Normele privind implementarea amplă a legislației FIRRMA (Foreign Investment Risk Review Modernization Act, respectiv Legea privind modernizarea analizei riscului investițiilor străine), care a lărgit autoritatea CFIUS (Committee of Foreign Investment in the United States) pentru a putea rezolva mai eficient problemele de securitate națională izvorâte din anumite tipuri de investiții și tranzacții imobiliare, vor intra în vigoare pe data de 13 februarie a.c. Între altele, aceste reglementări vor pune în practică noile atribuții ale CFIUS de a analiza (a) anumite investiții străine, făcute fără preluarea controlului, în anumite companii americane implicate în tehnologii critice pentru securitatea națională a SUA, sau în infrastructura critică, sau în companii care lucrează cu date personale și (b) anumite tranzacții imobiliare în care sunt implicate persoane străine. Prima dintre noile reglementări reflectă extinderea jurisdicției CFIUS și asupra investițiilor fără preluarea controlului, investiții în baza cărora se care acordă anumitor persoane străine fie un anumit acces și anumite drepturi, fie implicarea în operațiuni în SUA care (a) produc, proiectează, testează, procesează, asamblează sau dezvoltă una sau mai multe tehnologii critice (ex. legat de anumite articole care fac obiectul controlului exporturilor, precum și biotehnologii emergente sau fundamentale, controlate în baza Export Control Reform Act din 2018), (b) deține, operează, procesează, furnizează sau prestează servicii pentru infrastructura critică (ex. telecomunicațiile, energia, utilitățile și transportul), sau (c) asigură mentenanța, sau colectează date personale sensibile despre cetățenii SUA care pot fi exploatate de o manieră care constituie o amenințare la securitatea națională. Conform Departamentului Trezoreriei, procesul de analizare realizat de către CFIUS rămâne, în general, bazat pe voluntariat, și în virtutea acestor norme (ex. părțile pot alege dacă să completeze sau nu o notificare, sau să depună o declarație succintă prin care anunță CFIUS cu privire la o investiție aflată sub incidența legislației, pentru a putea primi o așa-numită „letter of safe harbour”, după care, de regulă, CFIUS nu va iniția o analiză. Cu toate acestea, completarea declarației este obligatorie pentru anumite tranzacții aflate sub incidența legislației, respectiv atunci când un guvern străin dobândește interese substanțiale în anumite companii americane. În plus, noile reglementări impun o cerință obligatorie de declarare cu privire la tranzacțiile aflate sub incidența legii și care implică anumite companii americane care produc, proiectează, testează, procesează, asamblează sau dezvoltă una sau mai multe tehnologii critice. În virutea acestei cerințe și luând în considerare data ei de intrare în vigoare (13 februarie a.c.), programul-pilot aferent, pe care CFIUS l-a desfășurat până acum va înceta la 12 februarie. În timp ce multe din prevederile programului-pilot sunt incluse în noile reglementări, Departamentul Trezoreriei intenționează să elaboreze o propunere separată, care să revizuiască aceste cerințe de declarare obligatorie, astfel încât ele să nu mai fie bazate de codurile din sistemul de clasificare industrial nord- american (NAICS), ci pe cerințele de licențiere aferente controlului exporturilor. Calea Victoriei Nr. 152, Sector 1, București Tel: +4 021 2025 152 Email: [email protected] www.imm.gov.ro Serviciul Comunicare și Relații Publice O a doua nouă reglementare implementează autorizarea CFIUS, în baza FIRRMA, de a analiza achizițiile sau închirierile de către persoane străine de proprietăți imobiliare în SUA care sunt localizate în interiorul-sau funcționează ca parte a-unui port maritim sau aeroport, precum și al anumitor altor tipuri de proprietăți imobiliare, atunci când tranzacția acordă persoanei străine anumite drepturi asupra acelei proprietăți. Cu toate acestea, reglementarea nu impune o cerință obligatorie de depunere de declarație pentru acest gen de tranzacții și părțile implicate în ele pot alege să depună o notificare, sau o declarație succintă, cu scopul de a se califica pentru obținerea unei „letter of safe harbour”. Trezoreria menționează că aceste reglementări, aflate în forma finală în care vor intra în vigoare, conțin unele modificări față de versiunile propuse comentariilor, inclusiv adăugarea definirii „locului principal de desfășurare a afacerii” (cu privire la care comentariile publice vor fi acceptate până la data de 18 februarie a.c.) și modificarea excepțiilor pentru anumite tipuri de afaceri imobiliare legate de aeroporturi și porturi maritime. În plus, Trezoreria va elabora o reglementare nouă, care va stabili comisioanele pentru tranzacțiile aflate sub incidența noii legislații și pentru care se depune o notificare scrisă. General Motors (GM) investește 3 miliarde de dolari, Cadillac va fi un automobil electric în anul 2030. În 2030, dacă nu chiar toate, cele mai multe dintre modelele Cadillac vor fi automobile electrice. Planurile, destul de ambițioase, au fost publicate prin bunăvoința președintelui Cadillac, Steve Carlisle, care, de asemenea, a subliniat creșterea vânzărilor pe piața Chinei, anul trecut, cu peste 10%. Potrivit lui Carlisle, 2020 va fi primul an în care Cadillac va înregistra o creștere a vânzărilor sale în SUA, după 2013. Agenția Reuters a anunțat că GM (compania-mamă a Cadillac) intenționează să demareze producția de modele mari SUV sub marca Cadillac, în 2023, ca parte a investiției de 3 miliarde dolari pe care GM o face la uzinele din Detroit-Hamtramck. Noul SUV electric al Cadillac va fi similar modelului Escalade și președintele Carlisle a lăsat ușa deschisă pentru continuarea vânzării de către GM a modelelor bazate pe motoare cu combustie internă, atâta vreme cât există cerere pentru acestea. Cel mai mare producător nord-american de autoturisme va întâmpina aceleași probleme familiare celorlalți producători de autovehicule electrice prezenți pe piața SUA, între care inclusiv cerința privind o distanță de 300-400 de mile parcurse cu o singură încărcare a bateriilor și un timp scurt de încărcare a acestora. GM planifică să mai împrospăteze încă o dată actualele modele de pe piață, înainte de a se concentra pe producția de automobile electrice. În plus, va renunța la tradiționalele combinații de numere și litere pentru desemnarea modelelor sale, urmând a acorda automobilelor electrice nume proprii. (Sursa: ThomasInsight) Toyota finalizează modernizarea uzinei din Indiana, reprezentând o investiție de 1,3 miliarde dolari. Pe 17 ianuarie 2020, conducerea Toyota Indiana a anunțat finalizarea investiției la uzina sa din Princeton. Anunțată, inițial, în 2017, investiția a fost extinsă cu circa 700 de milioane dolari, adăugând 550 de noi locuri de muncă și reechipând complet uzina, folosind cele Calea Victoriei Nr. 152, Sector 1, București Tel: +4 021 2025 152 Email: [email protected] www.imm.gov.ro Serviciul Comunicare și Relații Publice mai avansate tehnologii din sector. Din 1996 și până în prezent investiția totală în uzina de la Princeton a fost de circa 5 miliarde dolari, ceea ce a condus la crearea a peste 7000 de locuri de muncă, capacitatea uzinei fiind de peste 420 de mii de autovehicule, anual. Noua investiție constituie parte a unui plan mai amplu al Toyota de a investi 13 miliarde dolari în operațiuni pe teritoriul SUA, pe o perioadă de 5 ani care se încheie în 2021. Până la momentul actual, Toyota a angajat investiții de circa 7,1 miliarde dolari, din totalul de 13 miliarde, dar investițiile sale cumulate în SUA depășesc 28,4 miliarde dolari. „Parte a succesului extraordinar pe care îl are Toyota în în America de Nord este aceea că producem aceste vehicule acolo unde le vindem” a declarat Christopher Reynolds, oficial din administrația uzinei din Princeton. Pentru a îmbunătăți viteza de operare, competitivitatea și transformarea uzinelor de asamblare din America de Nord pe baza platformelor și arhitecturii comune, Toyota va finaliza, până în 2022, următoarele modificări: Uzina din Princeton-Indiana: producția se va concentra pe SUV-uri și minibuze de mărime mijlocie, incluzând modelele Toyota Highlander, Highlander Hybrid și Toyota Sienna. Uzina va înceta producția modelului (SUV mare) Sequoia, în 2022. Uzina din San Antonio-Texas: producția se va concentra pe camionete cu șasiu lung și SUV-uri; va continua să asambleze modelul Tundra (camionetă mare) și va demara asamblarea modelului Sequoia începând din 2022, după ce, spre finele lui 2021, va înceta producția modelului Tacoma (camionetă mijlocie); producția va rămâne la nivelul de 208 mii unități anual și a fost anunțată o investiție de 391 milioane dolari în crearea de capabilități multi-vehicule; investiția totală în această uzină depășește 3 miliarde dolari, numărul total de locuri de muncă fiind de 3200. Uzina din Guanajuanto (Mexic): în decembrie 2019 a demarat asamblarea modelului Tacoma (pe care îl producea, anterior, începând din 2004, doar uzina Toyota din Bajo California); ambele uzine vor continua să se axeze pe producția de camionete de capacitate mijlocie; producția la uzina din Guanajuanto rămâne la nivelul de 100 de mii de unități pe an,

Historically, the first major research into AI was initiated in the Soviet Union in 1954 (under the roof of Moscow State University) as an interdisciplinary initiative, assembling prominent Soviet physiologists, linguists, psychologists and mathematicians. In 1988, the Association of Artificial Intelligence (AAI) was inaugurated and brought together 300 Soviet researchers. Nonetheless—similar to some other technological novelties of the time, including the Internet—the Soviet authorities failed to fully comprehend the future potential of AI, and both state interest and funding flagged. A similar trend continued after the dissolution of the Soviet Union in 1991. Only in recent years has there been a visible shift in the Russian state’s approach to the issue. Assessing Moscow’s current policies in this domain, the development of AI (and related technologies) could serve the country’s strategic objectives in three main areas.

The North African conflict has widened in recent months after Turkey began supporting the UN-recognized Government of National Accord in their fight against Haftar, the leader of the Russia-backed Libyan National Army. Haftar controls large swaths of eastern Libya and is trying to dislodge the GNA from the capital city, Tripoli. In addition to releasing images of what are being called disguised Russian MiG-29 warplanes and other aircraft in southern Libya, U.S. sources also claim that Wagner, a Russian mercenary outfit that has gained notoriety for its activities in Ukraine and Syria, has deployed personnel to assist Haftar and his forces. Russia also appears to be providing Haftar and his men with advanced anti-aircraft systems. When Turkish-backed Libyan forces recently captured the al-Watiyah airbase in the country's west, they discovered a disabled unit of the Pantsir-S1 anti-aircraft missile system. The Pantsir-S1, known by NATO forces as the SA-22 Greyhound, has been a staple of military forces loyal to President Bashar Assad in Syria for the past several years. The system is capable of shooting down drones, and has been a nuisance for Turkish planes over Libya.
