Pembangunan Negara Yang Seimbang Bukan Sahaja Mengambil Kira Dimensi Ekonomi, Tetapi Juga Mentaliti Masyarakat Yang Menduk Oleh: Jah Murniwaty M embangunan negara yang seimbang bukan sahaja mengambil kira dimensi ekonomi, tetapi juga "Pmentaliti masyarakat yang mendukung pemikiran kelas pertama melalui amalan etika luhur,budaya kerja cemerlang dan adab sopan yang terpuji,” begitulah antara petikan ucapan Y.B. Tan Sri Mohd Isa bin Dato’ Hj.Abd.Samad, Menteri Wilayah Persekutuan ketika melancarkan Kempen Budi Bahasa di Kg.Sungai Labu pada 10 Mac 2005. Kempen Budi Bahasa yang telah dilancarkan oleh Y.A.B. Perdana Menteri di peringkat nasional bermula awal tahun ini telah dijalankan serentak di seluruh negara termasuklah Labuan. Tujuan utama kempen ini dijalankan adalah untuk mendidik dan mendedahkan amalan nilai-nilai murni dan mewujudkan rasa saling hormat-menghormati di kalangan masyarakat yang berbilang kaum. Turut hadir di majlis ini ialah Timbalan Menteri Wilayah Persekutuan Y.B. Dato’ Zulhasnan Rafique, Ketua Setiausaha KWP Dato’ Dr. Zulkurnain Hj. Awang, Ahli Parlimen Labuan Y.B. Dato’ Hj. Suhaili Abdul Rahman dan ketua- ketua jabatan serta pemimpin-pemimpin masyarakat. Pada majlis yang sama, sebanyak 1000 batang pokok bunga raya pelbagai jenis ditanam di persekitaran balai raya dan sepanjang jalan raya Kg.Sg Labu bagi menandakan bermulanya kempen menanam bunga raya di setiap kampung peringkat W. P Labuan. Kempen ini juga adalah saranan Perdana Menteri yang ingin menjadikan Malaysia sebagai sebuah negara taman dengan mengutamakan penanaman pokok bunga raya di seluruh negara. Acara gotong-royong ini telah disertai oleh pemimpin- pemimpin masyarakat, penduduk kampung, anggota kakitangan kerajaan dan swasta dan pelajar-pelajar sekolah. Dianggarkan lebih 10,000 pokok bunga raya mula ditanam secara gotong- royong di seluruh kampung termasuk kawasan pusat Bandar sebagai usaha ke arah menjadikan Labuan sebagai pulau taman Y.B. HL Hadi Ruangan Kakitangan 19 Sukan Dan Rekreasi 20 2 Latest Newsletter Layout.indd 2 8/27/2005, 4:46 PM SAMBUTAN HARI WILAYAH DI KL Oleh: Fadzilah M uat julung kalinya Sambutan Hari Wilayah BPersekutuan diadakan di Kuala Lumpur menggabungkan ketiga-tiga wilayah iaitu Kuala Lumpur, Labuan dan Putrajaya. Sambutan yang sederhana tetapi meriah ini dilancarkan oleh Menteri Wilayah Persekutuan, Y.B. Tan Sri Isa Abd. Samad bertempat di Dataran Merdeka pada awal pagi 1 Februari 2005. Selain Majlis Pelancaran, pelbagai acara sampingan sepanjang minggu sambutan turut diadakan antaranya ialah Pertandingan Bunga Orkid di Taman Orkid, Pertandingan Memancing, pameran dan lain-lain lagi. Kontinjen Labuan semasa menyertai perbarisan di Dataran Merdeka Wilayah Persekutuan Labuan turut menghantar satu kontinjen perbarisan yang terdiri daripada ketua-ketua kampung bersama beberapa orang pegawai PL. Seramai 22 orang ketua kampung telah menyertai perbarisan ini yang juga sebagai simbol mewakili setiap kampung di Labuan. Selain untuk menyertai perbarisan, pihak PL juga telah mengatur beberapa lawatan ke beberapa lokasi menarik di sekitar Kuala Lumpur antaranya Taman Bunga Raya, Kampung Melayu Kepong Kuala Lumpur dan Kampung Batu 23 Sungai Nibong, Selangor Darul Ehsan. Selain menyertai perbarisan, lawatan ini diharap dapat memberi pendedahan kepada ketua kampung dalam merancang pembangunan di kampung masing-masing. Mendengar taklimat di Kampung Batu 23, Sg. Watikah perlantikan tersebut telah disampaikan pada 11 Mac 2005 oleh Y.B. Menteri Wilayah Y.B. Menteri menyampaikan watikah perlantikan Pengerusi PL Persekutuan di Bilik Persidangan Wisma PL dengan disaksikan oleh ketua-ketua jabatan serta pegawai-pegawai kanan PL. Y.B. Dato’ telah dilantik buat pertama kalinya sebagai Ahli Lembaga Pengarah pada tahun 1999 dan telah dilantik sebagai Pengerusi Ahli Lembaga Pengarah untuk sesi April 2003 hingga Mac 2005. Kini beliau sekali lagi diberi kepercayaan untuk menerajui Ahli Lembaga Pengarah PL untuk sesi April Y.B. Dato’ Suhaili 2005 hingga Mac 2007. memikul tanggungjawab sebagai Pengerusi PL sehingga 2007 Oleh: Fadzilah M rogram Pembangunan PMinda Insan (PPMI) merupakan salah satu elemen dalam Program Pembangunan Rakyat Termiskin (PPRT) yang dilaksanakan bertujuan menghapuskan kemiskinan TKPE (Pembangunan) di negara ini. Pihak kerajaan En. Omar Kaseh berucap semasa melalui Kementerian Lebih 100 orang peserta Majlis Perasmian kursus yang hadir Pembangunan Luar Bandar dan Wilayah telah menyalurkan peruntukan serta garis panduan bagi agensi pelaksana untuk menjalankan program ini. Di W.P Labuan, PL melalui Bahagian Pelaburan dan Sosio Ekonomi telah diberi tanggungjawab dalam melaksanakan pelbagai program PPRT seperti yang telah digariskan. Sehubungan dengan itu, buat julungkalinya satu kursus motivasi yang disampaikan oleh Dato’ Dr. Hj. Mohd. Fadzilah Ceramah Dato’ Dr. Fadzilah Kamsah telah diadakan pada 25 Mei 2005 bertempat sentiasa menarik perhatian di Hotel Waterfront Labuan. Kursus yang bertajuk “Ke Arah Seorang Usahawan” ini telah disertai seramai 130 orang yang terdiri daripada peserta PPRT, Peniaga-peniaga Kecil selain beberapa orang kakitangan PL. Kursus sehari itu telah memberi banyak manfaat dan semangat kepada peserta untuk menceburkan diri dalam alam perniagaan. 4 Latest Newsletter Layout.indd 4 8/27/2005, 4:46 PM Oleh: Dayang Salmah A ari Landskap Negara telah dilancarkan Hpada 3 Mac 2005 berlangsung di Taman Bunga Raya, Taman Tasik Perdana, Kuala Lumpur oleh Perdana Menteri Malaysia, Y.A.B. Dato’ Seri Abdullah Haji Ahmad Badawi. Pada kesempatan tersebut KPE turut hadir bersama TKPE (Pembangunan) dan juga beberapa orang pegawai dari Unit Landskap, PL ke majlis pelancaran tersebut. Sambutan yang diadakan ini juga adalah bertujuan untuk menyempurnakan penyampaian sijil dan hadiah kepada pemenang-pemenang Pertandingan Landskap Peringkat Kebangsaan 2004. Sebanyak lima belas kategori yang dipertandingkan di seluruh negeri termasuklah KPE menerima hadiah Pertandingan Landskap 2004 daripada Wilayah Persekutuan Labuan. Y.A.B. Perdana Menteri Seperti yang diketahui umum, PL adalah sebuah organisasi badan berkanun yang merupakan tulang belakang kepada pembangunan Labuan sekaligus bertanggungjawab untuk mengindahkan Pulau Labuan ke arah menjadi sebuah Pulau Taman Tercantik di rantau ini. Sebagai bukti dan kesungguhan tersebut, PL telah berjaya meraih johan bagi Kategori Jalan Utama / Jalan Protokol. Jalan yang dimaksudkan ialah kawasan di sepanjang Jalan Tun Mustapha, Jalan Kampung Jawa dan Jalan Mohd Salleh. Sememangnya kesuburan dan kesegaran pohon yang menghijau di sepanjang jalan tersebut telah membawa tuah kepada Labuan untuk mendapatkan sijil pengiktirafan dan juga hadiah wang tunai bernilai RM 3000. Majlis penyampaian sijil dan hadiah telah disempurnakan oleh Y.A.B. Dato’ Seri Abdullah Haji Ahmad Badawi, Perdana Menteri Malaysia. Tujuan lawatan pihak terbabit ke W.P Labuan amnya dan PL khasnya adalah untuk melihat secara dekat keadaan Labuan selain bertukar-tukar maklumat berkenaan cara Perbadanan menjalankan fungsi pentadbiran Taklimat sempena lawatan Majlis Daerah Kuala Selangor sebagai PBT dan agensi kerajaan yang utama di W.P Labuan. Antara agensi kerajaan dan PBT yang berkunjung ke Labuan ialah Jabatan Hal Ehwal Khas Kuala Lumpur (JASA), Majlis Perbandaran Kajang dan Majlis Daerah Kuala Selangor. Selain itu, pada 9 Mac 2005 Labuan turut dikunjungi oleh pihak media antaranya Radio Televisyen Malaysia (RTM), NTV7, Berita Harian, Kosmo dan News Strait Times yang datang bersama- sama dengan Y. B. Menteri Wilayah Persekutuan. Sudah menjadi TKPE (Pengurusan) menerima cenderamata kelaziman, setiap pengunjung yang datang ke PL akan diberikan daripada ketua rombongan JASA Kuala Lumpur satu sesi taklimat berkenaan

Having had the privilege of serving the country as a Royal Malaysian Air Force fighter pilot, businessman and politician, it gives me great pride to now be chosen to represent Malaysia at the highest level of its diplomatic relations with the United States. I also had the opportunity to meet and learn firsthand from the experiences of my predecessors in preparation for my vocation. I wish to thank His Majesty DYMM Seri Paduka Baginda Yang Di Pertuan Agong, the YAB Prime Minister of Malaysia, for their trust; and appreciation to former Ambassador Dato Dr Awang Adek Hussin, a friend whose contributions had been instrumental in bringing the Malaysia-United States relationship to the level that is today. He leaves behind a legacy that will challenge me to do my best, judging from the wonderful things said of him from counterparts, leaders and officials alike. Setiawangsa Member of Parliament Datuk Seri Zulhasnan Rafique said Muhyiddin, who is also Federal Territory BN chairman, gave the message when attending a closed-door briefing with Setiawangsa Umno division leaders, here. "All the grassroot leaders in the division agreed on the importance for us to work real hard to ensure victory for BN in Setiawangsa although the date for the coming general election has not been announced. "We will be kicking off certain activities which have been discussed among the grassroots," he said after the briefing at the Setiawangsa Parliamentary Constituency Elected Representative's Service Centre. Muhyiddin today had a working visit to the Setiawangsa and Wangsa Maju constituencies to meet and obtain feedback from the grassroot leaders on the political situation in the two areas. Zulhasnan said his division gave the one-hour briefing which also included current issues.     UA: 152/17 Index: ASA 28/6588/2017 Malaysia Date: 23 June 2017 URGENT ACTION HUMAN RIGHTS DEFENDER CHARGED WITH OBSTRUCTION Human rights defender and lawyer Siti Kasim has been charged with “obstruction” in connection with a raid on a transgender event held in April 2016. She could face up to two years in prison or a maximum fine of RM10,000 (USD 2,331) or both, if convicted. On 3 April 2016, the Federal Territories Islamic Department (JAWI) carried out a raid on a private transgender beauty pageant. While pageants are generally prohibited for Muslim women under religious laws, the state officials specifically targeted members of the transgender community. Siti Kasim, a lawyer and human rights defender who was present at the event, questioned the legitimacy of the raid given the religious authorities conducted the raid without a warrant and were not accompanied by the police, as required under Malaysian law. On 7 April 2016, Siti Kasim was arrested and investigated for “criminal intimidation” and for allegedly “obstructing a public servant” after she demanded to know if JAWI officers had a warrant to conduct the raid. She was subsequently released. Over a year later, on 13 June 2017, she was informed that she was going to be charged at the Kuala Lumpur Magistrates’ Court for “obstructing a public servant” under the Penal Code. On 23 June 2017, Siti Kasim pleaded not guilty to the charge and was released on bail. The next court hearing is scheduled for 22 August. If convicted, she faces up to two years in prison, a maximum fine of RM10,000 (USD 2,331) or both.

On 22 May, his family was informed that he will be executed “soon” and they are to pay their last visit on 23 May 2017. Yong Kar Mun is a 48-year-old, former mineral water seller facing imminent execution by hanging in Malaysia. His family was handed a letter from the Sungai Buloh Prison authorities at 2pm on 22 May, informing them that Yong Kar Mun’s death sentence will be implemented imminently and that they should pay their last visit to him on Tuesday 23 May 2017. The authorities have not indicated the exact date of his execution. However, based on existing practice, the execution is expected to take place within a week of notifying the family. Yong Kar Mun was convicted and sentenced to the mandatory death penalty on 5 March 2009 by the Shah Alam High Court, under Section 3 of the Firearms (Increased Penalties) Act, 1971, for discharging a firearm in the commission of an armed robbery. While a man involved in the robbery was subsequently killed in a police chase, there were no casualties resulting directly from the offence. The Court of Appeal in Putrajaya dismissed his appeal on 6 October 2011, while the Federal Court dismissed his final appeal, affirmed the decision of the Court of Appeal and handed out the final sentence on 2 August 2012.
