    105th CONGRESS Printed for the use of the 1st Session Commission on Security and Cooperation in Europe Current Situation in Croatia March 21, 1997 Briefing of the Commission on Security and Cooperation in Europe ABOUT THE ORGANIZATION (OSCE) The Conference on Security and Cooperation in Europe, also known as the Helsinki process, traces its origin to the signing of the Helsinki Final Act in Finland on August 1, 1975, by the leaders of 33 European countries, the United States and Canada. Since then, its membership has expanded to 55, reflecting the breakup of the Soviet Union, Czechoslova- kia, and Yugoslavia. (The Federal Republic of Yugoslavia, Serbia and Montenegro, has been suspended since 1992, leaving the number of countries fully participating at 54.) As of Janu- ary 1, 1995, the formal name of the Helsinki process was changed to the Organization for Security and Cooperation in Europe (OSCE). The OSCE is engaged in standard setting in fields including military security, economic and environmental cooperation, and human rights and humanitarian concerns. In addition, it undertakes a variety of preventive diplomacy initiatives designed to prevent, manage and resolve conflict within and among the participating States. The OSCE has its main office in Vienna, Austria, where weekly meetings of permanent representatives are held. In addition, specialized seminars and meetings are convened in various locations and periodic consultations among Senior Officials, Ministers and Heads of State or Government are held. Later, in the fi rst half of the 13th century, Nemanja’s son and hagiographer, the fi rst crowned king Stefan Nemanjić utilized a specifi c technical term “thrice-accursed” (τρισκατάρατος – трьклет) in his account of the council that was convened. Our aim is to present the levels of cultural and literary traditions which were transmitted from various Byzantine literary genres, which stem from the attic oratory as far as the 4th century B.C. (Demosthenes’ Oration against Aristogeiton), through the literary works of the rhetor Lucian the Sophist in the second century A.D., and which later entered Byzantine tradition through pseudo-Chrysostomian works, and the liturgical and historiographical texts of authors such as Romanos Melodos, George the Monk, and Constantine Manasses. We aim to present both the development in the meaning of the term thrice-accursed in its long historical path from Demosthenes to Manasses, its shift from ancient pagan to Christian semantics and thus utilization in various genres of Byzantine literature, and fi nally its infl uence on the genre of Serbian medieval hagiography, especially in the works of Stefan the First-Crowned and archbishop Danilo II in his Lives of Serbian kings and archbishops.

Tongues of flame from one of the chimneys belonging to the northwestern Abbot’s Lodge (Hegumenariya) swept through wooden beams under the stone-coated roof, spreading onto the entire northern half of the monastery complex. The devastating blaze inflicted grave damage on 54,5% of the complex, destroying 5897 out of 10813 square meters of usable space. Tiers of spiritual, architectural and artistic heritage laid down mostly between the end of the th16 and the mid-19th century, with certain, especially lower parts, built much earlier, perished in flames, one after another. As many as four chapels were severely damaged or completely destroyed, along with the oldest preserved monastic cells on Mount Athos dating back to the end of the 16th century. The 2004 fire was the largest since 1722, when almost the entire southern wing of the monastery had been burnt to the ground.     ABDUCTIONS AND DISAPPEARANCES OF NON-ALBANIANS IN KOSOVO 24 March 1999 – 31 December 2000 1 2 At least 932 non-Albanians disappeared or were abducted in the period from the deployment of the international peacekeeping force (KFOR) in Kosovo on 12 June 1999 up to 31 December 2000. Field research by the Humanitarian Law Center (HLC) brought out that Serbs, Roma, Montenegrins and Bosniacs went missing on a daily basis from 12 June to 1 September 1999, in which period 835 non-Albanians were abducted or disappeared. The whereabouts of 593 remain unknown. The Kosovo Liberation Army (KLA) released 141 persons, 24 were able to escape from KLA prisons, 13 were set free by KFOR, and 62 were killed after being abducted. The missing persons are mainly civilians. Of the 593 non-Albanian missing registered by the HLC, 257 were taken by KLA members or individuals acting in its name and all trace of them was subsequently lost, while 336 disappeared in unclear circumstances. The greatest number of disappearances was registered in cities and towns in which there was no violence on a larger scale by Serbian forces against ethnic Albanians during the NATO bombing. In the period from 12 June to 1 September 1999, 121 non-Albanians disappeared in Prizren: 51 were taken by KLA members and their whereabouts remain unknown; 42 disappeared in unclear circumstances; five were killed after being taken; and 23 were released by the KLA or through the intervention of KFOR. In Priština in the same period, 142 non-Albanians disappeared, of whom 27 were released by the KLA a few days later.

    BALCANICA POSNANIENSIA XXII/1 IUS VALACHICUM I Poznań – Bucharest 2015 MEDIEVAL NAME AND ETHNICITY: SERBS AND VLACHS Şt e f a n St a r e ţ u ABSTRACT: In this paper I show that in the medieval period, a strong aristocracy with elements connected to Serb identity, existed in north-eastern Hungary. We can say that this comes from an ancient symbiosis. The gre- at noble families of Maramuresh have in common an orthodox identity, which shows traces of links with the Serbian church and the Serbian aristocracy. This is in contrast with the image of the peasant class of the Vlachs, and shows that this migration of the Vlachs from south to north probably was generated by the coming into Hungary of noble elements from Serbia, in the context of Stefan Vladislav and his influence in Hungarian poli- tics in the XIII-XIVth century. Maramuresh is the strongest region of orthodox nobility in Hungary, and in this study I show elements spending a wide chronological range that are clues and remnants of the Balkan past, iden- tity and connections of this region and it’s elites. The social and ethnical processes in the region are determined in the wider context of connections between Serbia and Hungary, and the presence of the Serbian orthodox chur- ch in the region as the church of the elites. The catholic establishment of Hungary accepted this autonomy, and this ecclesiastical independence, and integrated the orthodox elites, many families forming family ties with high Hungarian nobility, and thus bringing a dual identity to the region.

    OTMICE I NESTANCI NE-ALBANACA NA KOSOVU 24. mart 1999 – 31. decembar 2000. godine Od dolaska međunarodnih snaga (KFOR) na Kosovo, 12. juna 1999. godine, do 31. decembra 2000. godine nestalo je pod nerazjašnjenim okolnostima 1 ili je oteto 2 najmanje 932 ne-Albanaca. Istraživanje Fonda za humanitarno pravo (FHP) pokazuje da su se otmice i nestanci Srba, Roma, Crnogoraca i Bošnjaka svakodnevno događali u periodu od 12. juna do 1. septembra 1999. godine. U tom periodu oteto je ili nestalo 835 ne-Albanaca. Sudbina 593 osobe još uvek nije razjašnjena. Oslobodilačka vojska Kosova (OVK) pustila je na slobodu 141 osobu iz zatvora pod njenom kontrolom, 24 osobe uspele su da pobegnu iz zatvora OVK-a, 13 nezakonito uhapšenih oslobodili su pripadnici KFOR-a i 62 osobe su ubijene posle otmice. Nestale osobe uglavnom su civili. Od 593 nestalih, koliko je FHP registrovao, 257 ne- Albanaca su uhapsili pripadnici OVK ili pojedinci u njeno ime. Svima se gubi trag posle zatvaranja. 336 ne-Albanaca nestalo je pod nerazjašnjenim okolnostima. Najveći boj nestanaka dogodio se u gradovima u kojima nije bilo, u vreme NATO bombardovanja, masovnijeg nasilja srpskih snaga prema albanskim civilima. U vremenu od 12. juna do 1. septembra 1999. godine u Prizrenu nestao je 121 ne- Albanac: 51 su uhapsili pripadnici OVK i od tada im se gubi trag, 42 osobe su nestale pod nerazjašnjenim okolnostima, petoro je ubijeno posle zatvaranja i 23 osobe su oslobođene, odlukom OVK-a ili posredstvom KFOR-a.
