Popularly referred to as the Arab Spring, the region has experienced a wave of revolutions and instability. It can be classified in three broad categories within 2011: Uprisings that have resulted in the overthrow of standing regimes, uprisings that have failed to overthrow standing regimes, and states that have not experienced popular revolts. In the first category Libya, Egypt, Yemen, and Tunisia have all experienced uprisings resulting in the respective departure of Muamar Gaddafi, Hosni Mubarak, Ali Abdullah Saleh, and Zine Al Abidine Ben Ali. In contrast Syria and Bahrain have experienced uprisings that have not resulted into the toppling of their regimes thus far. Finally, countries such as Saudi Arabia and Iran have experienced none of the instability observed in 2011 within the same time period. In tracking the evolution of selectorates, I identified the rise of actors within the newly developing coalitions whose Islamist preferences are unaccounted for in the standard Selectorate Model. As later explained in detail, Selectorate Theory is driven by the public-private goods argument. The theory states that a leader’s political survival is based on the mix of private payoffs he can provide to his selectorate and public goods provided to the general population. The once secular despots are either gone or are on the way out as evident by the removal of Hosni Mubarak, Zine Abidine Ben-Ali, Saddam Hussein, Muamar Gaddafi, Ali Abdullah Saleh, and the currently embattled Bashar Al- Assad. They are being replaced or have already been removed by governments that are led by Islamic Parties. Therefore, newly elected or appointed leaders must take into account the role of religion in their calculus for political survival in a way that they did not before. This begs the question: what about the regimes in my case studies that have not been toppled such as Saudi Arabia, Iran, and Bahrain? Although these are highly autocratic governments, the leaders of such governments have a legitimacy that is derived from implicit approval of their Islamist allies. This strengthens the argument that religion must be accounted for beyond the standard Selectorate Model rationale for political survival in MENA. In such context I provide a revised Selectorate Model explanation that accounts for the role of religion. I conclude that the standard Selectorate Theory is insufficient for MENA because it is does not account for the role of religion. By testing the coalitional distribution and evolution of selectorates, I developed a revised Selectorate Model that includes the role of religion along with the standard private payoffs – public goods argument. The role of religion is expressed by the presence of religious stakeholders in the agent based model such as clerics, shura councils or Islamic parties present in all selectorates in MENA. I tracked the selectorates through a series of predictions made throughout the course of 2011 using the Senturion agent based model. It serves as a powerful alternative to standard historical analysis and wisdom. I provide an explanation of why certain regimes fell while others remained relatively stable and why some governments experiencing similar instability remain using agent based modeling (ABM) in application to Selectorate Theory.     APRIL 2011 ISSUE BRIEF # 28 THE CRISIS IN LIBYA Ajish P Joy Introduction Libya, in the throes of a civil war, now represents the ugly facet of the much-hyped Arab Spring. The country, located in North Africa, shares its borders with the two leading Arab-Spring states, Egypt and Tunisia, along with Sudan, Tunisia, Chad, Niger and Algeria. It is also not too far from Europe. Italy lies to its north just across the Mediterranean. With an area of 1.8 million sq km, Libya is the fourth largest country in Africa, yet its population is only about 6.4 million, one of the lowest in the continent. Libya has nearly 42 billion barrels of oil in proven reserves, the ninth largest in the world. With a reasonably good per capita income of $14000, Libya also has the highest HDI (Human Development Index) in the African continent. However, Libya’s unemployment rate is high at 30 percent, taking some sheen off its economic credentials. Libya, a Roman colony for several centuries, was conquered by the Arab forces in AD 647 during the Caliphate of Utman bin Affan. Following this, Libya was ruled by the Abbasids and the Shite Fatimids till the Ottoman Empire asserted its control in 1551. Ottoman rule lasted for nearly four centuries ending with the Ottoman defeat in the Italian-Ottoman war. Consequently, Italy assumed control of Libya under the Treaty of 1 Lausanne (1912). The Italians ruled till their defeat in the Second World War. The Libyan constitution was enacted in 1949 and two years later under Mohammed Idris (who declared himself as Libya’s first King), Libya became an independent state.

Clark University of Guelph, 2015 Professor Jordi Diez Professor Francesco Cavatorta This dissertation argues for a correlation between the dynamics of the protests at their climax and the processes of democratization in case these protests succeed. Using youth activism in Tunisia and Egypt where the protests succeeded, and in Jordan where they failed as a contrasting case study, this research shows that youth activism leads to democratization if three conditions are met at the protests’ apex: domination of autonomous youth movements, an inclusive master frame (MF), and a decentralized leadership. In doing so, the research provides an atypical narrative about the role of activists during the protests in Tunisia, Egypt, and Jordan. The primary sources that informed this research are not only based on the activists themselves, but also on the analysis of the protests videos, slogans, and documents of the youth movements. Furthermore, the research contributes to the literature on social movements in four domains. First, it reveals that the state’s use of repression and the way it uses it is a necessary condition, but is insufficient to turn a reform protest cycle into a revolution; the other necessary condition is that an autonomous opposition also must be dominant when the state uses repression.

In the 1990s, a phenomenon known as the Third Wave swept across Central and Eastern Europe, promoting democratic political transition throughout the former Soviet Union, Africa, and Latin America. The Middle East was notably absent from this global transformation. After the September 11 attacks, members of the Bush administration began asking why this political opening had failed to occur in the region. Many argued that such a transformation was simply impossible in Arab lands, but President Bush called these claims "the soft bigotry of low expectations." This is the result of not only modern internet-based technolo- gies of communication, but also the deep socio-economic crisis of the region coupled with autocratic regimes that are not qualified to address the needs of the new generation. • The socio-economic malaise in the region is deep. Youth unemployment, degradation of natural resources, and demographic explosion are among the driving forces. Corruption and economic autocracy went hand in hand. There is a need for a complete socio-eco- nomic overhaul. Toppling autocracies is a necessary first step, but the success of the cur- rent will also depend on the possible creation of new political institutions, and a reformist agenda. • It is curious to see the different reaction of the West compared to the wave of the Color Revolutions a decade earlier. Western leaders, who closely collaborated with the auto- cratic regimes for decades, and did not come to the support of pro-democracy militants, need to revise their approach. They should also revise their policies towards the national questions of the region, including the situations in Palestine and Iraq. Lastly, for a stable Middle East and North Africa, the West, and especially Europe, needs to revise the posi- tion of the region on the global economic map, as oil-based economies of the region have failed to create the necessary jobs and sustainable development.

It is strange to feel that such an important topic that we all remember happening is already over 7 years old. Therefore, we felt it would be a good time to simulate it and think about the ways it could have gone. As delegates you will each be given characters to play in this crisis. These were real people who made a difference within the actual Civil War and have their own objectives and goals. You are tasked with advancing the goals of your character and making sure that they end up doing well out of this crisis. Every action will have consequences, everything you do will have ramifications, and mistakes can be deadly. Your chairs will be there to help but they will also be representing characters and have their own interests, meaning they may not be fully trustworthy. Behind the scenes you will have a backroom which will interpret your directives and move the plot forward. We will be there to read what you say and put it into action. However, a word to the wise, the way your wish may be interpreted may not be ideal.
