20 STATE OF DOWNTOWN PITTSBURGH19 TABLE OF CONTENTS For the past eight years, the Pittsburgh Downtown Partnership has been pleased to produce the State of Downtown Pittsburgh Report. This annual compilation and data analysis allows us to benchmark our progress, both year over year and in comparison to peer cities. In this year’s report, several significant trends came to light helping us identify unmet needs and better understand opportunities for developing programs and initiatives in direct response to those challenges. Although improvements to the built environment are evident in nearly every corridor of the Golden Triangle, significant resources are also being channeled into office property interiors to meet the demands of 21st century companies and attract a talented workforce to Pittsburgh’s urban core. More than $300M has been invested in Downtown’s commercial office stock over the 4 ACCOLADES AND BY THE NUMBERS last five years – a successful strategy drawing new tenants to Downtown and ensuring that our iconic buildings will continue to accommodate expanding businesses and emerging start-ups. OFFICE, EMPLOYMENT AND EDUCATION Downtown experienced a 31% growth in residential population over the last ten years, a trend that will continue with the opening 6 of hundreds of new units over the next couple of years. INSPIRED BY A 1950S PITTSBURGH RENAISSANCE CAPTURED IN PHOTOGRAPHS, AN ENDOWMENTS-FUNDED PROJECT BRINGS A NEW DOWNTOWN RENAISSANCE INTO FOCUS FOR A NEW AGE. BY DOUGLAS ROOT n the early 1950s Pittsburgh, the Allegheny Conference on Community Development was the power center for the city and the region. The men (all men and all white in those years) included CEOs of Pittsburgh-based corporations, elected offi cials, and education and civic leaders. A few on the conference Executive Committee also were budding philanthropists. I This serious group had taken on one of the most signifi cant urban redevelopment programs in the country’s history. It changed so many areas of city life that it was later named the “Pittsburgh Renaissance,” the fi rst of several the city would experience in the next 60 years. The leaders who conceived Renaissance I were ambitious, impatient with delay and no-nonsense in decision making. They gloried in project blueprints and thick reports on issues such as housing, zoning and public health. They also weren’t afraid to confront politicians and labor leaders in those classic smoke-fi lled rooms. So it was nothing short of astounding that this elite group embraced something that had little to do with the business of building. Talented photographers were unleashed throughout the region to document the dramatic physical changes and the new patterns of daily life. The stated goal of the Pittsburgh Photographic Library, the name for the project headquartered at the University of Pittsburgh, was to educate the region and the nation using Pittsburgh as a sterling example of the great benefi ts that come from comprehensive urban planning. -

Last year, we published our first sustainability report, covering activities in 2008. At that time, we announced our intention to produce a full report every two years, issuing an update in intervening years to summarize new data and developments. This is the first of these updates, reflecting new activities and information for 2009. As an update to our inaugural Corporate Sustainability Report, it is designed to be read in conjunction with the original report. While 2009 clearly posed challenges for our businesses in terms of difficult economic conditions, I believe that PPG’s performance was admirable under the circumstances. Green Roof Resource Guide A guide for services and technologies in Southwestern Pennsylvania ometimes they are called a living roof, an eco-roof, or even a rooftop garden. In every case, it’s a roof that has been planted with vegetation. And while it’s literally as green as Sthe plants that grow there, it’s also “green” in the Earth-friendly sense: The plantings can serve as natural insulation, reduce sewage system loads and air pollution, and counter the “heat island” effect (raised temperatures in urban areas). The roof is typically covered with a layer of waterproofing material, then with soil or another planting medium, and planted with grasses, flowers, groundcover, or even shrubs and trees. Irrigation systems are sometimes included. However it’s designed, it sure beats old-fashioned black tar on a hot city day. Why are green roofs important in Southwestern PA? Many older U.S. cities like Pittsburgh have connected storm and sanitary sewer infrastructure, which are commonly undersized to handle the present day volumes of storm water, resulting in combined sewage overflows (CSOs). CSOs result when excessive storm water overwhelms the sewage collection system through direct connections or leaky pipes, causing raw sewage to overflow untreated into waterways, overflow from manholes, or back up into homeowners’ basements. As little as one-tenth inch of rain—an average Pittsburgh rainfall is one-quarter inch—can cause CSOs. The adverse effects of wet weather can last for days. For example, during Pittsburgh’s recreational boating season, May 15-September 30, Allegheny County issues river advisories warning individuals using the rivers to limit water contact when sewage overflows have likely contaminated the water with bacteria and viruses. -

He serves as a special consultant to the Optical Laboratories Association (OLA) and is a member of the Ocular Heritage Society.
