ARCHITECTURAL RESEARCH AND CULTURAL HISTORY HISTORIC PRESERVATION CONSULTING HISTORIC CONTEXT STATEMENT FOR LOWER NORTHEAST PLANNING DISTRICT 2012 HISTORIC CONTEXT STATEMENT FOR LOWER NORTHEAST PLANNING DISTRICT EMILY T. COOPERMAN, PH.D. Geographical Summary The Lower Northeast Planning District (figure 1) lies inland (northwest) of the Delaware River waterfront at the point where the northeast and northwest sections of the city branch off from north Philadelphia. The Lower Northeast Planning District is characterized by relatively flat topography that rises gradually from the southeast to the northwest, moving away from the river. The Planning District is bounded on the southwest by the Frankford and Tacony creeks, and abuts Montgomery County on the northwest just south of the Tacony Creek as it turns to the northeast. The Tacony Creek becomes the Frankford Creek at the point where it historically met the Wingohocking Creek, which flowed east from Germantown and is now culverted, near the intersection of Tabor Road and Garland Street. Historically, the Little Tacony Creek flowed in several branches through the heart of the Planning District, meeting the Frankford Creek below where Erie Avenue is now located. Figure 1. The settlement and industrial village of Frankford, which was studied in the Historic Context Statement for Neighborhood Cluster 1 (2008-2009), was the historic town center of the Planning District and was one of several such urban concentrations that developed in Philadelphia’s former county before the 1854 Consolidation. -

Without drastic action, the United States will likely experience rising sea levels that will regularly flood major cities, more intense weather patterns that will destroy homes and businesses, longer and deeper droughts that will dis- rupt agricultural production, and an increase in disease that will put stress on the healthcare system. Domestic and international climate refugees will have to be resettled and the effects of increasing global strife contained. In both human and economic terms, the costs will be unlike anything the country has previously faced. About the Booklet This booklet is an outgrowth Amtrak’s plans to remove a portion of the Wheatsheaf Lane Pedestrian Bridge where the bridge crosses the Northeast Corridor in Philadelphia. The bridge removal is part of Amtrak’s larger program of proactive passenger rail security. Although RIÀFLDOO\FORVHGWRSHGHVWULDQWUDIÀFLWLVSRVVLEOHIRUSHRSOHWRDFFHVV WKHEULGJHZKLFKZLWKRXWUHJXODUEULGJHWUDIÀFRURWKHUPRQLWRULQJ poses a threat to the security of Amtrak trains, passengers, and employees. The bridge removal project was reviewed in accordance with Section 106 of the National Historic Preservation Act of 1966, which was enacted to help protect historic properties in the United States. The Wheatsheaf Lane Bridge contributes to the historical VLJQLÀFDQFHRIWKH3HQQV\OYDQLD5DLOURDG0DLQ/LQH 3KLODGHOSKLDWR New York) Historic District, which is eligible for listing in the National Register of Historic Places. The partial removal of the bridge has an adverse effect on the historic district. In 2016, the Federal Railroad $GPLQLVWUDWLRQWKH3HQQV\OYDQLD6WDWH+LVWRULF3UHVHUYDWLRQ2IÀFH the Railroad Museum of Pennsylvania, and Amtrak executed a Memorandum of Agreement that includes several stipulations that will mitigate the effects of the project on the railroad historic district. This publication meets the requirements of one of those stipulations. Introduction The Wheatsheaf Lane Pedestrian Bridge was constructed in 1899 by the City of Philadelphia as part of an agreement with the Pennsylvania Railroad to eliminate a complicated and dangerous at-grade crossing over multiple tracks.
