The book examines the major milestones in astronomical research and discoveries involving historival monuments of interest to archeoastronomy and of international value. The monograph will be useful to professional researchers in the field of archeology and the history of astronomy, as well as to students of relevant scientific disciplines and to laymen of a broad interest. It is composed of the set of papers submitted to the UNESCO International Conference “Astronomy and World Heritage: Across time and continents” which was held in Kazan (Russia) in August 2009. The baseline of the Conference was the UNESCO Thematic initiative “Astronomy and World Heritage” launched in 2004. Distinguished delegates from 15 countries attended the meeting including specialists in the fields of astronomy and archaeology, UNESCO and IAU representatives, as well as directors of astronomical observatories and coordinators of international projects. The Conference under auspice of President of Tartar Republic Mintimer Shaymiev became one of the most remarkable events of the International Year of Astronomy, as it was proclaimed at the 62-th General Assembly of the United Nations. The monograph contains a comprehensive review of the main results of the study made until recently by European, Asian and American scientists and represents a synergism of astronomy and archaeoastronomy/archeology. It examines the major milestones in astronomical research and presents the actual discoveries “across time and continents”, from the megalith monuments of past civilizations through medieval and optical astronomy, and ultimately to the modern time culminating with the beginning of space exploration. The topics reflect the role of astronomy in the life of nations of various continents, ranging from the most ancient witnesses of the conducted astronomical observations to the modern international astronomical projects. The contents expands our views of space environment tremendously, and in particular, allows us to survey the long period of human beings’ history, involving the first primitive astronomical instruments of the ancient times through the new exciting opportunities to penetrate deep in our space environment and to have close up views of other worlds. Basically, the book represents an excellent illustration of the great progress which the mankind achieved for a few millennia of its evolution, specifically in such advanced science like astronomy, in attempts to understand its own position in the boundless Universe. Unfortunately, because of some reasons including financial constraints, the organizers could not accommodate obvious needs to publish the Conference Proceedings soon after the event has ended. Nonetheless, interest of the participants has not been lost, and an original idea eventually was modified to publishing the collective monograph. The results discussed in Kazan were only slightly updated, and the papers kept current importance and represent state of art in this area of fundamental science. We are aware that not all papers are written in good English because no native English-speaking editor was available, and apologize for this disadvantage. The drafters and associate scientific editors paid the great efforts to compile the monograph contents as coherently as possible. I am pleased to thank them and all the authors submitted their papers for publication for contribution and cooperation. Consequently, investigations of early forms of complex socio-political organization in this region have thus far been primarily focused on Bronze Age (ca. 3500 - 1000 BC) funerary and ceremonial monuments, which presumably served as aggregation points for dispersed populations. When it comes to settlement pattern evidence, researchers claim that traditional models of regional-scale demographic organization, developed in the context of settled societies, cannot be applied to the early complex communities of the steppes.

    Glossary Glossary Albedo A measure of an object’s reflectivity. A pure white reflecting surface has an albedo of 1.0 (100%). A pitch-black, nonreflecting surface has an albedo of 0.0. The Moon is a fairly dark object with a combined albedo of 0.07 (reflecting 7% of the sunlight that falls upon it). The albedo range of the lunar maria is between 0.05 and 0.08. The brighter highlands have an albedo range from 0.09 to 0.15. Anorthosite Rocks rich in the mineral feldspar, making up much of the Moon’s bright highland regions. Aperture The diameter of a telescope’s objective lens or primary mirror. Apogee The point in the Moon’s orbit where it is furthest from the Earth. At apogee, the Moon can reach a maximum distance of 406,700 km from the Earth. Apollo The manned lunar program of the United States. Between July 1969 and December 1972, six Apollo missions landed on the Moon, allowing a total of 12 astronauts to explore its surface. Asteroid A minor planet. Background UNESCO's Astronomy and World Heritage Initiative (AWHI) (whc.unesco.org/en/ astronomy) has existed since 2004 to identify, promote and protect heritage, and potential World Heritage, connected with astronomy. A Memorandum of Understanding (MoU) between UNESCO and the IAU, under which the IAU undertook to implement the AWHI jointly with UNESCO, was signed in 2008 ahead of the IYA 2009.     'Nirbhaya' Movement The 'Nirbhaya' Movement: An Indian Feminist Revolution Garima Bakshi In December 2012, New Delhi witnessed a horrifc crime – a female medical student was violently gang-raped on a moving bus and then dumped onto the highway, injured and unconscious. While she didn’t survive the attack, Nirbhaya, as she was named by the media, sparked a revolution in India and its neighboring countries. Tis paper delves into the many aspects of the movement, examining it as a whole by drawing on the theories of Castells, Jenkins, Papacharissi, and Sundaram. It examines the protests that took place on digital forums which then transcended onto the streets, the afective nature of the movement, and international responses it elicited. Garima Bakshi is a Master's candidate at New York University's Media, Culture, and Communication department.     Commission C4 annual report 2017 Report for the period January to December 2017 The Commission's main achievements during 2017 are as follows. 1 The publication of the second ICOMOS-IAU Thematic Study on astronomical heritage ("TS2"). Heritage Sites of Astronomy and Archaeoastronomy in the Context of the World Heritage Convention: Thematic Study no. 2 was published as an e-book in June, in time for the 2017 UNESCO World Heritage Committee meeting in Kraków, and as a paperback in November, in time for the ICOMOS General Assembly in Delhi. ICOMOS Thematic Studies (sometimes produced in co-operation with specialist partner organisations) aim to provide a synthesis of current research and knowledge on a specific theme and/or region, and are useful to State Parties wishing to nominate a heritage property for inscription on the World Heritage List. TS2 examines a number of key questions relating to astronomical heritage sites and their potential recognition as World Heritage, attempting to identify what might constitute “outstanding universal value” (OUV) in relation to astronomy. It represents the culmination of several years' work to address some of the most challenging issues raised in the first ICOMOS-IAU Thematic Study ("TS1"), published in 2010. A particularly complex issue is the recognition and protection of dark skies. Dark sky areas cannot in themselves be considered as potential World Heritage Sites, but TS2 includes a thematic chapter by Michel Cotte of ICOMOS considering a range of ways in which dark sky values can be interrelated with broader cultural or natural values of a place and thereby contribute to its overall cultural or natural value and potential OUV.
