Project Summary

Key Project Details: The project includes new storm sewer and the creation of stormwater storage in a pond and underground storage chambers. The project was initially identified only as a flood mitigation project. However, during early planning stages, the additional opportunities at the storage site and for the project were recognized. A public gathering space integrated into the stormwater storage site. The multi-purpose event lawn (that will be over the underground storage chambers) and the aesthetically pleasing park area around the pond will be a complement to the redevelopment of Golf Mill Mall, revitalizing the Milwaukee Ave and Golf Road commercial corridors and leading to significant and wide-spread economic benefits for the entire Village of Niles.

The Greenwood Stormwater Basin includes constructing approximately 14 acre-feet of storage and approximately 4,000 linear feet of relief storm sewers in the Village of Niles, south and east of Golf Mill Shopping Center. This project includes above ground and underground storage basins. In order to relieve flooding in neighborhoods east and upstream of the park, a system of relief storm sewers and drainage structures will be built to convey water to the storage basins in the park. The project also includes a planned streetscape revitalization of Church Street. This streetscape will incorporate permeable pavers and will also add parking.

Niles completed a Stormwater Master Plan that prioritized projects to provide the most benefits compared to cost and to serve areas of greatest need. The Plan, adopted by the Village Board in 2018, identified this project area as part of the highest tier of recommended projects. The project area experiences flooding due to undersized storm sewer systems and inadequate overland drainage routes. Depressions in these areas are particularly prone to flooding. Over 87 residential and commercial properties are impacted by the 100-year 2- hour storm event within the project area. During longer duration events, such 24-hour storms, some areas in the service area flood for extended duration, which restricts traffic and movement, including impacts to Milwaukee Avenue (Illinois Route 21). Flooding is a threat to health and safety for many reasons such as the potential for disease from standing water that can be a breeding ground for bacteria, mold and mildew, and electrical dangers. Please see additional current infrastructure documentation in the Attachments.

The project is not necessary to comply with state or federal regulations. It was designed with the intent to provide flood reduction benefits and to revitalize an area of the town adjacent to a major commercial resource in the Golf Mill Mall. The festival lawn and new pond also extends and leverages the community assets already present at Golf Mill Park. The Niles Park District participated in the master planning efforts, leading to the development of a coordinated vision and plan for the overall complex. The pond will become the Village of Niles’ first open body of water and is also expected to attract visitors to the pond overlooks and naturalized landscaping.

Linkage to a Regional Economic Development Plan The Project and Golf Mill Mall Redevelopment are essential components of the Milwaukee Dempster TIF Redevelopment Project Plans since Golf Mill Mall is integral to the occupancy, vitality, and retail sales productivity of both the Milwaukee Avenue and Golf Road commercial corridors. The infrastructure improvements to Golf Mill Park is essential to the success of the master planned, mixed-use development of Golf Mill Mall that is anticipated to feature a mix of uses including retail, restaurant, entertainment, residential,

VILLAGE OF NILES COMPETITIVE REGIONAL ECONOMIC DEVELOPMENT GRANT PROGRAM hotel, and medical office uses. The Golf Mill Park with add additional compensatory storage and detention to facilitate redevelopment of the mall. Golf Mill Mall is a 1.1 million square foot enclosed regional mall.

Relationship to Governor’s Five-Year Economic Plan The Golf Mill Streetscape, Festival Park and Flood Relief Project and the Golf Mill Mall redevelopment clearly meet the Governor’s Five-Year Economic Plan and meet his objective of supporting small businesses and developing the state’s workforce. Redevelopment of Golf Mill Mall will support small businesses at the mall and in the Milwaukee Avenue and Golf Road commercial corridors. Niles retail sales exceeded $1.5 billion in 2019 and ranked in the top ten best performing suburbs in the Chicago Metropolitan Area in terms of retail sales. Niles supported over 5,434 unemployment insurance-covered retail trade jobs according to the Illinois Department of Employment Security report Where Workers Work 2019.

Industry Partners The Project and the Golf Mill Mall redevelopment is expected to generate thousands of jobs during the construction period and following completion of the project. The Golf Mill Mall Redevelopment may represent over $200 million investment in the property with the addition of retail, restaurant, entertainment, residential, hotel, and medical office uses. Golf Mill Mall already employs over 1,000 full and part-time employees with over 1.1 million square feet of retail space including Target, Kohl’s, JC Penney, Value City Furniture, Panera Bread, Ulta Beauty, among others

Minority Inclusion Plan For this project, commitments have been made to include Minority-Owned Business Enterprises and Women- Owned Business Enterprises. The local match portions of the project will be funded through an IEPA loan . Niles has also received a commitment for reimbursement from the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC). The project will meet the minimum minority participation requirements of the IEPA and for any portion that is to be reimbursed by the MWRDGS, will meet a minimum committed to 20% of that amount going toward Minority-Owned Business Enterprises and 10% of that amount going toward Women-Owned Business Enterprises.

Impact Amplification The project area and the Golf Mill Mall redevelopment are located along the Pace Pulse Bus Line which connects to both the Jefferson Park Rapid Transit line and the Metra Commuter Rail stations which connect to Downtown Chicago. Golf Mill Mall is also served by the Niles Free Bus. The I-294 Tollway is within two miles of Golf Mill Mall and will provide easy access for people in other suburbs. The Golf Mill Mall Redevelopment envisions a high-density, multifamily residential development of at least 300 units. There is also a high concentration of multi-family housing and senior housing developments located in proximity to Golf Mill Mall. Golf Mill Mall is also located less than one mile from Advocate Lutheran General Hospital which employees thousands and generates over 1.0 million visitors annually. The hospital is also responsible for a significant cluster of medical office facilities. According to the Illinois Department of Employment Security report, Where Workers Work 2019, Niles accounted for 3,816 unemployment-insurance covered health care jobs. Overall, the Village of Niles represents 18,139 unemployment insurance- covered employment.

All work is within the ROW or the Village-owned property. A failing and unused parking lot will be demolished and removed in order to construct the festival lawn and the new pond. During the replacement and upsizing of existing sewers, new conduit will be installed to facilitate future fiber optic runs through this area. As part of the streetscape, new streetlights will be installed in an area that currently lacks lighting.

Sustainable Energy Practices The Village of Niles is currently investigating the inclusion of an electric vehicle charging station in the parking lot being created on the Village-owned property.

Project Readiness Summary

The Village of Niles first committed to this project when it purchased 9101 Greenwood Avenue to gain control of the land on which the flood storage facility will be constructed. All areas of the project are owned by the Village, are located in the ROW, or have an existing utilities easement with only one small exception. There is one location, at the very upstream end of the project, where a sewer must be installed on private property. The proposed location already has other utilities running through it and the Village is currently working to secure an easement for the installation of the 18-inch sewer. If for any reason this could not be resolved, this small area of the project could be omitted or delayed. The Village has worked diligently to bring this project to life. Preliminary engineering was substantially completed in 2019. Also, a master planning effort was undertaken to identify a project plan that would meet the community’s needs and objectives. Final engineering was initiated in early 2020 and is expected to be completed in July 2020. The project has received Project Plan Approval from the IEPA for an IEPA Loan. This process included receiving environmental clearance from state and federal agencies. The project does require additional construction permits from the MWRDGC, IEPA and IDOT. Permit applications to these agencies are in preparation.

The project will not be phased, it will be constructed in a single construction season during 2021.

CONFLICT OF INTEREST DISCLOSURE

Award applicants and recipients of awards from the State of Illinois (collectively referred to herein as “Grantee”) must disclose in writing to the awarding State agency any actual or potential conflict of interest that could affect the State award for which the Grantee has applied or has received.
