Forum of Federations 75 Albert Street, Suite 411 Ottawa, Ontario (Canada) K1P 5E7 Tel: (613) 244-3360 Fax: (613) 244-3372 [email protected] Bending the Constitution: The new Regulation of Intergovernmental Fiscal Relations in Germany 3 Introduction On June 1 and 2, 2017, the German federal parliament adopted a set of new regulations, scheduled to take effect in 2020, reforming the intergovernmental fiscal relationship between the federation and the 16 federal states — called Länder — in Germany. These new regulations initiate sweeping change to the federal structure of the constitution.1 On July 13 and August 17, 2017, the new laws were published in the federal law gazette,2 despite concerns expressed by Federal President Frank Steinmeier in a letter to the Federal Chancellor Angela Merkel.3 At the heart of this reform is a profound change in the fiscal constitution, from its traditional horizontal arrangement among the Länder towards a vertical one. The history of German federalism, since 1949, has been characterized as a “unitary federal state,” which is how it was originally described in 1962 by Konrad Hesse.4 Over time, the Länder have often been willing to hand over legislative powers to the federal government, normally in exchange for the right to share decision-making via the Bundesrat. -

The weight of the electorates | Fondation pour l’innovation politique I. DISTINGUISHING BETWEEN THE WEIGHT OF ELECTORATES AND THE ELECTORAL WEIGHT OF PARLIAMENTARY GROUPS The Fondation pour l’innovation politique wished to reflect on the European elections in May 2019 by assessing the weight of electorates across the European constituency independently of the electoral weight represented by the parliamentary groups comprised post-election. For example, we have reconstructed a right-wing Eurosceptic electorate by aggregating the votes in favour of right-wing national lists whose discourses are hostile to the European Union. In this case, for instance, this methodology has led us to assign those who voted for Fidesz not to the European People’s Party (EPP) group but rather to an electorate which we describe as the “populist right and extreme right” in which we also include those who voted for the Italian Lega, the French National Rally, the Austrian FPÖ and the Sweden Democrats. Likewise, Slovak SMER voters were detached from the Progressive Alliance of Socialists and Democrats (S&D) Group and instead categorised as part of an electorate which we describe as the “populist left and extreme left”. A. The data collected The electoral results were collected list by list, country by country 1, from the websites of the national parliaments and governments of each of the States of the Union. We then aggregated these data at the European level, thus obtaining: – the number of individuals registered on the electoral lists on the date of the elections, or the registered voters; – the number of votes, or the voters; – the number of valid votes in favour of each of the lists, or the votes cast; – the number of invalid votes, or the blank or invalid votes. -

Danach folgt das Hauptthema meiner Arbeit, die Ausführung des Projekts und deren Resultate. Abschließend werden die Schritte seit der Stilllegung und die allgemeinen Reaktionen beschrieben. Arguments for basic income, universal pensions and universal child benefits in Norway Christian Petersen Master thesis Department of Comparative Politics University of Bergen June 2014 Abstract Basic income is a radical idea which has gained more attention in many countries in recent years, as traditional welfare states are having trouble solving the problems they were created to solve. Basic income promises to solve many of these problems in an effective and simple way. The purpose of this thesis is to study basic income in a way which can supplement the existing literature, and make it relevant in a Norwegian perspective. Hopefully this can contribute towards placing basic income on the political agenda and in the public debate. A large amount of literature is written on basic income, but by comparing the arguments used to promote a basic income with empirical data from previously implemented social policy in Norway, I hope to contribute towards an area which is not well covered. To do this I identify the arguments used to promote a basic income, and compare them to the arguments used to promote other universal social policy in Norway at the time they were introduced. The empirical cases of the universal child benefit and the universal old age pension in Norway has been chosen, because they resemble a basic income in many ways. The study is of a qualitative nature, and the method of document analysis is used to conduct the study. The data material for basic income is mainly scholarly literature. The data materials used for the analysis of the child benefit scheme and the old age pension are government documents, mainly preparatory work for new laws, legal propositions put forward in parliament, white papers, and transcripts of debates in parliament.
