4 June 2020 MESSAGE

Shri Gajendra Singh Shekhawat Hon’ble Minister, Ministry of Jal Shakti Government of India

A new chapter was added in the glorious history of India on 2nd October, 2019 at Sabarmati riverfront in Ahmedabad, Gujarat when Hon’ble Prime Minister Narendra Modi dedicated Open Defecation Free (ODF) India as a tribute to the greatest sanitation champion ever, Mahatma Gandhi on his 150th birth anniversary. The ODF declaration symbolises the inspiring and intense five years journey of Swachh Bharat Mission (SBM) Grameen starting 2nd Oct 2014 when India’s sanitation coverage stood at merely 39% which seemed impossible task to achieve at the outset.

The glorious achievements and milestones today attribute SBM as the world’s largest behaviour change programme in the world by positively influencing safe sanitation practices of over 60 crore people. Over 10 crore toilets were constructed in this ambitious Swachh Bharat journey which started with the clarion call given by the Prime Minister on 15th August, 2014 for starting a Jan Andolan to achieve the vision of Clean India and providing safe sanitation access for all set the context and galvanized entire country.

Taking forward the inspiring JanAndolan movement to the next level, The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi early this year approved the Phase II of the Swachh Bharat Mission (Grameen) [SBM (G)] till 2024-25. 2020. Phase – II of the SBM(G) will focus on sustaining the gains made under the programme in last I had the privilege of attending the national launch of the Phase 2 of SBM (G) on 4th March, five years in terms of toilet access and usage, ensuring that no one is left behind. It will ensure that effective solid and liquid waste management (SLWM) is instituted in every Gram Panchayat of the country. SBM (G) Phase-II will be implemented from 2020-21 to 2024-25 in a mission mode with a total budget outlay of Rs. 1,40,881 crores.

As entire world has been combating the COVID 19 crisis, the role of SBMG –Phase II, has become more crucial for India. With increased focus on personal hygiene especially handwashing with soap, waste management, and stress on regular use of toilets; the spread of virus can be prevented with these simple yet effective behaviors and resilience of community. The present crisis has taught us a big lesson that Swachh Swabhav is our strongest companion in this crisis and every individual must be a proud Swachhata Ambassador.

I extend my best wishes to the editorial team and the Ministry of Panchayati Raj for bringing out this Special Issue of ‘Gramoday Sankalp’ with focus on SBM-G. I am very hopeful that sharing of SBM-G success stories through this issue will be inspiring and helpful in building Swachh Swabhav. Dated: (Gajendra Singh Shekhawat)
