BUDGET AT A GLANCE ................................................................................. 98 4 A TRIBUTE TO SIR CHHOTU RAM JI AND OUR COMMITMENT Sir Chhotu Ram ji starting from a rural background grew up in severe conditions and got to see the plight of the farmers who were the exploited lot at the hands of the moneylenders. The inner exploitation and injustice aggravated by the atrocities of foreign rulers inspired him to do something for the class of people he had observed very closely. He also realised that working under the foreign rule would not give him an opportunity to take benefits of the developmental activities to the most impoverished classes of the people. His deep thoughts and acute observations enabled him to see much ahead of the contemporary politically charged atmosphere and he started visualising the fate of the oppressed farmers, and ways and means which needed to be garnered for bringing them out of the severity of their predicaments, the abject poverty and the exploitation of the British rulers. His dedication to the cause enabled him to be regarded as a potential leader with capacity to play a role at the national level. After becoming member of the legislative assembly he pursued his goals without fear knowing well that the tables will be turned on the foreign rulers and the independence of the country was not at all a distant dream but a fast approaching reality. His clear approach to the issues earned him respect from all quarters. Bestowing of the title of “Sir” neither did shift his path nor change his targets. His vision was very deep and targets very well defined from which he never faltered. He never went with the psychology of the time to exploit the beliefs of the people and it was for this reason that he commanded respect from all corners of the populace. This was apparent from the fact that even after partition, the house he had occupied in Lahore as member of the legislative assembly, and as a minister, has been converted into his memorial. Let us pay a rich tribute to this great soul who worked hard throughout his life for the upliftment and welfare of the down-trodden and the “deen.” Rightly called Deenbandhu, he will always be a source of inspiration and motivation for all those who choose to live their lives not for themselves but for others. 5 FROM THE DESK OF THE VICE- CHANCELLOR I feel very happy to present the Annual Report of Deenbandhu Chhotu Ram University of Science and Technology, Murthal for the academic year 2017-18. This report highlights University’s achievements, its best academic practices and efficient institutional management. Believing in academic excellence through unlimited academic freedom, the university witnessed manifold increase in the standards of teaching, learning and research through incorporating MOOC courses, chiefly NPTEL and SWAYAM in routine classroom teaching. As a result, the benchmark of performance of faculty members and individual schools have gone up tremendously. The faculty members wisely utilized their Professional Development Assistance while participating in international academic events, and they published high quality journals. The students, following their mentors, brought laurels to university at national and international level. I congratulate them and hope that they may excel it further. The University is imparting quality education through outcome and value based education system. The University administration has signed a number of MoUs with institutes of national repute. Many progressive and advanced decisions were also taken by the University’s Statutory Bodies. Success of any academic programme of education, and the quality as a factor of paramount importance, have at its node the student as the biggest stakeholder. Feedbacks from students are taken with a view to effect improvements in the curricular and other areas and the working professionals for Total Quality Management. Bhupinder Singh Hooda were elected from Hisar, Tosham and Kiloi constituencies, respectively, Sardar Harmonhinder Singh Chatha was elected Speaker of the Assembly unanimously on 21st March, 2005 and resigned from the office of Speaker on 12th January, 2006. On 13th January, 2006, Dr. raghuvir Singh Kadian was elected as Speaker of the Assembly, unanimously. Here sitting congress MP Stalwart Rao Inderjeet is contesting on a BJP ticket. He is very famous and a leader of high stature. In a country where the word politician is akin to abuse, he is one of the rare few that command respect. Unlike other politicians, people vote for him, and praise him because of his work. This time the huge traction towards BJP's candidate Rao Inderjeet is not just based on Congress' misgovernance in the state but also because of his personality. His style of functioning as a down-to-earth organisational man will enable him to override not only anti-incumbency but also factionalism. Patel College of Commerce & Center for Professional Courses, Kadi (GJ) INDIA The rise of column writing supported the leaders to voice against the system in the beginning but with the demand of time, the objectives of column writing keeps changing. In the context of India, column writing echoed radical social reforms in the later part of 19th century whereas the same field served different purpose in 20th century. Khushwant Singh, who is known as the maverick journalist has marked a different benchmark in the field of journalism. He made people to wait for newspapers to read the columns only. In this paper, genuine effort has been made to highlight the rise of journalism in India and to mention the contribution of Khushwant Singh as a columnist.
