    The I and the We: Individuality, Collectivity, and Samoan Artistic Responses to Cultural Change April K Henderson That the Samoan sense of self is relational, based on socio-spatial rela- tionships within larger collectives, is something of a truism—a statement of such obvious apparent truth that it is taken as a given. Tui Atua Tupua Tamasese Taisi Efi, a former prime minister and current head of state of independent Sāmoa as well as an influential intellectual and essayist, has explained this Samoan relational identity: “I am not an individual; I am an integral part of the cosmos. I share divinity with my ancestors, the land, the seas and the skies. I am not an individual, because I share a ‘tofi’ (an inheritance) with my family, my village and my nation. I belong to my family and my family belongs to me. I belong to my village and my village belongs to me. I belong to my nation and my nation belongs to me. This is the essence of my sense of belonging” (Tui Atua 2003, 51). Elaborations of this relational self are consistent across the different political and geographical entities that Samoans currently inhabit. Par- ticipants in an Aotearoa/New Zealand–based project gathering Samoan perspectives on mental health similarly described “the Samoan self . as having meaning only in relationship with other people, not as an individ- ual. This self could not be separated from the ‘va’ or relational space that occurs between an individual and parents, siblings, grandparents, aunts, uncles and other extended family and community members” (Tamasese and others 2005, 303).

In an urbanized world, countries are apt to be judged according to their degree of urbanization. A glance at the map shows that the under-developed countries are also, by and large, rural. Cities have long existed in Africa, of course. From the ancient trade and cultural centers of Carthage and Alexandria to the mediaeval sultanates of East Africa, urban life has long existed in some degree or another. Yet none of these cities changed significantly the rural character of the African hinterland. Today the city needs to be more than the occasional market place, the seat of political authority, and a haven for the literati. It remains these of course, but it is much more. It must be the industrial and economic wellspring of a large area, perhaps of a nation. The city has become the concomitant of industrialization and industrialization the concomitant 1 2 of the revolution of rising expectations. African cities today are largely the products of colonial enterprise but are equally the measure of their country's progress. The city is witness everywhere to the acute personal, familial, and social upheavals of society in the process of urbanization.

Despite the acknowledged importance of marine resources for food security, Samoan fisheries landings have been under-reported since the FAO started reporting fisheries catch data on behalf of Samoa in 1950. Catches are particularly under-represented in the early years, but reporting has improved somewhat since the 1990s. Using a consumption-based approach, we linked historical information with current patterns of marine resource use to create a complete time series of total marine fisheries catches over the 1950 to 2010 time period. Estimated total marine fisheries catches were 627,700 t for the 1950-2010 period, which is 2.8 times the reported landings submitted to the FAO of almost 220,900 t. In recent years, total reconstructed catches included estimates of under-reported subsistence and artisanal catches, by-catch and discards. This study illustrates the importance of small-scale fishing in Samoa, as well as a need for better monitoring of all fisheries sub-sectors to prevent further declines in fisheries resources vital to food security.
