Posters 339 INDEX OF AUTHORS 342 6 1st Meeting of the Iberian Ecological Society & XIV AEET Meeting February, 4-7 2019, Barcelona, Spain WELCOME We welcome everyone to Barcelona, the venue of the joint meeting of the Sociedad Ibérica de Ecología (1st SIBECOL) and the Asociación Española de Ecología Terrestre (XIV AEET) in 2019. The meeting is also supported by the Asociación Ibérica de Limnologia (AIL), the Sociedad Española de Etología y Ecología Evolutiva (SEEEE), the Sociedade Portuguesa de Ecologia (SPECO), and the group of Iberian Marine Ecologists. This conference is special since it will host scientists who study different types of ecological systems but who rarely meet together to share conceptual ecological frameworks. A new ecological society (SIBECOL) was established in July 2018 to bring together this scientic collective, while maintaining the identity of the existing societies that will progressively converge in their activities. This meeting will be the rst action of the new society, its foundation conference. AEET is proud to contribute to the event, merging its regular meeting with 1st SIBECOL for this historic event. The aim of the conference is to highlight crosscutting concepts shared by the different branches of ecology (limnology, marine ecology, terrestrial ecology, theoretical ecology), regardless of the system addressed. We seek to exchange ideas and approaches, and to provide a

Here we describe the territorial and courtship behavior of Chalcopteryx scintillans McLachlan, an Amazonian damselfly with shiny copper-colored hind wings. Territorial behavior consists of aerial contests, when males engage in threat displays and mutual pursuits in ascending and rocking flights. During courtship, males hold their coppery hind wings still while hovering with their forewings, showing the hind wings to females, which hover in front of the male in response. After copulation, the male exhibits the courtship flight again by hovering over the oviposition resource (i.e. fallen tree trunk) on the stream. The females oviposit on the trunk while the males guard them by perching near and hovering around them con- stantly. Beatty3, Renato Nunes2,4, Camilo Salazar1 and Jessica L. Ware2,5 Abstract Background: The New World Tropics has experienced a dynamic landscape across evolutionary history and harbors a high diversity of flora and fauna. While there are some studies addressing diversification in Neotropical vertebrates and plants, there is still a lack of knowledge in arthropods. Here we examine temporal and spatial diversification patterns in the damselfly family Polythoridae, which comprises seven genera with a total of 58 species distributed across much of Central and South America. Results: Our time-calibrated phylogeny for 48 species suggests that this family radiated during the late Eocene (~ 33 Ma), diversifying during the Miocene. As with other neotropical groups, the Most Recent Common Ancestor (MRCA) of most of the Polythoridae genera has a primary origin in the Northern Andes though the MRCA of at least one genus may have appeared in the Amazon Basin. Our molecular clock suggests correlations with some major geographical events, and our biogeographical modeling (with BioGeoBEARS and RASP) found a significant influence of the formation of the Pebas and Acre systems on the early diversification of these damselflies, though evidence for the influence of the rise of the different Andean ranges was mixed. Diversification rates have been uniform in all genera except one—Polythore—where a significant increase in the late Pliocene (~ 3 mya) may have been influenced by recent Andean uplift.

    DCAF’s Activities in Support of Effective and Democratically Transparent Defense Planning Philipp Fluri and Eden Cole ∗ The Geneva Centre for the Democratic Control of Armed Forces (DCAF) focuses on democratic oversight of and guidance for the defense and security sector. Increasing transparency and efficiency in defense planning and spending thus do not generally fall under DCAF’s purview in the strict sense, and are addressed only within the larger context of defense institution building. The defense budgetary process in a given state—from its formulation by the execu- tive, its enactment into law by the legislature, its implementation, and ultimately its au- diting and evaluation—is circumscribed by a number of parameters, and requires that the different actors have competencies in dealing with democratic processes and multi- ple constituencies that are never called upon under authoritarian systems. On the con- trary, the legislature in authoritarian states is often content to “render unto Caesar what is Caesar’s”—that is, to leave the responsibility for things military with the military and/or the security services, as such matters “cannot be understood by lay persons anyway.” In a similar vein, within their ministry itself the defense planners may decide to leave their task essentially in the hands of the “commissars” of the presidential appa- ratus, as this is the place where power is concentrated and monopolized in such sys- tems. As an important consequence, defense planning in transitional states is fraught with problems that are all too familiar: an executive which has first to learn about transparent planning cycles and gain self-confidence in the implementation thereof; a legislative power which needs to learn about guidance and oversight mechanisms; and national media and institutions of civil society which need to change their expectations from commenting on the successes of authoritarian leadership to the assumption of the responsibility for public oversight.

  • The Future of EU Security Sector Assistance: Learning from Experience
    ecdpm’s Making policies work DISCUSSION PAPER No. 271 The future of EU security sector assistance: learning from experience By Matthias Deneckere, Ashley Neat and Volker Hauck May 2020 This paper reflects on the future of the EU’s role in working with foreign security actors. It does so in the context of debates on how to better equip EU external action to deal with conflict and instability, including through a European Peace Facility, while also operationalising the linkages between security and development. Our analysis looks at the support to security sector reform (SSR) as an instrument that resides at this nexus and faces various challenges at the strategic and operational level. Such challenges include balancing short- and long-term objectives, reconciling interests and values, ensuring context sensitivity and overcoming bureaucratic and cultural divisions between policy communities. Drawing on practices from the EU and three member states (Germany, France and the Netherlands) in the domain of security sector reform, the paper provides insights on how such challenges can be practically dealt with. First, it argues that a comprehensive SSR policy not only requires a spelled-out strategy, but also a continued dialogue process between security, peace and development communities at the strategic and policy level, involving experts and civil society actors. Second, SSR needs to build on localised approaches that are informed by political context analysis and build on existing reform processes or windows of opportunity to foster change through targeted interventions. Third, cooperation with security actors should consider the risks in doing harm or negatively impacting conflict dynamics. Practical tools exist to manage risks, but negative effects can never be completely controlled.

En aquest sentit, i com en les anteriors edicions, l’esperit de les Jornades dóna cabuda a estudiants i persones que s’inicien en aquest món, en emular una escola de joves naturalistes a l’estil d’antigues trobades que s’organitzaven, ja fa dècades, al nostre país. The study puts forward a series of detailed recommendations (including in the field of access to classified information) that are formulated on the basis of in- depth assessments of: (1) the current functions and powers of these four bodies; (2) existing arrangements for the oversight of these bodies by the European Parliament, the Joint Supervisory Bodies and national parliaments; and (3) the legal and institutional frameworks for parliamentary and specialised oversight of security and intelligence agencies in EU Member States and other major democracies. ABSTRACT Dietary studies can reveal valuable information on how species exploit their habitats and are of particular importance for insular endemics conservation as these species present higher risk of extinction. Reptiles are often neglected in island systems, principally the ones inhabiting remote areas, therefore little is known on their ecological networks. The Selvagens gecko Tarentola (boettgeri) bischoffi, endemic to the remote and integral reserve of Selvagens Archipelago, is classified as Vulnerable by the Portuguese Red Data Book. Little is known about this gecko's ecology and dietary habits, but it is assumed to be exclusively insectivorous. The diet of the continental Tarentola species was already studied using classical methods. Only two studies have used next-generation sequencing (NGS) techniques for this genus thus far, and very few NGS studies have been employed for reptiles in general.     Herpetology Notes, volume 14: 1-14 (2021) (published online on 08 January 2021) Checklist of amphibians and reptiles of Morocco: A taxonomic update and standard Arabic names Abdellah Bouazza1,*, El Hassan El Mouden2, and Abdeslam Rihane3,4 Abstract. Morocco has one of the highest levels of biodiversity and endemism in the Western Palaearctic, which is mainly attributable to the country’s complex topographic and climatic patterns that favoured allopatric speciation. Taxonomic studies of Moroccan amphibians and reptiles have increased noticeably during the last few decades, including the recognition of new species and the revision of other taxa. In this study, we provide a taxonomically updated checklist and notes on nomenclatural changes based on studies published before April 2020. The updated checklist includes 130 extant species (i.e., 14 amphibians and 116 reptiles, including six sea turtles), increasing considerably the number of species compared to previous recent assessments. Arabic names of the species are also provided as a response to the demands of many Moroccan naturalists. Keywords.
