SY: Good afternoon, everybody. My name is Amadou Sy, and I am the director of the Africa Growth Initiative here at Brookings. It's a pleasure to have you all this afternoon to discuss China's engagement in Africa, and this is the launch of David's latest publication with the same title, “From Natural Resources to Human Resources,” which is an interesting title. I'm sure you will have lots of questions. We'll let David make a 20-minute presentation, and then we'll have a panel, I'll introduce the panelists a little bit later, but we have the ambassador, madam ambassador representing Uganda; and we have Wenjie who is joining us from the IMF. So, before I give you the floor, David, he doesn’t need much introduction but let me go ahead. So, David is a senior fellow with the John Thornton China Center, and prior to joining Brookings David was, from 2009 to 2013, the U.S.
