2012년 3월 1차 제헌회의가 구성되었으나, 이슬람 세력이 과도하게 점유(총 100명의 위원중 70% 이상을 차지)하였다는 국민들의 반발과 행정법원의 해산 명령으로 해체됨 ○ 현재 동 제헌회의의 해산 법정 소송이 제기되어 있는 상태에서 신헌법 제정 작업을 진행하고 있으며, 일부 쟁점사항을 제외하고는 거의 완료된 것으로 파악되고 있음 - 무르시 대통령은 신 헌법선언을 통해 제헌회의가 헌법제정 작업을 제대로 수행하지 못할 경우 새로운 제헌회의를 구성할 수 있다고 밝힘 ○ 신헌법 제정의 주요 쟁점 사항 -     EU-Egypt Task Force - Co-chairs conclusions The first meeting of the joint Egypt-European Union (EU) Task Force took place on 14th November in Cairo as agreed on the occasion of the visit of President Mohamed Morsi to Brussels on 13th September. The Task Force was launched by Egyptian Foreign Minister Mohamed Kamel Amr and Catherine Ashton, EU High Representative/Vice president and was inaugurated by Egypt's Prime Minister H.E. Dr. Hisham Kandil. Ministers of the Egyptian Government, European Foreign Ministers, EU Commissioners, Members of Parliament, President of the EIB, International Financial Institutions’ senior officials, business leaders, the Secretary General of the UfM, as well as representatives from civil society, participated in the Task Force. The Task Force was the occasion for the EU to send a strong political message in support of the democratic reform process Egypt has embarked on following the 25th January 2011 revolution, in which the Egyptian people demanded their legitimate political and socio-economic rights, particularly freedom, social justice, dignity and prosperity. A new era in EU-Egypt relations for a closer partnership A new era in the relationship between the EU and the new Egypt has started. As equal partners, with common aspirations and values, we are willing to work as closest allies. This mutually-beneficial partnership is based on solid co- ownership, mutual respect and complementarity of interests.     EPILOGUE: NEW PERSPECTIVES ON EGYPT’S DEMOCRATIZATION INTRODUCTION This chapter explores Egypt’s democratization from fve different inter- related perspectives. First a review of the literature on democratic transi- tion, or ‘transitology,’1 is presented which details the non-linear nature of democratization processes. Secondly, a diagnosis of Egypt’s political system after El-Sisi ascended to power is offered. It is argued here that Egypt under both Morsi and El-Sisi has taken no steps towards democ- racy and hence after two successive revolutions, Egypt can be defned as a ‘destabilized hybrid regime’. The third part explores how Egypt can move from a ‘destabilized hybrid regime’ into a democratic state. Six factors that might affect Egypt democratization have been analyzed: socioeconomic factors; political parties; civil society; external support; state-religious relations; the rule of law and constitutionalism; and fnally (explored more fully in Chap. 7) civil–military relations. The fourth part explores how Egypt can learn from failed and unconsolidated (unfn- ished) democratic models from other areas of the world. Of the suc- cessful examples—some had the support of external parties such as the EU, NATO, and the US; some had active political parties; and others had healthy civil societies. However, Egypt had none of these.
