THE NOTION OF “KAZAKHNESS” BEHIND THE SYMBOLIC NATION-BUILDING OF KAZAKHSTAN Narek Mkrtchyan Yerevan State University Abstract The paper deals with the processes of overcoming Russian ‘colonial’ impediments to the creation of symbolic spaces for the emergence of a new national self- consciousness in Kazakhstan. The paper highlights the importance of Nazarbaev’s decision to transfer to and construct a new capital Astana in fostering the ideas of national identity and ethnic belonging. Therefore, an attempt has been made to observe the phenomena of urbanization and reformulation of state symbols in explaining both ethnic and civic mechanisms of influences on people’s consciousness. Additionally, the works of various Kazakh intellectuals and cultural figures have been taken into consideration to examine the notion of Kazakhness and its’ contribution to the development of the Kazakh national identity. Content analysis of architectural design of Astana and state symbols is essential to understand the vision of Kazakhstan’s imagined future. Introduction After the breakdown of the Soviet Empire all post-communist regimes emphasized the role of ethno nationalism in establishing new nation-building projects. The model of Kazakhstan’s nation building is quite unique in terms of harmonious interethnic coexistence of a multiethnic society. Since independence President Nazarbaev initiated serious programs in an effort to start active nation-building processes. As a matter of fact, Nazarbaev’s nation and state building policies are represented for the Kazakhs as a civilizational endeavor. Nazarbaev took Kazakhstan through large scale administrative, legislative, social, economic and political reforms. -

ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. 54he American Univeniy LAW REVIEW VOLUME 9 JUNE 1960 NUMBER 2 MAIN TRENDS IN THE SOVIET REFORM OF CRIMINAL LAW Kazimierz Grzybowski* I. THE fourteen laws adopted by the Supreme Soviet on December 25, 1958, which together have laid the foundations for the reform of Soviet criminal law and the administration of justice constitute only a first step in this direction. They must be followed by detailed statutes and codes enacted by the constituent republics forming the Union in order to complete the system of criminal law and judicial procedure for the entire country. This somewhat complicated procedure was necessitated by the consti- tutional distribution of legislative powers. Under the 1924 constitution the Union was given the right only to enact legislation outlining the general principles of criminal law, of the judicial organization and ju- dicial procedure, while the republics were entrusted with introducing specific legislation. The Constitution of 1936 concentrated all legislation concerning these matters in the legislature of the Union, which was to provide uniform laws for the entire country. In 1957 a constitutional reform redistributed the legislative powers in this respect according to the pattern of 1924.' In fact, however, the federal authorities made little use of the powers under uniform given them by the Constitution of 1936 to put the Union laws, and the bulk of Soviet criminal legislation was enacted under the rule of the Constitution of 1924. The general principles of criminal law, the judicial system, and judicial procedure in criminal matters adopted in 1924 remained in force until 1958. The act containing the general principles of criminal law also reserved to the federal government the right to legislate on crimes against the state and on military crimes al- though the Constitution of 1924 was silent on the matter and the Union possessed only specific powers. -

Recommendations 88 Summary As the drawdown of United States and coalition forces in Afghanistan has accelerated in preparation for the end of Operation Enduring Freedom in 2014, media attention has come to focus on the extent to which equipment being withdrawn from the region will be left behind for Central Asian states to use. At the same time, recent agreements for the extension of Russian military basing agreements in Tajikistan and Kyrgyzstan have drawn attention to the extent to which Russia is providing military equipment and other forms of security assistance to the region. -

According to their constitutions, Kazakhstan and Uzbekistan are democracies. In actuality, however, there is little evidence to support that these are democratic systems. These states’ post-Soviet constitutions outline them as democracies – yet they lack a free press; freedom of association is suppressed; religious freedom is limited; and free speech is constrained as well. While these two countries hold popular elections, much of their electoral processes are under the control of the executive branch of government - calling into question whether or not Kazakhstan and Uzbekistan really hold “fair and competitive” elections. -

"SOCIALIST LEGALITY" AND COMMUNIST ETHICS George L. Kline THE "NIHILISM" which dominated Soviet legal theory and practice during the 1920's has deeper and more tangled intellectual roots in the Russian past than has generally been recognized. With respect to ethics and social philosophy, early Russian Marxists around the turn of the century were divided into three factions: an "orthodox" group, led by Plekhanov; a "Kant- ian" revisionist group, led by Berdyaev; and a "Nietzschean" revisionist group, led by Bogdanov. On the question of law and "legality" the influence of Kant, Nietzsche, and Marx - and, for that matter, of the anarchists Bakunin, Tolstoy, and Kropotkin - came to a single focus. All the early Russian Marxists, though for rather different reasons, took a negative view of legal institutions and norms. For them the "juridical state" and the "rule of law" were empty and alien concepts. It is significant that a leading Russian theorist of law, writing in 1909,1 felt called upon to defend the rule of law against Russian intellectuals of every political hue, from Leontyev and the Slavophiles to Herzen and the radicals - both Marxist and non-Marxist - who had scorned and neglected it. -

Nation-Building and Cultural Policy in Kazakhstan
European Scientific Journal December 2013 /SPECIAL/ edition vol.2 ISSN: 1857 – 7881 (Print) e - ISSN 1857- 7431 NATION-BUILDING AND CULTURAL POLICY IN KAZAKHSTAN Jiri Melich Aigul Adibayeva, KIMEP University, Almaty Abstract Kazakhstan, the last emerging independent state from the former Soviet Union, inherited multiple challenges of having to build a new state and nation, while engaged in the painful economic and political transformation. Since independence was declared in 1991, diversity and tolerance have been officially at the heart of Kazakhstan’s national identity. Nevertheless, building a single nation in the country of two large ethnic groups (Russians and Kazakhs), with the reversed proportion of the language proficiency – as there are more ethnic Kazakhs but more Russian-speakers in the country – has been an ambivalent and controversial process. Constructing a nation in a primordial sense in this multi-ethnic country might well prove to be a mission impossible. Another option is promotion of the idea of a civic nation based on carefully drafted and consciously adapted multicultural policies. The existence, implementation, and success of such policies are contingent on several factors, including historical, demographic, and social ones. Some are linked to expedient political and economic strategies, however, and their further development would entail democratization of the political system in Kazakhstan. It seems that in Kazakhstan, inter-ethnic tensions have been alleviated by the fact that two major ethnic groups have not been, by and large, in direct confrontation and are balancing each other in the managed tradeoffs. So far, the dynamically developing society might be able to accommodate the interests of major ethnic groups but all the proposed solutions are inconclusive. -
Languages and the Ethnic Politics in Central Asia
JOURNAL OF INTERNATIONAL AND AREA STUDIES 101 Volume 11, Number 1, 2004, pp.101-116 Languages and Ethnic Politics in Central Asia: The Case of Kazakhstan* Chaimun Lee This paper addresses the significance of conciliatory language policies in defusing ethnic tension, especially between indigenous Kazakhs and ethnic Russians in Kazakhstan. The following language policies were identified as crucial to tolerant interethnic relations: the strategy to create divergent messages, the compromise of language titles, the soft policy on language requirements for employment and higher education, mild policy on ethnic-language ties, and the unified language policy. In the background of conciliatory language policies are the geographical aspect, the unavoidable real need for the use of Russian language, and the important role of the Russophones in running the country. Further comparative research in the former Soviet republics is suggested to confirm the findings of the current study regarding the effectiveness of language policies in making safe interethnic relations in Kazakhstan. INTRODUCTION Many people thought that the breakdown of the Soviet Union would lead to enormous ethnic violence in the former Soviet republics, especially in Central Asia. In this category of researchers were those who put more emphasis on ethnic and religious disputes. Their argument was not without foundation. According to the statistics, more than 1 million people were dislocated within the former Soviet Union due to ethnic tensions and conflicts (Helton 1996: 34). The typical sites of ethnic strife were Tajikistan and Uzbekistan in Central Asia. Ethnic groups in these countries who did not have the knowledge of indigenous language were fired from their jobs or were discriminated against in education.
