City Administration… The City is now contracting with Procomm Inc. for our information technology (I.T.) services. Chris Cannon will remain our contact and he will continue to provide weekly site visits on Wednesday’s. The California Department of Transportation (Caltrans) will temporarily suspend service of the Real McCoy II Ferry for approximately two-weeks starting on Monday, February 25th until Sunday, March 10th to perform preventive maintenance, and make repairs to the ferry slip. The Real McCoy II is scheduled to be closed Monday, February 25th at 12:01 a.m. until 12:01 a.m. on Sunday, March 10th. All work is weather permitting. During the service interruption, motorists are advised to use Highway 160 and the J-Mack Ferry along Highway 220. For the latest information, motorists can call the Caltrans Ryer Island Ferry Update Line at (510) 622-0120. City Council Reports… Report by Vice Mayor Constance Boulware: I met with Yolo-Solano QMD Air Monitoring Technician Mike Breuning and Executive Director Mat Ehrhardt at the Rio Vista air quality monitoring station. Rio Vista has healthy air most of the year. But there are days in which air pollution can cause health problems for children, the elderly or those with lung or heart ailments. Residents can be alerted on those days through EnviroFlash, a service provided by the Yolo-Solano Air Quality Management District. E-mail and text message subscriptions are available at http://ysaqmd.enviroflash.info. Daily air quality forecasts are also available. Rio Vista hosts one of four monitors in the Yolo-Solano AQMD that provides real-time data on fine particulate pollution. The other real-time particulate monitors are located in Vacaville, Woodland and Davis. Those cities also host real-time ozone monitors, which help determine summertime air quality. We hope to send a newsletter out with the utility bill to inform our residents about Yolo-Solano AQMD. Council of Major Employers Meeting, February 13th Recently elected Solano County Supervisor Skip Thomson presented on economic development, business retention, and the county’s structural deficit. This was an opportunity for participants to share how they felt Skip could help our cities. Public Transit -- Join the transit team meeting with a family having problem on the transit system and was pleased to be part of finding an equitable solution for the individual and staff. Firefighters Award Ceremony—presented a proclamation from the City to the Rio Vista Fire Department for their commitment to the City of Rio Vista. Meals on Wheels – Teamed up with the Area Agency on Aging to monitor the Suisun Meals on Wheels service. Although their facility is being renovated, the service was very good. Participating helps to identify issues that all service providers might face. Fire Department Mural Project – Reviewed the power point presentation that will be shared with service groups. The mural project is another way to make Rio Vista a destination place. Joined Rio Vista Police Department and Olympic Village Kare Bears in their TAKE BACK PRESCRIPTION DRUGS CAMPAIGN at Trilogy. The campaign was very successful. Report by Council Member Dave Hampton: From Minutes of Water and Wastewater Monitoring Committee 02/05/13 I. Approval of Minutes from Previous Meeting Minutes were approved. II. General Items for Discussion A. Miscellaneous items Arsenic Abatement – Construction Status: Staff reported on a preconstruction meeting to focus on value engineering to identify potential cost savings. Authorization to start the project was delayed as medium for arsenic filtration was not considered to be of acceptable quality. Project is expected to be completed within 365 working days from start. Sewer System Management Plan – Current Status: Some clarifications were sought from the firm selected for the project. Staff indicated that the project was divided into three tasks: Task 1: Design of data collection system; Task 2: Implement system and collect data; Task 3: Embed the collected data in GPS software. Tasks 1 &2 can be started immediately while Task 3 may be postponed to a later date. Urban Water Management Plan: Staff discussed the progress of water conservation at the airport. Photographs are being taken of plants (which are being tagged with their botanical names) requiring low water maintenance. Analysis of Methylmercury: Staff mentioned that the waste water from treatment plants and storm water systems will both be tested for methyl mercury. North West Treatment Plant Energy Savings: State authorities have approved treatment of sewage at lower UV levels at North West TP which will decrease costs significantly. Status of Water/Wastewater Ordinances: Staff is meeting with Veolia staff to discuss ways of meeting the more stringent ordinances now being proposed Marina Lift Station: Plans have been completed. The issue of whether the current generator is compatible with the new design is being considered. Veolia is getting a used generator to meet future pumping needs. Water Meters – Ordinance and Current Status: staff reported that a staff report and a RFP have been prepared. A similar project, now being implemented at Galt CA, is being used as a template for future action. There was a discussion about accepting the offer made by Golden State Flow Measurement Inc. to pre-test the accuracy of a sample of randomly selected household water meters. III. Sub-Committee Reports A. Finance Balances were presented for the CIP money market accounts for the Water System, Beach Drive TP, and North West TP as of December 31, 2012. The sums of $44,460 and $73,043 had been transferred from the Water System and Beach Drive CIP accounts, respectively, to the City’s Cash Account for payments made to contractors for CIPs. B. Operations Photographs of maintenance/repairs of water/sewer pipelines are now available on the City’s website. Articles about these projects with the photographs may be written for publishing in the Beacon. C. Communications Since there was no significantly new information since the last report to the City Council, it was decided that no report will be made. However, a report on the money market account balances will be written up for the Beacon. Since the Council has changed its meeting days, a motion proposed by Dan Azarnoff and seconded by Joel Auslen to change the Committee’s meetings to the second Tuesday of every month was accepted. Next Meeting: Tuesday, March 12, 2013, at 6.30 PM in the Rio Vista Fire Department, 350 Main Street, Rio Vista, CA 94571. Finance… The Audit has been completed. Copies of the Basic Financial Statements and Independent Auditors’ Report, the Transportation Development Act Program, and the Redevelopment Agency of the City of Rio Vista were given to the City Council and the City Manager. We finished approximately 85 days shorter than the last audit. We are waiting for proposals for us to select the auditors for the next three year period. The Finance department is already putting the audit work together. The staff is very prepared for the upcoming audit. Many changes in how we operate with the functions of the Finance department have made us more consistent and reliable in our paperwork. The ROPS, which is the budget for the Redevelopment Agency, is going to the Successor Agency for approval on February 21, 2013. If approved, it will be routed to the Oversight Board for review and approval. The Oversight Committee will be meeting on February 27, 2013. Police Department… In cooperation with the Olympic Village Kare Bears, the Rio Vista Police Department cosponsored a Pharmaceutical Drug Take Back collection day in Trilogy. The event was a huge success, with officers collecting approximately 100 pounds of unwanted or unneeded drugs. The drugs will be properly disposed of with the Police Department’s contract vendor. Officers received a “Be on the Lookout” for a small white hatchback type vehicle with a black fin from the Sacramento County Sheriff’s Department. The vehicle was seen fleeing the scene of a shooting in Isleton. Later in the afternoon, Rio Vista PD officers located the vehicle on Airport Road. The male driver of the vehicle was detained at gunpoint and subsequently arrested. The rifle believed to be used in the shooting was located in the vehicle and was still loaded. The vehicle was reported stolen out of Oroville two days prior. The male was found to be on probation out of Lake County and had a No Bail arrest warrant out of Contra Costa County. Detectives from the Sacramento County Sheriff’s Department responded to interview the male. Their case is still ongoing. The male was arrested for possession of a stolen vehicle, a felon in possession of a firearm, and his outstanding arrest warrant. Officers arrested a male after he was reportedly using narcotics in the bathroom of a local restaurant. The male had a small child with him as well. The male was arrested, transported to the Solano County Jail, and booked for child endangerment, possession of a controlled substance, destroying evidence, and delaying police in the course of their investigation. The male was later found by the jail staff to have secreted additional narcotics and drug paraphernalia items in a body cavity. The male was charged with the additional crimes of transported drugs into a correctional facility. Officers responded to Shelby’s (1000 SR-12) for a burglary report.
