THE REGENTS OF THE UNIVERSITY OF NEW MEXICO

May 15, 1977

The Regents of the University met at 2:05 p.m. on Sunday, May 15, 1977, in the Roberts Room of Scholes Hall. Affidavits concerning the public notice of this meeting are on file in the office of the University Secretary.

It was moved by Mrs. Jourdan, seconded by Mr. Horn, that the Regents approve the list of candidates subject to the completion of academic requirements, as well as the nominations for honorary degrees. Carried. ***** As noted briefly at the last meeting, Harwood Foundation President Davis expressed his serious concern and that of others in the Administrat~on, ~elative to the cost - some $50,000 annually - of maintaining the Harwood Foundation in Taos. No funds are appropriated by the Legislature for this purpose, he said, so the $50,000 must come from the already inadequate instructional budget. He said that he would like to ascertain the Regents' feelings relative to some exploratory conversations with people in Taos with the thought of having the county or the community take over the responsibility for the Foundation and the upkeep of its facilities. He noted that by next year at this time it would be in excellent repair, thanks to a substantial repair and remodeling grant announced at the last meeting, and he estimated that the total worth of the property, including many valuable paintings and artifacts, would be in the neighborhood of $1,000,000. The pre~ent function of Harwood, he said, is to serve as a community public library and as a repository for the paintings and artifacts, with little direct use by the University. Considerable discussion followed, with general agreement that the Foundation is serving a useful function, and a proper one for the University to sponsor, but that it is increasingly difficult for the University to finance its operation. It was thereupon agreed that explorations as suggested by the President should be undertaken on the basis that the university would like to continue with the Harwood operation but is financially unable to do so without direct help from the State, the Taos community, or others. It was felt that persons in Taos - the beneficiaries of the Foundation's services ­ might wish to explore further (the University has done so unsuccess­ fully .in the past) the possibility of a line-i-tern appropriation from the Legislature. Mr. Perovich pointed out that the cost of operation for 1977-78 is provided for in UNM's general budget. ***** President Davis announced Director of Dental Programs that Dr. Julie Sharp has been offered and has accepted a position as director of the Dental Programs. A formal recommendation for her appointment will be made at the next meeting, he said. ***** The President also reported briefly Governor's Council on a meeting of the Governor's Council Qg Higher Education on Higher Education, held on Monday. He noted several items as follows: (1) The Governor is most interested in pursuing plans for another statewide library bond issue. (2) The Governor stated his intention --of strongly supporting higher edu­ cation in the next legisla~ive session and has expressed his wish that the BEF come in with a budget recommendation which is expressive of the actual needs of the I institutions. (3) There-is an inadequate data base relative to New ~exico high school graduates and where they go following graduation, though for the first time, he said, there is now accurate information c6ncerning the ethnic breakdown. He noted that every effort must be kade to achieve better liaison between higher education and the high school counselors and administrators. In this connection, Mrs. J6urdan said that she would like a report from our College of Educat!ion relative to our own training of high school counselors. *****

Horn, Dr. Huff and the BEF seconded by Mrs. Jourdan, that Dr. Robert Huff, Executive Dirkctor of the BEF, be invited to a Regents' meeting for a discussion o~ the funding policies of the BEF and that if he so wishes he may inv~te any or all of the Board members to attend. Hope was expressed that the Governor might also be able to attend. Carried. I ***** In line with a resolution Progress Report on Hiring passed earlier by the Regehts relative of Minority Faculty I to the hiring of minority faculty, President Davis reported c?nsiderable sucqess thus far, with several outstanding appointments of minority and women faculty members. A full report on this matter I will be coming soon from each school and college faculty, he said. ***** The President distributed copies "Ethnic Minorities" of a recently published pr~sidential progress report entitled "Ethnic MiAoritiesat the University of New Mexico." Quoting from the report, th.e President said: "Today, the University of New Mexico stands as n~er one in the nation of major state uni­ versities as the leader onlall levels, including undergraduate, graduate, and professional programs, in percentage of minority student participation." ! ***** Following a disJussion of minor Minor Sports sports at the University aAd how more money can be generated for their I support, it was the consensus that the Regents should ask the Athletic Department to address this problem and to devise something in I the way of detailed recommendations. !* **** 57,

It was reported by Dr. Travelstead that Library Books the last of the books generated by the State having provided funds for acquisitions without corresponding funding for staff additions to process them would be catalogued and filed in June, the result of strenuous effort by many people including volunteers. ***** The next meeting was scheduled for Next Meeting June 13, 1977. ***** The meeting adjourned at 3:35 p.m.
