This application is concerned with the ground floor of no. 287 which consists of the single storey element forming part of the commercial street frontage to this stretch of City Road. Being located Centre of City Road and within a 9 minute walk to Angel underground station and approximately 13 minute walk to Old Street Station, availability of public transport links is high. Situated in the A501 and with the A5 (west) easily accessible from City Road, a high volume of bus connections add to the accessibility of the site. Although located within the Duncan Terrace/Colebrook Row Conservation Area, as the application is solely concerned with a change of use class for the ground floor unit and does not propose any View South East along City Road material changes, the proposal will not impact on the views in/out of the conservation area or affect the character of the surrounding context. The location is in an area that falls outside the extent of the extreme flood, at the time of assessment of the likelihood of flooding. Generally, this means that the chance of flooding each year from the rivers or the sea is 0.1% (1 in 1000) or less. \ Flood Map for Planning (Rivers and Sea) Environment Agency 7.0 TRANSPORT There are excellent public transport facilities with bus stops within 5 min. walk from the site. Angel Tube Station is less than 10min walk West of the site, Old Street Rail and Tube station is only 16 min walk South of the site. Both A501 and A1 have a multitude of bus routes with very good and frequent connections. The PTAL level for this site is excellent (level 6a), given proximity to various Tube and Train stations and a central London location. Road traffic is medium on the surrounding street. No parking spaces are proposed due to the nature of the site..

The ambition of this plan is to create a safer, healthier and more habitable City for everyone, whether resident, employee or visitor. I am committed to reducing causalities on our street and aiming towards a vision of zero deaths and serious injuries. In recent years we have adopted several engineering measures such as redesigning Holborn Circus and the removal of the Aldgate gyratory thereby delivering safer streets and creating a new public square. We have commenced the radical and potentially transformative Bank on Safety experiment at Bank Junction. I have welcomed the new Chairman of Planning and Transportation Committee Cycle Superhighways and introduced the first Christopher Hayward CC cycling Quietway routes in the City of London. We have made great progress in reducing the number of cyclist casualties on our streets even with the year on year increase in cyclist numbers. However, the same does not apply to pedestrians, where the growth in pedestrian numbers has resulted in an increase in pedestrian casualties. More radical action is clearly needed, and this document sets out our approach to delivering Vision Zero, a major component of the Healthy Streets Agenda. The City is growing. The arrival of Crossrail and increased Tube line capacity will result in considerable increases in people walking, in particular on key routes and junctions.

    1 12 FEBRUARY 2018 James Pickard Vauxhall Station Old Street Roundabout 2 Background • Old Street roundabout is a complex multiple lane roundabout, linking the A5201 Old Street and the A501 City Road. • The roundabout is located within the London Borough of Islington, however the area immediately to the east falls within the London Borough of Hackney. • The Old Street area as a whole suffers from a lack of open green space, as identified in the London Borough of Islington’s Opportunity Area Planning Framework. 3 Background • The proposed layout will contribute towards significant economic opportunities and the Gateway to ‘Tech City’ and supporting economic growth in the area. • The scheme will help deliver the Mayor’s Transport Strategy commitment of providing Healthy Streets by helping to encourage Londoners to walk, cycle and use public transport. • Our Principal Contractor, Morgan Sindall will carry out the works with close supervision from TfL. 4 Public Consultation • We consulted on the scheme in early 2015. • 87 per cent of respondents felt the proposed changes would improve conditions for pedestrians and cyclists. • 63 per cent of respondents felt the scheme would improve conditions for bus and tube passengers. • There were a wide a range of written comments, including a number of different suggestions for what use we might make of a new peninsula space that would be created. 5 Transformation 6 Proposed Scheme • Remove the existing roundabout and close the northwest arm to create a new public space. • Switch road traffic movements to two-way operation. • Improve facilities for cyclists travelling through the junction with segregated cycle lanes and safe traffic signal controlled crossings at surface level.

    1) FINSBURY Our Finsbury area consists of the part of the borough south of the A501 (Pentonville Road and City Road). The A501 is acknowledged as a major dividing line through the south of the borough. It is the present northern boundary of Bunhill and Clerkenwell wards and before the introduction of new wards at the 2002 election, it was the northern boundary of the Bunhill and Clerkenwell wards that existed from 1978 to 2002. The A501 was described by Islington Council at the 1999 review as a “pronounced physical barrier” and this continues to be true today. Being roughly coterminous with the old metropolitan borough of Finsbury, the area south of the A501 has a distinct identity. A large number of street signs bearing the legend ‘Borough of Finsbury’ have been retained around the streets of Finsbury. This is also reinforced by the A501 being the boundary between the EC1 and EC2 postcode areas (Finsbury) and the N1 postcode area (Angel and the surrounding area). Finsbury being the earliest-developed part of the borough, it represents an astonishing mix of properties. In addition to the various types of housing stock, which we mention above, from Georgian townhouses via high-rise post-war council estates and converted warehouses to new high- rise blocks of luxury apartments, it also contains the campus of City University London and a large amount of student accommodation, the Wolfson Institute of Preventative Medicine, and any number of shops and businesses on the City fringe. Even a three-minute walk through almost any part of Finsbury would present a bewildering mix of housing styles and property uses.
