Role:

 To develop relationships in community and rural sectors to enable Council to achieve local solutions to local problems and promote positive change and sustainability for strong, healthy and safe communities.  To provide an effective mechanism for feedback to Council on local and community issues and strategic issues relating to the Ward.  To promote liaison between the relevant community boards, ratepayers associations and community organisations to improve the wellbeing of residents in the Ward.  To develop and maintain a strong relationship with Tangata Whenua and ensure Māori values are considered.  To promote and advocate for the co-ordination of community services and agencies for the well-being of the community.  To consider and report to Council and its Committees on any matter of interest or concern to the Ward communities.

Delegations:

 To receive community development plans and where appropriate make recommendations to Council or its Committees to assist in the implementation of the plans.  To report and make recommendations to Council and its Committees on local and community issues and strategic issues relating to the Ward.  To consider and report on all matters referred by Council and its Committees.  To promote, encourage and facilitate community participation in issues relating to Council strategies and outcomes.  To communicate with community organisations and interest groups within the Ward.

The Chairperson welcomed everyone to the first meeting of the Katikati-Waihi Beach Ward Forum. He outlined the establishment and process of the Ward Forum and introduced Councillors, Staff and Community Board Members to the public. The Chairperson acknowledged the presence of Bay of Plenty Regional Councillor Norm Brunning.

RESOLUTION KWB20-1.2 Moved: Cr J Denyer Seconded: Cr A Henry That the meeting adjourn for the purpose of holding a public forum. CARRIED

7.1 DON WALLIS – KATIKATI BOATING CLUB Mr Don Wallis outlined the history of the Katikati Boating Club (‘KBC’) and the adjunct Katikati Sailing Club. Key Points:  The Katikati Sailing Club ran sailing lessons for young people in the area.  He requested improvement to the facility at the end of Beach Road.  The Katikati Boating Club had designed a concept plan for the Beach Road Reserve area 3-4 years ago.  The concept included the development of a sandy bay between the boat ramp and existing beach. The existing beach currently had rocks on it which limited the use of the area.  The existing boat ramp was the only ramp that serviced central Katikati.  The Katikati Boating Club required a resource consent to deposit sand along the front of the beach, raise the boat ramp 300-400ml and increase the width of the first 20m of the ramp by 12-13 metres.  The Katikati Boating Club property in the middle of Katikati township was currently for sale. Funds from the sale of the property would be directed toward the development of an improved boat ramp at the end of Beach Road.  The Katikati Boating Club were requesting Councils’ support with the required Resource Consent process for the improvements to the Beach Road boat ramp area.

SUSPENSION OF STANDING ORDERS – GROUP PRESENTATIONS

RESOLUTION KWB20-1.4 Moved: Cr A Henry Seconded: Mayor G Webber That standing orders be suspended for the purpose of holding a workshop. CARRIED

8.1 PIO SHORES RATEPAYERS – SPORTS AND COMMUNITY ASSOCIATION Heather Powell & Nigel D’Arth were present, representing the Pio Shores Ratepayers – Sports and Community Association. Key Points:  Nigel D’Arth advised that he was speaking as a representative of the Pio Shores Ratepayers – Sports and Community Association (‘the Association’), which had a membership of 250 registered property owners.  The Association had oversight on the continuing development of recreational facilities for Pio Shores that gave benefit to residents.  The Association manages public assets, reserves, trees and services like stormwater provision.  All properties were subject to covenants registered on the property tiles.  The Association had a role in approving any construction within the subdivision.  A good working relationship with the District and Regional Councils had been developed and several shared co-funded projects had been undertaken at Pio Shores.  Many members were involved with Pio Shores Coast Care.  Main features included the swale road reserves, the number of mature trees within the subdivision and easy access to an uncrowded beach.  The Pio Shores Development was now at a mature stage.  The Association requested the installation of a CCTV on Emerton Road and one on Beach Road just past the local hotel which would cover the two entrance and exit roads at Waihi Beach. The Association asked that the progress of the proposed stormwater project be given major priority status.

8.2 URETARA ESTUARY MANAGERS Karen Smillie, representing the Uretara Estuary Managers addressed the meeting and noted the following: Key Points:  An outline of the history of Uretara Estuary Managers (UEM) was provided.  The primary objective of the group, when it formed in 2004, was pest control.

 The focus had widened to include planting to slow down erosion and minimise contamination of the Tauranga Harbour.  UEM aimed to have one trap per five households, to reduce the damage rats cause to native birdlife and invertebrates.  UEM had planted 12,000 plants in conjunction with community partners.  Approximately 2,500 plants had been grown in the nursery established to support the planting programme.  The importance of keeping fish, estuarine system and freshwater systems healthy was emphasised.  Forty-nine manmade impediments to fish passage had been identified in local waterways during 2019.  UEM monitored discharge proposals, resource consents and provided input into the Bay of Plenty Regional Council Coastal Plan.  The lack of normal vegetative planting on stream banks and importance of natural flood barriers was noted. 17 heavily infested foreign plants had been found along the stream banks.  UEM had started the conversion process, stabilising banks and the planting of natives.  Funding had been received to spend on restoration of four catchment areas, which would improve environmental stewardship.  The potential catchments of interest were , Uretara, Te Rereatukahia, Te Mania.  Project Parore focused on Te Mania Catchment, a community-led ecological restoration and water quality improvement project.  Monitoring through Project Parore had identified 28 special species in the catchment.  The Harbour Margins programme for coastal restoration includes dealing with invasive species and restoration of esplanade reserves.  Over 8000 metres of stream boundaries had been fenced and/or planted.  UEM involved other key farming industry groups and supported farmers with environmental improvements in the area.  UEM were always available to speak to members of the public who were interested in any environmental projects and had an active website.  The Bay of Plenty Regional Council was proactive in providing cost-sharing funding for specific projects that promoted stream and biodiversity health.  UEM have a good relationship with BOPRC and would like to work collaboratively with Western Bay of Plenty District Council on estuarine reserves and margins.  There was an opportunity for UEM and other interest groups to provide feedback on the draft National Policy Statement on Indigenous Biodiversity.

8.3 WAIHI BEACH COMMUNITY BOARD Mr Ross Goudie, Chairperson of the Waihi Beach Community Board addressed the meeting. Key Points:  Mr Goudie highlighted progress made on the Waihi Beach Community Plan.  It was a grass roots project formulated by valuable community input.  He noted the four key pillars in the Action Plan (Social, Economic, Environment and Cultural).  The pillars were the key drivers of various projects to be developed over the next 3-4 years.

 The various projects listed in the Action Plan were noted.  The Community Plan facilitator, Portia McKenzie, had been appointed to develop a plan relating to the enhancement of the Broadlands Block for utilities and community use.  The Community Board would provide governance and a Co-ordinator would oversee community volunteers.  The community had initiated several environmental projects and a meeting had been held with Bay of Plenty Regional Council, to discuss dune restoration and weed control, in particular salt water paspalum.  Mr Goudie requested that Council review equity of library and service centres, so the services at Waihi Beach are consistent with services provided at Katikati Library and Service Centre.  Mr Goudie requested that Council consider a rates freeze, due to the economic climate.

8.4 ATHENREE ACTION GROUP Anne-Marie Evans, representing the Athenree Action Group, addressed the meeting. Key Points:  Requested a walkway/cycleway link from Athenree to Island View, Waihi Beach that continued along the base of the Pa site linking with Pohutukawa Drive.  Athenree Action Group would like assistance relating to ongoing dune care.  The Walkway/cycleway was required for: o Social – Access to beach and cafes and exercise. o Environmental – Crossing DOC wildlife reserve, interpretive panels could be provided about the bird sanctuary and access for predator control. o Economic – Attract visitors to the area of Athenree, Bowentown and Waihi Beach linking them with a cycleway. o Cultural reasons – Linking the Pa site of Bowentown with the Pa site of Koutunui with an opportunity to tell the iwi history of the area by way of information boards.  Request to extend footpath around the Athenree Rest Home to link with Marina Way.  The Montessori School was located at the bottom of the hill and 3-4 school busses stopped there at 3:30pm and concerns relating to traffic speed in the immediate area had been registered.  The installation of a CCTV system at the start of Athenree Road would monitor traffic speed and vehicles entering and existing Athenree.  An initiative to start a community garden was underway. Council staff had assisted with the initial clean-up of the area of reserve by 34 Roretana Drive. Council had left the existing fruit trees on the reserve in place. Council staff were assisting with the further development of the reserve.  Athenree Harbour Care Group established a mangrove working bee with support from Bay of Plenty Regional Council.  The Bay of Plenty Regional Council supplied traps for the control of pests in the area.  The Athenree Action Group had requested an all-weather cover for the community BBQ.

9.1 KATIKATI BOATING CLUB

RESOLUTION KWB20-1.6 Moved: Cr J Denyer Seconded: Cr A Henry That the Katikati – Waihi Beach Ward Forum recommends that staff work with the Katikati Boating Club regarding the purchase of the old sailing space land by The Landing in Katikati and the proposed development of the Beach Road boat ramp site. Comment Staff have instigated discussions with the Katikati Boating Club about the purchase of their Beach Road property and the Club’s proposed development at the end of Beach Road adjacent to McMillian Reserve.

9.2 PIO SHORES RATEPAYERS – SPORTS AND COMMUNITY ASSOCIATION

RESOLUTION KWB20-1.7 Moved: Cr J Denyer Seconded: Cr A Henry That the Katikati – Waihi Beach Ward Forum: 1. Refers the concerns raised by Pio Shores Ratepayers to staff. 2. Recommends that the request for CCTV in Bowentown be included in the Policy Strategy Review of CCTV. Comment The Pio Shores Ratepayers Association have been provided with an update on the storm water options. The other matters raised are operational issues. Council is currently in the process of developing a CCTV strategy and policy, which looks at the entire surveillance network at a high level in terms of criteria for new cameras, compliance with the Privacy Act 1993 etcetera. This process is anticipated to be completed by the end of 2020.

Comment This has been noted and will be considered alongside any ongoing projects.

ACTION That the request for Council to review equity of library and service centres, so the services at Waihi Beach are consistent with services provided at Katikati library and service centre, be referred to the Long Term Plan process at the recommendation of the CEO.

Comment This request is being considered under the libraries level of service review as part of the Long Term Plan process.

9.5 ATHENREE ACTION GROUP

RESOLUTION KWB20-1.10 Moved: Cr A Henry Seconded: Cr J Denyer That the Katikati – Waihi Beach Ward Forum acknowledges the support of the Athenree Action Group for the completion of a walkway/cycleway from Athenree to Emerton Road Waihi Beach.

Comment The project is being progressed by staff with arrangements being made for a site visit with tangata whenua to consider the crossing point options, now that we are in alert level one.

Comment This can be progressed at an operational level and links to the cycleway plan for Waihi Beach and the proposed link to Katikati. Both Waihi Beach and Katikati Trails development Groups have signed an MOU with Council which includes a map of current and proposed cycleway routes within their respective area.
