DI CS 2011-09 Supercedes DI CS 2011-08 September 2011 PREFACE The Chiefs of State and Cabinet Members of Foreign Governments directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Governments are listed in alphabetical order according to the most commonly used version of each country’s name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member.     99 CHRONIQUE POLITIQUE DE LA RDC, 2009-2010 par Noël Obotela Rashidi et Jean Otemikongo Mandefu Yahisule Abstract Since the 2006 elections, the search for stability and good governance has remained a constant preoccupation in DRC. The evaluation of the mid-way review of the presidential term indicates a mixed outcome. This study is aimed at scrutinizing different aspects: security, diplomatic, institutional as well as administrative, economic, and financial management. In the light of this study, it appears that DRC has lots of challenges to meet before and after the coming elections. First and foremost, it must reduce the problem of weapons on the populations, and ensure the integrity of the country in matters regarding peace and sovereignty. Next, it is essential that the normalization of the diplomatic relations consider the best interests of the Congo. The central and local administrative institutions should also find a working system that conforms to norms. The achievement of the Heavily Indebted Poor Countries Initiative and the possible constitutional revision finally concern the Congolese government. 1. INTRODUCTION La pacification et la bonne gouvernance figurent en bonne place dans la mise en œuvre des chantiers et programmes du régime de Joseph Kabila. Dans son discours d’investiture du 6 décembre 2006, le Président de la République s’était fixé comme objectifs la paix et la bonne gouvernance, parce que la bonne gouvernance est absolument essentielle pour atteindre un développement durable, une croissance économique soutenue et l’éradication de la pauvreté. Ces objectifs sont repris dans le programme des Gouvernements Gizenga, puis Muzito. En 2010, le pouvoir issu des élections de 2006 a déjà consommé plus de la moitié du temps de son mandat.
