The Honorable Rick Santorum Former U.S. Senator Rick Santorum of Pennsylvania was elected to the U.S. House of Representatives in 1990 at the age of 32, and from 1995 to 2007, served in the US Senate. In 2000, he was elected by his peers to the position of Senate Republican Conference Chairman. Senator Santorum became one of the most successful government reformers in our history, taking on Washington's powerful special interests from the moment he arrived in our nation's Capitol. Along with John Boehner and Jim Nussle, Senator Santorum was a member of the famous "Gang of Seven" that exposed the Con - gressional Banking and Congressional Post Office scandals. It was this record of reform that prompted a Washington Post reporter to write in a recent article that "Santorum was a tea party kind of guy before there was a tea party." He was also an author and floor manager of the landmark Welfare Reform Act which passed in 1996 that has empowered millions of Americans to leave the welfare rolls and enter the workforce. Senator Santorum wrote and championed legislation that outlawed the heinous procedure known as Partial Birth Abortion as well as the "Born Alive Infants Protection Act," the "Unborn Victims of Violence Act," and the "Combating Autism Act" because he believes each and every individual has value and the most vulnerable in our society need to be protected. Senator Santorum fought to maintain fiscal sanity in Washington before it was in fashion, fighting for a balanced budget and a line item veto. He bravely proposed reforming entitlements, cutting spending and even developed a "spendometer" that added up the cost of Democrat amendments to spending bills. -

Sitting behind the wheel, Santorum popped in a tape, and on came the reedy voice of a man lecturing as if to a classroom. “Listen,” Santorum said. “Newt Gingrich.” “Who the hell is Newt Gingrich?” the co-worker asked. Santorum explained that Gingrich was a congressman from Georgia, and that he was the guy to listen to if you were considering a future in politics. “At the time,” says the co-worker, “I had no idea that was something Rick was interested in.” As it turned out, Santorum was already telling people he was running for Congress in the upcoming election. The tape was something he had ordered from GOPAC, Gingrich's political action committee, full of do-it-yourself campaign tips for aspiring candidates. In recent years, of course, Gingrich's tutelage of Santorum has taken on a much more direct nature. -

DIANE SAWYER: And a good evening to all of you welcome to Iowa, welcome to Drake University as the presidential voting draws near, the time is coming. And the political team of ABC News has been out in force throughout this state. And we just wanna say to the people of Iowa, we are endlessly struck by how seriously you take your role as first in line for the vote. GEORGE STEPHANOPOULOS: Every four years first. DIANE SAWYER: That is true. And it's 24 days now and counting until the voting begins in the caucuses. And-- and it's at the time for closing arguments, so let us introduce the presidential candidates from the Republican party for the United States of America here at the debate tonight. The Revolution That Wasn’t: Conservatives Against Congress, 1981-2018 Philip A. Wallach Resident Scholar, American Enterprise Institute Working Paper prepared for the Research Roundtable, “First Branch, Second Thoughts” convened by the C. Boyden Gray Center for the Study of the Administrative State, Antonin Scalia Law School, September 2020. Thanks to participants in the March roundtable for excellent comments. Why didn’t conservatives have more success overhauling the administrative state or cutting back the scope of the federal government after the Republican Revolution of 1994? In part, they simply lacked the votes. Less obviously, forty years in the minority in the House of Representatives left Republicans with a deeply hostile view of Congress as an institution, making it difficult for them to envision the legislature as an effective counterweight to the president or administrative state. Even as Congress became conservatives’ power center, they mostly remained presidentialists. This paper provides a detailed account of the reforms conservatives sought, especially in the 104th Congress of 1995-1996, in order to show how conservative antipathy toward Congress helped ensure the durability of the administrative state. *** I. Introduction In November 2019, Attorney General William Barr delivered a keynote speech to the Federalist Society’s National Lawyers Convention, the message of which was that “over the past several decades, we have seen steady encroachment on Presidential authority by the other branches of government.”1 In Barr’s telling, Congress had “largely abdicated its core function of legislating” and turned instead to “constant harassment” of the executive branch, “plainly designed to incapacitate” it. -

Richard John "Rick" Santorum is a former United States Senator from the Com- monwealth of Pennsylvania, and will be joining us for a special fundraising lunch (only $20) at the Carolina First Center on October 28th . Senator Santorum is well-known on the national political scene as a key ally to social conservative causes, and political speculators mentioned him as a poten- tial presidential candidate in 2008 and potentially in 2012. Senator Santorum is often touted as the exception in Pennsylvania politics because he was a staunch conservative in an otherwise moderate state (note: he served at the same time as party-switcher Arlen Specter). He successfully maneuvered murky political waters, and we look forward to hear- ing how Republicans can reclaim Congress and the White House and succeed in key swing states like Pennsylvania. Although Senator Santorum is no longer in public office, he is still engaged in the national political scene. He is a contributor on the Fox News Channel and a Senior Fellow with the Ethics and Public Policy Center in Washington, D.C. Bringing a national perspective, Senator Santorum plans to fo- cus on the creation of jobs and reviving the economy. We look forward to hearing how the national party can articulate a winning and successful message, and turn the economy from its current direc- tion. DLS Chair: Elizabeth Duke, PhD ABSTRACT The United States Senate has long been called one of the world’s “greatest deliberative bodies” yet today, many Americans see a bitterly divided and ideologically polarized Congress. The American public rightfully demands to understand why limited bipartisanship, as well as significant stalemate and obstructionism, persist in hindering legislative work on Capitol Hill. What is urgently needed is an inclusive polity and healthy public institutions that ensure the success of the American democracy. Indeed, a vital resource is found in the values and actions of the bipartisan women of the U.S. Senate who represent a small, yet impactful, twenty percent of the legislative body. The examination of the bipartisan women of the Senate is a critical analysis of successful behaviors and belief systems in need of replication for productive governance within the legislative branch. How the women of the Senate work with each other and with their colleagues to be successful in a traditionally male dominated institution and in a political environment that currently makes large and small legislative accomplishments a challenge will be explored at length. -

Rest of page is from http://womenincongress.house.gov -- Deborah Denine Pryce was born in Warren, Ohio, on July 29, 1951. She graduated from Ohio State University in 1973 and received her J.D. from Capital University Law School three years later. From 1976 to 1978, Pryce served as an administrative law judge for the Ohio state department of insurance. She worked as a prosecutor and municipal attorney for the city attorney’s office of Columbus from 1978 to 1985. Pryce served two terms and was the presiding judge in the municipal court of Franklin County from 1985 to 1992. In 1990, she adopted her daughter, Caroline. After Caroline’s death from cancer in 1999, Pryce founded Hope Street Kids, a nonprofit organization devoted to curing childhood cancer. In 2002, she adopted a daughter, Mia. In 1992, when 13-term Republican Representative Chalmers Wylie retired from the House, Pryce ran unopposed in the GOP primary. In a hard-fought, three-way general election for the open seat in a district covering western Columbus and its outlying suburbs, Pryce prevailed with 43 percent of the vote. She was re-elected to the six succeeding Congresses, with comfortable margins… From the beginning of her congressional service, Representative Pryce occupied a leadership position. Elected Republican freshman-class president in 1993, Pryce also was named to the congressional Republican transition team in the following Congress, when Republicans gained control of the House for the first time in 40 years.
