LUXEMBOURG RESISTANCE TO THE GERMAN OCCUPATION OF THE SECOND WORLD WAR, 1940-1945 by Maureen Hubbart A Thesis Submitted in Partial Fulfillment of the Requirements for the Degree MASTER OF ARTS Major Subject: History West Texas A&M University Canyon, TX December 2015 ABSTRACT The history of Luxembourg’s resistance against the German occupation of World War II has rarely been addressed in English-language scholarship. Perhaps because of the country’s small size, it is often overlooked in accounts of Western European History. However, Luxembourgers experienced the German occupation in a unique manner, in large part because the Germans considered Luxembourgers to be ethnically and culturally German. The Germans sought to completely Germanize and Nazify the Luxembourg population, giving Luxembourgers many opportunities to resist their oppressors. A study of French, German, and Luxembourgian sources about this topic reveals a people that resisted in active and passive, private and public ways. ii ACKNOWLEDGEMENTS I would like to thank Dr. Elizabeth Clark for her guidance in helping me write my thesis and for sharing my passion about the topic of underground resistance. Prof. Kuhn and Dr. Valentina Rothe never allowed me to feel home sick and often called me over to their place. Their generous helpings of good food and lots of affection kept me in good spirits. Prof. Kuhn put me on to various archivists to explore material for research and I finally settled in the State Archives of Düsseldorf where I worked for a year under her supervision. I began writing in Berlin the next year at Prof. Karin Hausen’s Centre for Interdisciplinary Research on Women and Gender at the Technical University, Berlin. Her colloquium provided me with an intellectually stimulating and friendly atmosphere and I managed to write two important chapters during my stay there. Prof. Hausen personally has been extremely encouraging. She patiently listened to what I had to say not necessarily on my thesis alone but on other matters of life. -

Over there they have in mind, practically speaking, only coloreds and half-coloreds, which includes mestizos and mulattoes; but the Jews, who are also of interest to us, are not reckoned among the coloreds. —Roland Freisler, June 5, 1934 On June 5, 1934, about a year and a half after Adolf Hitler became Chancellor of the Reich, the leading lawyers of Nazi Germany gathered at a meeting to plan what would become the Nuremberg Laws, the notorious anti-Jewish legislation of the Nazi race regime. The meeting was chaired by Franz Gürtner, the Reich Minister of Justice, and attended by officials who in the coming years would play central roles in the persecution of Germany’s Jews. Among those present was Bernhard Lösener, one of the principal draftsmen of the Nuremberg Laws; and the terrifying Roland Freisler, later President of the Nazi People’s Court and a man whose name has endured as a byword for twentieth-century judicial savagery. The meeting was an important one, and a stenographer was present to record a verbatim transcript, to be preserved by the ever-diligent Nazi bureaucracy as a record of a crucial moment in the creation of the new race regime. That transcript reveals the startling fact that is my point of departure in this study: the meeting involved detailed and lengthy discussions of the law of the United States. -

Als nunmehr einzige Partei ist die NSDAP (Nationalsozialistische Deutsche Arbeiterpartei) mit ihren Gliederungen und angeschlossenen Verbänden zugelassen. Aber bereits vor dem Anschluss gibt es in Waidhofen 271 „organisierte Parteigenossen“, wie aus einem Artikel im „Boten“ vom 25.März 1938 hervorgeht: ► „Die ‚paar jugendlichen Unentwegten’, wie es immer hieß, umfaßten in unserer Stadt die stattliche Zahl von 271 organisierten Parteigenossen, davon in der SS 33, SA 106, NSKK 44, PO 106, HJ 88, BDM 24, NSF 50.“1 Noch im Juni 1938 kommt es zu einer „Vergeltungsaktion“ die gegen die Vertreter des Ständestaates gerichtet ist: ► Inspektor Pitzel berichtet über Vergeltungsmaßnahmen der SA im Juni 1938: „Im Juni inszenierte die SA eines Abends schlagartig eine sogenannte Vergeltungsaktion, bei der ihr mißliebige Gegner, hauptsächlich solche, welche in den ehemaligen Wehrformationen sich hervorgetan hatten, aus den Wohnungen geholt und zur Polizeidienststelle gebracht wurden. Dort hatte sich eine große Menschenmenge angesammelt, die an den Vorgängen anscheinend Gefallen fand. Mehrere der unrechtmäßig Festgenommenen wurden insultiert, einige nicht unerheblich verletzt.“2 Diese Vorfälle werden auch im Situationsbericht des Landrats des Kreises Amstetten an die Gestapo Wien vom 1.7.1938 erwähnt: „Der Monat Juni (1938) ist im Bezirke im allgemeinen politisch vollkommen ruhig verlaufen. -
