We sailed out of Montreal on the S.S. Duchess of York, and late in the afternoon of the first day we passed the city of Quebec, which offered us a striking view of the Chateau Frontenac perched on a bluff high above the St. Lawrence River. We had no premonition that, within just over ten years, World War II would have been fought, or that in the aftermath of that war the representatives of many nations would have gathered in the Chateau Frontenac on 16 October 1945 to found the Food and Agriculture Organization of the United Nations ( FAO ) Neither did we have any way of knowing that this new Organization would have a pervasive influence on much of the remainder of our lives. During most of 1943 and early 1944 I served for my Government as a consultant on animal breeding in China and India. As I was nearing the end of my assignment a colleague in the United States Embassy in Chungking showed me the one copy the Embassy had received of the Report of the Hot Springs Conference, by which I learned of the impending formation of FAO , and it sparked my interest. Back in Washington, during the summer of 1944, the United Nations Interim Commission on Food and Agriculture was already busy preparing materials for consideration by the Quebec Conference. I was drafted into assisting the Technical Committee on Agriculture, and met with it on many occasions over the next eight or nine months. My experience in China and India had also sparked my interest in the problems of breeding livestock under unfavourable environments, and during 1944-45 I was preparing a manuscript on this subject. The Interim Commission officer who later became FAO's first Director of Information learned of it, and asked if FAO might publish it. Thus it eventually appeared as FAO's Agricultural Study No. 1. Soon thereafter, FAO Director-General Sir John Boyd Orr decided to convene in Copenhagen, in the late summer of 1946, just prior to the Second Session of the FAO Conference, the first session of a Standing Advisory Committee on Agriculture preparatory to the setting up of FAO's Agriculture Division. It was during that Committee session that I was invited to join the FAO staff. So, from those earlier involvements that I have just recounted, did I become inexorably involved in FAO's web. Now, as perhaps the only one remaining in FAO whose experience has covered almost the whole span of the Organization's creation and development, it has seemed appropriate indeed, an obligation to record the key events of those years, for the information of those who have and will come on the FAO scene at later stages. This volume is the result. During all those years that led up to and involved participation in FAO,I was ably and loyally supported by my wife, Mary,, up tothe time of her death on 26 February 1981, so it is to her that this volume is dedicated. INTRODUCTION It is a common argument that one of the factors contributing to the decline of institutionalism as a movement within American economics was the arrival of Keynesian ideas and policies. In the past, this was frequently presented as a matter of Keynesian economics being ‘‘welcomed with open arms by a younger generation of American economists desperate to understand the Great Depression, an event which inherited wisdom was utterly unable to explain, and for which it was equally unable to prescribe a cure’’ (Laidler 1999, p. 211).1 As work by William Barber (1985) and David Laidler (1999) has made clear, there is something very wrong with this story. In the 1920s there was, as Laidler puts it, ‘‘a vigorous, diverse, and dis- tinctly American literature dealing with monetary economics and the business cycle,’’ a literature that had a central concern with the operation of the monetary system, gave great attention to the accelerator relationship, and contained ‘‘widespread faith in the stabilizing powers of counter-cyclical public-works expenditures’’ (Laidler 1999, pp. 211-12). Contributions by institutionalists such as Wesley C. Mitchell, J. M. Clark, and others were an important part of this literature. The experience of the Great Depression led some institutionalists to place a greater emphasis on expenditure policies. As early as 1933, Mordecai Ezekiel was estimating that about twelve million people out of the forty million previously employed in the University of Victoria and Erasmus University.

    2nd INFANTRY REGIMENT 1110 pages (approximate) Boxes 1243-1244 The 2nd Infantry Regiment was a component part of the 5th Infantry Division. This Division was activated in 1939 but did not enter combat until it landed on Utah Beach, Normandy, three days after D-Day. For the remainder of the war in Europe the Division participated in numerous operations and engagements of the Normandy, Northern France, Rhineland, Ardennes-Alsace and Central Europe campaigns. The records of the 2nd Infantry Regiment consist mostly of after action reports and journals which provide detailed accounts of the operations of the Regiment from July 1944 to May 1945. The records also contain correspondence on the early history of the Regiment prior to World War II and to its training activities in the United States prior to entering combat. Of particular importance is a file on the work of the Regiment while serving on occupation duty in Iceland in 1942. Th is, however, is not an empire of colonisation that diminishes or enslaves those whom it embraces. It involves neither the greed nor the ruthlessness so oft en inherent in empire-building. It is without condescension: an empire that breaks down barriers rather than creating ownership and, it can be claimed, enhances civilisation. Where would you plant the fl ag to claim sovereignty of ideas and philosophies? Th is is not a recital of the adventures of conquering heroes, although some are included. Th e empire I have in mind is more an outreach of ideas, the story of human endeavour in its many forms, pushing at the boundaries of the imagination and stretching the accepted order. It sweeps from the foothills of press freedom to the high plains of moral philosophy; from the oceans of ingenuity to the great rivers of physical courage; from the borderlands where determination meets initiative to the mighty mountain ranges of originality. It encompasses everything from the spirit of pioneering to the mystical qualities of leadership. It’s luckily not dependent on a seat of power and nor is it aff ected by the bruising arguments about Scotland’s place within the UK or as an independent state.

For many years the prevailing as- sumption among scholars was that French policy was not very important. France, as the historian John Young points out, was “usually mentioned in Cold War histories only as an aside.” When the country was discussed at all, he notes, it was “often treated as a weak and vacillating power, obsessed with outdated ideas of a German ‘menace.’”1 And indeed scholars often explicitly argued (to quote one typical passage) that during the early Cold War period “the major obsession of French policy was defense against the German threat.” “French awareness of the Russian threat,” on the other hand, was sup- posedly “belated and reluctant.”2 The French government, it was said, was not eager in the immediate postwar period to see a Western bloc come into being to balance Soviet power in Europe; the hope instead was that France could serve as a kind of bridge between East and West.3 The basic French aim, according to this interpretation, was to keep Germany down by preserving the wartime alliance intact. Germany itself would no longer be a centralized state; the territory on the left bank of the Rhine would not even be part of Germany; the Ruhr basin, Germany’s industrial heartland, would be subject to allied control. Those goals, it was commonly assumed, were taken seriously, not just by General Charles de Gaulle, who headed the French provisional government until Jan- uary 1946, but by Georges Bidault, who served as foreign minister almost without in- terruption from 1944 through mid-1948 and was the most important ªgure in French foreign policy in the immediate post–de Gaulle period.

    MONTREAL UNITED NATIONS CONFERENCE BACKGROUND GUIDE World Food Program 1 LETTER FROM THE CHAIR Dear Delegates, Welcome to the World Food Programme! My name is Kareem Faraj and it is my honor to be chairing this committee. I am currently majoring in Political Science at McGill University with a minor in History. By the time MUNC 2020 rolls around, I will have spent 6 years on the Model United Nations circuit and have had the pleasure of occupying positions ranging from that of committee page all the way to that of Secretary General across a variety of conferences around the island of Montreal and beyond. I would also like to take this occasion to welcome you to MUNC 2020, which, to this day, holds a very special place in my heart. Current events may have forced the conference online, but I remain convinced that this year’s conference will continue to grow and improve on its previous iterations. While I am disappointed that I will not be able to meet and interact with you in person during committee, I have no doubt that this new format will offer new opportunities for the entire MUN community. Past MUNCs have provided me with the opportunity to make lasting memories and friendships over the years. I hope your experience at MUNC will be just as educational and enjoyable as mine was. As the chair of a Blue Division committee, it is my wish that this committee be as accessible and inclusive as possible for all delegates, regardless of prior MUN experience. The move to an online platform will a new experience for many, including myself.
