    Road Danger Reduction and Active Travel Plan 2018 - 2023 Department of the Built Environment City Transportation Foreword _ 3 Foreword As the Chairman of Planning and Transportation, I am pleased to present our approach to reducing road danger and promoting active travel on our streets. The ambition of this plan is to create a safer, healthier and more habitable City for everyone, whether resident, employee or visitor. I am committed to reducing causalities on our street and aiming towards a vision of zero deaths and serious injuries. In recent years we have adopted several engineering measures such as redesigning Holborn Circus and the removal of the Aldgate gyratory thereby delivering safer streets and creating a new public square. We have commenced the radical and potentially transformative Bank on Safety experiment at Bank Junction. I have welcomed the new Chairman of Planning and Transportation Committee Cycle Superhighways and introduced the first Christopher Hayward CC cycling Quietway routes in the City of London. We have made great progress in reducing the number of cyclist casualties on our streets even with the year on year increase in cyclist numbers. However, the same does not apply to pedestrians, where the growth in pedestrian numbers has resulted in an increase in pedestrian casualties. More radical action is clearly needed, and this document sets out our approach to delivering Vision Zero, a major component of the Healthy Streets Agenda. The City is growing. The arrival of Crossrail and increased Tube line capacity will result in considerable increases in people walking, in particular on key routes and junctions.

Section three is a satisfying stretch along the Regent's Canal, from famous Camden Lock to the Queen Elizabeth Olympic Park. This section highlights the contrasts of a living, growing capital, meandering between old districts and new developments, each with their own unique style and atmosphere. This section of the route takes the walker through Camden Town, Islington, Hackney and Bethnal Green, leading finally to Victoria Park. This provides a fascinating look at how London is changing; passing many new developments and constructions, while savouring the atmosphere of the canal. In some ways the towpath side has changed little, whereas the south side of the canal has developed a great deal. For walkers interested in the history of London's canals you will pass near the London Canal Museum on this section. Look out for the Jubilee Greenway discs in the pavement as you go round.     1 12 FEBRUARY 2018 James Pickard Vauxhall Station Old Street Roundabout 2 Background • Old Street roundabout is a complex multiple lane roundabout, linking the A5201 Old Street and the A501 City Road. • The roundabout is located within the London Borough of Islington, however the area immediately to the east falls within the London Borough of Hackney. • The Old Street area as a whole suffers from a lack of open green space, as identified in the London Borough of Islington’s Opportunity Area Planning Framework. 3 Background • The proposed layout will contribute towards significant economic opportunities and the Gateway to ‘Tech City’ and supporting economic growth in the area. • The scheme will help deliver the Mayor’s Transport Strategy commitment of providing Healthy Streets by helping to encourage Londoners to walk, cycle and use public transport. • Our Principal Contractor, Morgan Sindall will carry out the works with close supervision from TfL. 4 Public Consultation • We consulted on the scheme in early 2015. • 87 per cent of respondents felt the proposed changes would improve conditions for pedestrians and cyclists. • 63 per cent of respondents felt the scheme would improve conditions for bus and tube passengers. • There were a wide a range of written comments, including a number of different suggestions for what use we might make of a new peninsula space that would be created. 5 Transformation 6 Proposed Scheme • Remove the existing roundabout and close the northwest arm to create a new public space. • Switch road traffic movements to two-way operation. • Improve facilities for cyclists travelling through the junction with segregated cycle lanes and safe traffic signal controlled crossings at surface level.
