Oxford Research Group | June 2010 International Security Monthly Briefing – June 2010 AFGHAN OPTIONS Paul Rogers Introduction Barely a month after the UK election, the incoming Prime Minister, David Cameron, visited British troops stationed in Helmand Province in Afghanistan. Four aspects of the visit were indicative of the situation facing British and other NATO forces there. One was that Cameron was able to offer vigorous support for the British troops, knowing that this would be popular within the UK. While the war may be controversial across large swathes of the population, public support for the troops, as distinct from the war, remains high. This was the positive element but the other aspects were most certainly not. In the week before he was there, 26 NATO soldiers were killed and scores injured in a series of attacks. Even Mr Cameron’s visit was affected by the levels of violence as his planned visit to a forward operating base was cancelled after his helicopter was already airborne following receipt of intelligence that the base would be subject to a Taliban attack. This incident supported the view that paramilitaries have extensive intelligence of forthcoming coalition operations. It followed a rocket attack on a major Jirga meeting in Afghanistan a week earlier, which was undertaken in spite of around 12,000 security forces being assembled to guard the Jirga. The final aspect was that Mr Cameron announced that the British Army planned to double the numbers of specialist bomb disposal personnel to be deployed in Afghanistan. This was in response to sustained loss of life and serious injuries to UK troops caused by improvised explosive devices, especially in their main areas of operation in the northern part of Helmand Province. -

Despite an increase in U.S. forces there during 2006-2008, insurgents were expanding their area and intensity of operations, resulting in higher levels of overall violence. There was substantial Afghan and international disillusionment with corruption in the government of Afghan President Hamid Karzai, and militants enjoyed a safe haven in parts of Pakistan. Building on assessments completed in the latter days of the Bush Administration, the Obama Administration conducted two “strategy reviews,” the results of which were announced on March 27, 2009, and on December 1, 2009, respectively. Each review included a decision to add combat troops, with the intent of creating the conditions to expand Afghan governance and economic development, rather than on hunting and defeating insurgents in successive operations. The new strategy has been propounded by Gen. Stanley McChrystal, who was appointed top U.S. and NATO commander in Afghanistan in May 2009. In his August 30, 2009, initial assessment of the situation, Gen. McChrystal recommended a fully resourced, comprehensive counter-insurgency strategy that could require about 40,000 additional forces (beyond 21,000 additional U.S. forces authorized in February 2009). 8. The Ethnicisation of the Conflict As the result of regionalisation each of the parties was inevitably driven to recruit from a constituency which increasingly comprised a single ethnicity. Between 1994 and 1998 the political disposition on the ground and that of the major ethnic groups largely coincided. Hezb-i Wahdat was entirely Hazara, Jombesh was predominantly Uzbek, Jamiyat-i Islami was for the most part Tajik,and the Taliban drew its membership essentially from the Pushtuns. In this situation some parties used the rhetoric of community to mobilise support; the appeal to the jihad was no longer sufficient to guarantee support for a group.The situation of Hezb-i Islami exemplified this transfor- mation. To offset its marginalisation Hekmatyar increasingly turned to the argument that Pushtun interests must be defended, an argu- ment presented at first in less formal contexts but in due course more overtly,as in the party’s daily newspaper Shahadat. This appeal to community solidarity was logical in view of the much increased tension between communities manifested in massa- cres targeted against particular communities. The towns, and in par- ticular the capital, had ceased to be ethnic melting-pots. In pre-war times inhabitants of different ethnic origins had made their homes in their own particular areas of Kabul, but the existence of the govern- ing class and the effects of the urban way of life served to foster the emergence of a Kabuli identity. This tendency lost its momentum when the war began. In Mazar-i Sharif in the 1990s recurrent cla- shes had weakened the urban identity,so that relationships between ethnicities deteriorated. -

Clark Unit: 1st Battalion, 6th Marine Regiment Location: Marjah, Afghanistan Counting the close calls FORWARD OPERATING BASE MARJAH, Helmand Province, Islamic Republic of Afghanistan – I’m not an infantryman, far from it. I’m as much of a Pog (meaning person other than grunt) as one can be, but with the Marine Corps being what it is, even Pog’s are afforded the opportunity to see combat. While in Helmand Province, Afghanistan with 1st Battalion, 6th Marine Regiment, I’ve nearly been shot several times. I’ve wound up pinned down in a muddy canal by sniper fire and have watched stunned as a rocket-propelled grenade spiraled through the air, bounce of a doorframe and skid to a halt, ten feet away. After the first time you take contact, the elation and excitement starts to fade. The next time you don’t smile as wide or laugh as hard, and soon after that you’ve stopped grinning entirely. Without ever meaning to, I find myself making a mental checklist. Small-arms fire? Check Sniper fire? Check RPG’s? Check IED? Blank You stop looking at what has happened and begin to wonder about what will happen. Based on what you’ve gone through, what do you have left? How many more close calls do you have in you? Will there be enough? With this realization, you begin to look at things differently. You take stock of yourself, of what you have accomplished and what you still need to do. In an effort to better explain this, I spoke with other Marines in the battalion about their closest calls and the lasting impressions they left. -
