Edwin Odhiambo Abuya* Asiyekubali kushindwa si msihindani.1 I. INTRODUCTION ¶1 Can African States hold free and fair elections? To put it another way, is it possible to conduct presidential elections in Africa that meet internationally recognized standards? These questions can be answered in the affirmative. However, in order to safeguard voting rights, specific reforms must be adopted and implemented on the ground. In keeping with international legal standards on democracy,2 the constitutions of many African states recognize the right to vote.3 This right is reflected in the fact that these states hold regular elections. The right to vote is fundamental in any democratic state, but an entitlement does not guarantee that right simply by providing for elections. -

Lindeke Abstract This paper assesses the established dominant-party system in Namibia since independence. Despite the proliferation of parties and changes in personalities at the top, three features have structured this system: 1) the extended independence honeymoon that benefits and is sustained by the ruling SWAPO Party of Namibia, 2) the relatively effective governance of Namibia by the ruling party, and 3) the policy choices and political behaviours of both the ruling and opposition politicians. The paper was funded in part by the Danish government through Wits University in an as yet unpublished form. This version will soon be published by Praeger Publishers in the USA under Series Editor Kay Lawson. “...an emergent literature on African party systems points to low levels of party institutionalization, high levels of electoral volatility, and the revival of dominant parties.” 1 Introduction Political reform, democracy, and governance are centre stage in Africa at present. African analysts frequently point to the foreign nature of modern party systems compared to the pre-colonial political cultures that partially survive in the traditional arenas especially of rural politics. However, over the past two decades multi-party elections became the clarion call by civil society (not to mention international forces) for the reintroduction of democratic political systems. This reinvigoration of reform peaked just as Namibia gained its independence under provisions of the UN Security Council Resolution 435 (1978) and the supervision of the United Nations Transition Assistance Group (UNTAG). -

Ethnicity in Namibia
Namibia Ethnicity in Namibia Group selection Ethnicity is relevant in Namibian politics but it is a complicated and unstable issue with constant re-groupings and changing identi- ties (see e.g. 3626; 3627; 3628; 3629; see 3630 for a list of the different 3626 [Flint, 2003] ethnic and linguistic groups, and their relationship and overlap- 3627 [Fosse, 1997] 3628 ping). Although the constitution and the government of Namibia are [Taylor, 2009] 3629 [Kjaeret & Stokke, 2003] strongly committed to a unified nation (“One Namibia, one nation”), 3630 [Lewis, 2009] there are differences regarding political representation and access to power which are to be explained by ethnic cleavages (3631). Most of 3631 [Daniels, 2003] the political parties in Namibia are formed around ethnic issues (see e.g. 3632; 3633). 3632 [Schillinger, 2005] 3633 [Emminghaus, 2002] Power relations 1990-2014 The SWAPO is dominating the political arena. It finds its support mainly among the Ovambos, yet as well to lesser extent among people of most other groups in the country, and includes members of other ethnic groups in the government: especially Hereros and Damaras and Namas following Schillinger’s and Suzman’s state- ments, as for example the Prime Minister and Deputy Prime Min- ister hail from the Damara and Nama communities, respectively (3634, 12f; 3635, 16). When coming to power after independence, the 3634 [Schillinger, 2005] SWAPO was facing the problem of building a unified nation out of 3635 [Suzman, 2002] an ethnically divided society inherited from the former colonizers (see 3636, 7-10). To avoid tribalization or ethnicization which could 3636 [Suzman, 2002] threaten the integrity of the new state, the national government tried to include traditional leaders from different ethnic groups in the political decision-making (ibid., 10). -

They concern the effects of foreign support on political systems and democracy itself. Finally, tyring gauge how effective support is on particular countries? The Secretary-General told the Council that he had Just received a cable from SWAPO giving its formal answer to his report. The answer was some- what negative. There had been no formal answer as yet from South Africa; though there had been some public noises. The Secretary-General then read SWAPO 's cable to the Council. He said that he would also inform the Council that he had tried to clarify the position of the neighbouring countries in regard to the matter of monitoring by confirming that res- ponsibility for such monitoring lay with the neighbouring countries. He had also sought their agreement to establish UJJTAG offices there. He said that President Kaunda had agreed to the proposal that SWAPO forces in Zambia be monitored by Zambian forces. A similar answer had been received from Botswana. For technical reasons he had been unable to contact President Neto but was now in touch with the Angolan Ambassador with a view to clarifying the situation. -

CHAPTER I: INTRODUCTION BACKGROUND TO THE SADC PARLIAMENTARY FORUM ELECTION OBSERVATION The SADC Parliamentary Forum is a regional organization composed of Parliaments of twelve Member States of the Southern African Development Community It has among its main objectives the promotion of multi2party democracy3 good governance3 peace3 security3 and political stability3 respect of the rule of law3 human rights and fundamental freedoms in the region In pursuance of these objectives3 the Forum has observed all Parliamentary and Presidential elections that have taken place in the region since July 666 These included the elections in Namibia and Mozambique in 6663 in Zimbabwe3 Mauritius and Tanzania in 8999 and in Zambia in 899 The main aim of the Forum’s election observation missions is3 among others3 "to determine the openness3 freeness and fairness"3 to learn lessons from the experience gained to strengthen the democratic processes and transparency of the conduct of elections in the region In this regard3 the Forum has developed Norms and Standards for Elections in the SADC Region3 which outlines recommendations made by Forum’s Plenary Assembly in March 899 on strengthen electoral institutions3 reforming legal frameworks and electoral processes3 and entrenching democratic processes in the conduct of elections in the region The norms and standards form the guiding principles for election observation missions in the region 8 THE ELECTION OBSERVATION MISSION TO THE ZIMBABWE PRESIDENTIAL ELECTIONS 8998 The SADC Parliamentary Forum Election
