Adoption of agenda Decision: The draft agenda was adopted in the form shown in these minutes. 2. Report on ongoing interinstitutional negotiations Amending Directive 2013/34/EU on disclosure of income tax information by certain undertakings and branches - Trilogue of 1 June On 1 June, in the third trilogue, a provisional political agreement was reached on the proposal for a Directive of the European Parliament and of the Council amending Directive 2013/34/EU as regards disclosure of income tax information by certain undertakings and branches: the proposal on public country-by-country reporting. PV\1234045EN.docx PE693.862v01-00 EN United in diversityEN I would like to congratulate the co-rapporteurs, Evelyn Regner for ECON and Iban Garcia del Blanco for JURI, and the negotiating team for this achievement. I would also like to thank the Portuguese Presidency for their efforts in bringing back this important file to the negotiation table after five years dormant in Council, and thank the Commission for their role as loyal broker between the Parliament and the Council. On the content, I will briefly sum up the main features of the agreement: - Regarding the content of the report on income tax information, co-legislators agreed in including, together with other items, the number of employees on a full-time equivalent basis and the list of all subsidiary undertakings established in the Union or in tax jurisdictions included in Annex I and Annex II of the Council conclusions on the EU list of non-cooperative jurisdictions for tax purposes. - The report should be made available on the undertakings' websites, using a common template, and in a machine-readable format. The disaggregation will occur in relation to MS and to jurisdictions in Annex I of the Council conclusions of the list of non- cooperative jurisdictions for tax purposes (the so-called black list) but also in relation to Annex II (the grey list). - Anti-avoidance clause is included covering all subsidiaries and branches regardless of their size. We are now awaiting confirmation of the agreement by COREPER in order to proceed with a vote on the provisional political agreement in ECON/JURI very soon (possibly on 14 June). Subsequently, after the usual linguistic verification, Council will adopt its first-reading position and the ECON/JURI Committee will vote on a recommendation to Plenary. The votes on the amendments on item 5 and 6 took place - following the announcement of the Chair - from 09:08 to 10:38 and the final votes on items 5, 6 and 7 took place between 12:30 and 13:30. 5.     Mr Josep Borrell Vice-President of the European Commission High Representative of the Union for the CFSP Rue de la Loi 170 1000 Brussels Brussels, 16th April 2021 Dear Mr. High Representative; Mr Vice-President of the Commission: A delegation from the illegitimate National Assembly of the Bolivarian Republic of Venezuela, which emerged from the electoral farce organised on 6th December 2020 by the regime of Nicolás Maduro, recently paid a visit to Brussels and was officially received by the institution you lead. According to a statement you made on behalf of the European Union on 6th December, this spurious process took place in the absence of electoral conditions that could have guaranteed its credibility, without any respect for political pluralism, and in an atmosphere of persecution and disqualification of democratic leaders whose legitimate rights were curtailed. Your statement concludes that such circumstances could not consider this process credible, inclusive, and transparent and therefore the results did not represent the will of the Venezuelan people. That initial statement was confirmed on 6 January of this year by a new declaration, in similar terms to those expressed on 6 December, and by the conclusions of the Foreign Affairs Council of 25 January. These reiterated the lack of recognition of the electoral process and regretted the behaviour of the authorities of the Maduro regime, whose actions are preventing a solution to the serious crisis in Venezuela. We were surprised and gravely concerned to learn that on 14th April, at your request, senior officials of the European External Action Service received the aforementioned delegation, comprising Iris Varela, Pedro Carreño and Desirée Santos Amaral, at the EEAS headquarters.

For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour.     World for Uyghurs - #WorldForUyghurs - Op-ed 1.10.2020 For years, the world has witnessed a crime against humanity For years, the Chinese regime has detained millions of human beings in concentration camps, just because they were born Uyghurs. And for years, the international community has stood idly by. Great crimes need great silences. The time has come to break the deafening silence that surrounds the oppression of the Uyghur people. Systematic sterilizations, forced abortions, children separated from their parents, naysayers sentenced to death, women forced to (literally) share their bed with emissaries of the Chinese Communist Party, massive rapes: since the end of 2016, the "Xinjiang Autonomous Region" has become the other name for the negation of man's humanity. The reasons for the deportations reveal the nature of the repressive system put in place under the authority of President Xi Jinping, the man who urged his officials to show “absolutely no mercy” with the Uyghurs. You don’t drink alcohol? You get sent to camps. You send greetings for Eid? You get sent to camps. You read the Quran? You get sent to camps. You call your family abroad? You get sent to camps. And once in the camps, detainees must participate in a ceremony in which, each morning, they renounce their language, their culture, their religion - Islam. This self-abolition is the heart of the policy of "re-education" carried out by the Chinese government: abandon what you are as a people and maybe then will you survive as an individual. Uyghurs have fallen into a kind of universal black hole.

    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.
