Long Live the Revolutions: Fighting for France's Political Future in the Long Wake of the Commune, 1871-1880 Abstract The traumatic legacies of the Paris Commune and its harsh suppression in 1871 had a significant impact on the identities and voter outreach efforts of each of the chief political blocs of the 1870s. The political and cultural developments of this phenomenal decade, which is frequently mislabeled as calm and stable, established the Republic's longevity and set its character. Yet the Commune's legacies have never been comprehensively examined in a way that synthesizes their political and cultural effects. This dissertation offers a compelling perspective of the 1870s through qualitative and quantitative analyses of the influence of these legacies, using sources as diverse as parliamentary debates, visual media, and scribbled sedition on city walls, to explicate the decade's most important political and cultural moments, their origins, and their impact. -

THE LUXEMBURG QUESTION AT THE PARIS PEACE CONFERENCE AND AFTER by Sally MARKS At the Paris peace conference of 1919, the French and, to a lesser extent, the British considered the several questions concerning the western frontier of Germany as a single problem but historians have never done so, perhaps because work upon these questions at the conference was administratively scattered. There has been some historical examination of the minor territorial transfers from Ger- many to Belgium and exhaustive analysis of the Saar and Rhineland settlements but no attention whatsoever to the fourth piece of the puzzle, the problem of Luxemburg. British diplomatists at the con- ference well realized the potential connection between the Luxem- burg settlement and that of the Saar, while Belgian leaders were pain- fully aware of its relationship to the Rhineland regime but historians, for all their intensive study of the voluminous documentation of the conference, have neglected to trace the British failure to link the Luxemburg question to the other German frontier problems and the consequences of this failure. The oversight has probably occured be- cause Luxemburg's fate was ultimately, to the relief of the French and the dismay of senior British officials, examined independently of all other considerations and because most of the interest in Luxem- burg at the conference was generated by the Belgians who of course looked at the problem from a purely Belgian point of view. The chief Belgian objective at the peace conference was extensive revision of the 1839 treaties which had defined Belgium's borders and her international status. -

The Fan Affair and the conquest of Algeria1 Michael Dudzik2 ABSTRACT The study analyses the domestic political background of the conflict that resulted in the French conquest of Algeria. The author begins at the turn of the 18th and 19th centuries when the Paris gov- ernment bought grain from Algerian merchants. Subsequent economic cooperation, including the provision and collection of loans, negatively affected mutual relations. Deteriorating relations were negatively affected by the appointment of Hussein Pasha as governor of Algeria in 1818, and they further worsened after a diplomatic insult against the French ambassador in April 1827. The article analyses developments in both countries, the gradual escalation of conflicts and their response in the European powers and presents the reasons that prompted the French government to intervene. KEYWORDS France, the conquest of Algeria, Charles X, Jules Prince de Polignac, 1830 INTRODUCTION The tense political and social climate in France at the end of the second decade of the 19th century reflected the citizens’ dissatisfaction with the regime of the re- turned Bourbons. King Charles X (1757–1836) promoted absolutism and restrictions on the press and relied primarily on the Catholic Church and the pre-revolution- ary nobility. Together with the Prime Minister, Prince Jules Auguste Marie de Poli- gnac (1780–1847), he tried to divert public attention from the negative response of extremely conservative domestic policy measures to foreign policy, and use the age- old dispute with Algeria, a vassal of the Ottoman Empire, to achieve easy victory and thus raise the prestige of the army and the regime. The study analyses Franco-Algerian economic and political relations after 1818 when Hussein Pasha became Algerian governor. -

Advisor: David Armitage Author: Dzavid Dzanic The Civilizing Sea: The Ideological Origins of the French Mediterranean Empire, 1789-1870 Abstract This dissertation examines the religious, diplomatic, legal, and intellectual history of French imperialism in Italy, Egypt, and Algeria between the 1789 French Revolution and the beginning of the French Third Republic in 1870. In examining the wider logic of French imperial expansion around the Mediterranean, this dissertation bridges the Revolutionary, Napoleonic, Restoration (1815-30), July Monarchy (1830-48), Second Republic (1848-52), and Second Empire (1852-70) periods. Moreover, this study represents the first comprehensive study of interactions between imperial officers and local actors around the Mediterranean. -

On ne compte aucun commandant de division francophone dans l’armée outre-mer. Dans les trois premières années de la guerre, seulement deux brigadiers canadiens-français prennent le commandement de brigades à l’entrainement en Grande-Bretagne, mais sont rapidement renvoyés chez eux. Entre 1943 et 1944, le nombre de commandants de brigade francophones passe de zéro à trois. L’absence de généraux canadiens-français combattants (à partir du grade de major-général) durant la Deuxième Guerre mondiale s’explique par plusieurs facteurs : le modèle britannique et l’unilinguisme anglais de la milice, puis de l’armée canadienne, mais aussi la tradition anti-impérialiste et, donc, souvent antimilitaire des Canadiens français. Au début de la Deuxième Guerre mondiale, aucun officier canadien n’est réellement capable de commander une grande unité militaire. Mais, a-t-on vraiment le choix? Ces officiers sont les seuls dont dispose le Canada. Quand les troupes canadiennes sont engagées au combat au milieu de 1943, des officiers canadiens, plus jeunes et beaucoup mieux formés prennent la relève. À plus petite échelle, le même processus s’opère du côté francophone, mais plus maladroitement. -

Unipolar Disorder: A European Perspective on U.S. Security Strategy By DIANE MARIE AMANN* Much has been said about the National Security Strategy that U.S. President George W.
