with the relation between knowledge and action. Within the long tradi tion of political philosophy, the family of teachings that affirm the capacity of human reason to tell us how we should live has gone by the name of natural right or natural law. The greatest and most intriguingly ambiguous exploration of Weber's social science from the viewpoint of political philosophy is that by History.1 Leo Strauss in the second chapter of Natural Right and In this essay, I propose to undertake a detailed analysis of Strauss's argument in that densely written chapter. THE SOCRATIC ANSWER Strauss begins the chapter with a terse series of assertions and distinctions. Historicism claims to have demonstrated that natural right, the teaching that we can derive knowledge of our proper ends from knowledge of what is, is impossi ble because philosophy is impossible. Philosophy, to be possible, requires access interpretation, Fall 1999, Vol. 27, No. 4 Interpretation to an absolute horizon beyond the limited, contingent horizon given us by our particular time and place. Philosophy requires access to what is true without qualification, not simply what appears to be true to us here and now. But the possession of such an absolute horizon actually entails far less than we might at first imagine: philosophy does not require possession of wisdom or knowl edge of the good; it merely requires knowledge of the fundamental problems, the fundamental alternatives, that constitute the permanent horizon of the human condition. Thus, philosophy requires far less than natural right. Natural right implies the possession of wisdom; it requires a solution to the fundamental political problem of how we should live. "[P]hilosophy is only the necessary right" and not the sufficient condition of natural (NRH, p. 35). Yet political philosophy without a solution to the fundamental problem of politics is of no practical value; it cannot tell us how to act. Such a political philosophy would leave the goal of action to blind choice, to arbitrary will.

    Bringing in Darwin Bradley A. Thayer Evolutionary Theory, Realism, and International Politics Efforts to develop a foundation for scientiªc knowledge that would unite the natural and social sci- ences date to the classical Greeks. Given recent advances in genetics and evolu- tionary theory, this goal may be closer than ever.1 The human genome project has generated much media attention as scientists reveal genetic causes of dis- eases and some aspects of human behavior. And although advances in evolu- tionary theory may have received less attention, they are no less signiªcant. Edward O. Wilson, Roger Masters, and Albert Somit, among others, have led the way in using evolutionary theory and social science to produce a synthesis for understanding human behavior and social phenomena.2 This synthesis posits that human behavior is simultaneously and inextricably a result of evo- lutionary and environmental causes. The social sciences, including the study of international politics, may build upon this scholarship.3 In this article I argue that evolutionary theory can improve the realist theory of international politics. Traditional realist arguments rest principally on one of two discrete ultimate causes, or intellectual foundations. The ªrst is Reinhold Niebuhr’s argument that humans are evil. Social science must rather be taken to contribute to the true universal science into which modern science will have to be· integrated eventually.- Leo Strauss, Social Science and Humanism I. The Problem: The Crisis of Natural Right Can the insights of evolutionary biology resolve some of the deepest, problems of political philosophy? Some scholars think so. In recent years, a new Darwinian approach to political science has emerged, advocated by, among others, james Q. Wilson, Larry Arnhart, Roger Masters, Francis Fukuyama, and Robert McShea. 2 Drawing on contemporary ethology and sociobiology, these scholars point to-~ wealth of empirical evidence that moral inclinations such as care for kin, sympathy for others, and justice as reciprocity, arise not solely from variable cultural learning but from universal human biology; Moreover, they contend, the natural status of such moral proclivities makes sense in light of modern evolutionary theory: insofar as humans, like many other animals, require each other's assistance to secure their fundamental biological interests in survival and reproduction, it is· predictable that natural selection would over time favor those with spontaneous inclinations toward cooperation and sociability.     Interview with Roger Masters November 15, 20171 Gayle McKeen: This is Gayle McKeen here with Roger Masters. And he is going to start talking about Leo Strauss. Roger Masters: My history is I grew up in Greater Boston, I went to Newton High School, one of the best, it was like going to a prep school. And then I went to Harvard. My father had gone to Harvard, I was straight A at Newton, and so the first place I applied was Harvard. I had no trouble getting in. And I found Harvard very congenial. As a freshman, I got to know the master of Adams House a little bit in a class, so I applied for Adams House where he was the master of the house. And the reason is that he was interested in teaching, the politics of the Sherman Antitrust Act. And when I was a freshman, I took a course with an economist named Carl Kaysen, who ended up on the Council of Economic Advisors, really tough, smart guy. Palamountain was smart, too, but he wasn’t tough and aggressive the way Carl was. And I had those two who were my advisors for a thesis on economic theory and the Sherman Antitrust Act. I wanted to connect the economics of it and the politics of it; that is, that I realized is, [as] you’ll see throughout my career, is that connecting different things has always been the critical thing in my research. And that book, 101 Top Industry Experts, I’m the first person with executive spotlights for that reason, because it is very rare that academics do this.
