REVIEW OF PREVIOUS MINUTES The minutes of the August meeting in Adelaide were presented to members at this meeting. The Members endorsed the minutes (Proposed Barrie Rogers and Seconded by Shane Saal).

NATIONAL AAA UPDATE (Simon Bourke, Policy Director, AAA)

Simon provided a detailed update on the various activities and advocacy work that the AAA has been carrying out for members.

ADELAIDE AIRPORT UPDATE (David Blackwell)

David provided members with an overview of the planned Terminal Expansion project, as well briefly covering several other projects within the Terminal Precinct.

CASA UPDATE - MOS139 (Scott Whiting, Aerodrome Inspector - Adelaide, CASA)

Scott explained the revised corporate structure and the Inspector positions that have changed across the nation in recent times.

The MOS 139 Post Implementation Review was also covered, including the transition to the new regulatory framework (currently set for August 2018), with full implementation starting in August 2019 (tentative) and expected to take around 3 years to full bed in.

CASA UPDATE – DRONES Will Whitelaw, Commercial RPAS Inspector, RPAS Branch, National Ops & Standards, CASA)

Will covered the use of drones on aerodromes. At this stage only 1 airport in SA is using drones.

Some technical terms that may not be familiar.

RPAS – Remotely Pilot Air System.

A remote pilot licence (RPL) is your individual permission to fly. If you hold a RPL, you will need to be employed by someone who holds a certificate to fly. These operators hold a remotely piloted aircraft (RPA) operators certificate, or REOC.

Will covered the process for approval of drone activity around aerodromes. For Controlled aerodromes, CASA will communicate with Airservices Australia on behalf of the operator.

Aerodromes cannot shoot or disable drones, as commercial drones are considered an aircraft and it considered illegal interference with an aircraft. If you have a concern about drones, then the police are the only authority capable of dealing with this.

MEMBER UPDATES AND NEWS • Passengers up to • No longer an ASIC issuing body. • Painted outside of terminal and plan to paint next year. No major capital works for the whole of the Council. • BP Exploration has handed back a large helicopter hangar to the Council.

Port Lincoln • No report this period.

Port Augusta • REX has been flying for several months and things are going well • Mining charters are the main business • OZ Minerals are building their own airstrip and plan to open by end of June • Cobham took over Alliance for BHP contract (RJ100). Now cut back flights and have subcontracted this to REX. • GA and Private Charters are growing based on renewable technology growth. • New access control for itinerant pilots. • New vermin proof security fence completed. • New hangar built (1st in 20 years) • Small charter company (Wrights Air) is operating regional tourism flights. • Basically no money in Council for anything.

Whyalla

• Around 55,000 pax • Significant helicopter activity • Engaged consultants for massive upgrade of the aerodrome • Just completed taxiway lighting upgrade – now requires them to upgrade other lighting to ensure that the lighting levels are consistent • Rental car washing and refuelling facilities being built for Budget and Avis • 1 x additional person provided to the airport to assist with maintenance and operations • Several projects funded by DPTI are being implemented • Have built tie downs for GA aircraft

• New tourism manager – doing digital and other signage in the terminal. New FIDS for customer engagement in regional promotions. • Mr Gupta (bought the steelworks) has just bought a BBJ and wants to fly it into Whyalla. They are looking at upgrading the runway to cope with this.

Mildura • Passengers 220,000 MAT • 4.5% growth in passengers continues (MEL & ADL routes) • Still tidying up after the recent major projects • New 13,500 M2 apron for GA operations – should go online later this year • New aerial tanker water loading point for large aircraft (C-130 size). They can fill a 15,000 litre load in 10-15 minutes. Was a support mechanism for Victoria but it is expected to be needed for fires in the Adelaide Hills. Have enough water to replenish 4 aircraft without any issues (except possibly fuel) • Air ambulance activity up and this is now improved with a modest passenger transfer station on the airport. On line around June this year. • Waiting for the announcements for 120m extension of runway and other major upgrades • Recently purchased a parcel of land for the continued expansion of the runway (2,000m)

Olympic Dam • Some improvements, with Alliance starting RPT operations • Business as usual

Kingscote / Kangaroo Island • No report provided

Leigh Robinson – Airport Equipment New items: • Aircraft recovery mats. • Reboundable barriers. • Autonomous boarding bridges.

OandMs

• Specialise in project documentation from a project – they have worked with for the past 6 years for their project related document management. • All service records stored in the cloud

Marshal Day Acoustics • Working with Badgerys Creek planning team to quantify aircraft noise in the Blue Mountains as a result of – in preparation for the Badgers Creek development. • Have done work with RAAF East Sale • Working with AsA on new noise monitoring software for airports. I&M will be phased out and the new tool will be mandated.

• Working with for capacity planning. • Aviation technical advisor to DIRD for Badgers Creek Airport

Downer • Fairly busy in the past 12 months • 4th project at Sydney Airport • EME Project at • Finishing technical trials for a preservation treatment – not emulsion based. No loss of friction so far in the trial. Expecting that Sydney Airport will go ahead with work on their cross runway. • Looking at some new European binders to see what is possible. • Looking to do a trial at Melbourne Airport for trapezoidal grooving of the runway

Fulton Hogan • RAAF Tindal taxiway lighting upgrade • RAAF Curtin & RAAF Williamtown pavement projects • Snowy Mountains Airport Upgrade • Mildura Airport Runway and Apron Works • Hobart Runway Works • Port Lincoln runway works • overlay works soon to start • FH are moving into runway lighting projects, with recruitment of several lighting specialist

AIRLINES AND ADELAIDE AIRPORT FOCUSING ON ROUTES TO REGIONAL AREAS (Jonathan Cheong, Head Of Aviation Business Development, Adelaide Airport)

Jonathan provided a great insight into how Adelaide Airport develops their international market and the drivers of this activity.

Jonathan explained that regional activity and expansion is the focus for him and his team and he would be very keen to airports and / or regional communities on how they could work collaboratively to grow the market in .

SA REGIONAL AIRPORT MASTER PLAN UPDATE (Juergen Ruppert, Senior Planner Aviation, DPTI)

Master planning in SA remains an important topic for DPTI to purse. DPTI are keen to ensure that regions have a vision for what they want from regional airports. This will assist with government planning and potentially financial support for these regions.

A dedicated fund has been provisioned for 3 years by the State Government, so documentation such as the Master Plan is an important tool. Juergen also highlighted the support and assistance of the AAA in obtaining funding for regional airports.

DPTI would like to convene a meeting with the Master Plan airports to review the current status of the Master Plans. The aim is to ensure that the Master Plans remain up to date and that DPTI understands the airport’s expectations for the next 5 years.

FLIGHT TRAINING OUT OF CAPITAL CITIES (Barrie Rogers, Airport Manager, Parafield Airport)
